said Dominion, doth hereby make the following regulations;
and doth also declare that the said regulations shall come
into force on the date of publication hereof in the New Zea-
land Gazette.
REGULATIONS.
-
THESE regulations shall be read together with and be
deemed part of the regulations (relating to the grading and
export of hemp) made under the Products Export Act, 1908,
(hereinafter termed "the general regulations") by Order
in Council on the 21st day of December, 1908, and published
n the Gazette of 23rd December, 1908. -
The definition in the general regulations of the term
"grade," as applied to stripper-slips, is hereby revoked. -
All stripper-slips for export shall be packed in bales
approximately of the following dimensions and weight after
aving the press:-
Length : 4 ft. 2 in.
Width : 2 ft. 4 in.
Depth : Not prescribed.
Weight: Not exceeding 3Β½ cwt.
The above dimensions and weight shall be in lieu of those
prescribed for stripper-slips in clause 2 of the general regu-
lations, and the said clause is hereby amended accordingly.

In lieu of the leather tag prescribed in paragraph (b)
of clause 3 of the general regulations, tags made of strong,
closely woven, light-coloured, cotton duck may be used,
subject to approval of the material by the Chief Hemp
Grader, which approval may be withdrawn at any time,
after reasonable notice. All references in the general regu-
lations to the leather tags shall be deemed to apply equally
to the duck tags when used in lieu thereof; provided that
where duck tags are used, the registered brand and the bale
number shall be printed in black ink on the duck instead of
being impressed. -
The store occupied by the Shaw, Savill, and Albion
Company (Limited), Kaiwarra, Wellington, is hereby ap-
pointed a grading-store for the examination and grading
therein of hemp, tow, or stripper-slips. -
Subclause (2) of clause 7 of the general regulations is
hereby amended by inserting the words "or stripper-slips"
after the words "hemp or tow" wherever the latter occur. -
The following shall be substituted for clause 12 of the
general regulations, which clause is hereby revoked:-
"12. (i.) In grading stripper-slips, the following will be
the maximum points for allotment :-
"For freedom from dirt or rubbish .. 50 points.
"For colour .. .. .. .. 25 .. "
"For strength .. .. .. .. 25 "
"Total .. .. .. .. 100 points.
"(ii.) The following will be the standards on which the
grades of stripper-slips will be determined:-
"No. 1 Grade : 75 to 100 points, both inclusive.
"No. 2 Grade: 50 to 74 .. "
"(iii.) No grader's certificate as provided for in clause 15
of the general regulations shall be issued in respect of any
stripper-slips scoring less than 50 points."

Clause 15 of the general regulations is hereby amended
by deleting the words "in the case of hemp or tow," and
the words "and in the case of stripper-slips, sign and de-
liver to the owner a grader's certificate as provided for in
clause 12 hereof"; and also by inserting, after the words
"the second schedule hereto," the following words: "pro-
vided that, in the case of stripper-slips, the total points
awarded need not be shown in the grader's certificate.'' -
Clause 19 of the general regulations is hereby amended
by inserting, after the words "immediately shipping it,"
the words "for export beyond New Zealand." -
Diagram No. 4 of the First Schedule of the general
regulations is hereby amended by substituting for the speci-
men grade-stamp for stripper-slips the following specimen
grade-stamps:-

No. 2 GRADE.
For No. 2 grade stripper-slips:
- If after any hemp, tow, or stripper-slips has been graded
and a certificate issued, such hemp, tow, or stripper-slips are
damaged by fire or water, or through any other cause, the
owner shall, if the certificate issued in respect of such hemp,
tow, or stripper-slips is still in his possession, forthwith sur-
render the certificate to the grader ; and whether the certi-
ficate is or is not surrendered, such hemp, tow, or stripper-
slips shall not be shipped from New Zealand without being
regraded and a new certificate issued as hereinafter provided.
Such hemp, tow, or stripper-slips may be reconditioned and
submitted again for grading; provided that in such case
the owner shall, when giving the grader the written particulars
prescribed by the general regulations, state on the form
of advice that the hemp, tow, or stripper-slips have been so
reconditioned; provided also that the grader shall, when
issuing a certificate for such hemp, tow, or stripper-slips,
indorse on the certificate a statement that the fibre has been
reconditioned.

Arrangements for taking Poll respecting Proposed Addition to
Borough of Milton.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government House, at Wellington, this twentieth
day of January, 1913.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers and authorities
vested in him by the Municipal Corporations Amend-
ment Act, 1910, His Excellency the Governor of the
Dominion of New Zealand, acting by and with the advice
and consent of the Executive Council of the said Dominion,
doth hereby direct that a poll shall be taken on the pro-
posil that the area described in the Schedule hereto, being
part of the County of Bruce, shall be annexed to the
Borough of Milton; and, further, doth hereby make the
following appointments and arrangements for the purpose of
taking the said poll:-

Robert Margrie Brookes, of Milton, to be the Returning
Officer for the purpose of taking the said poll, and also to
be the person authorized to prepare a voters roll of the
persons entitled to vote at the said poll, containing the
names of persons qualified to vote at any election of members
of the County Council and having voting qualifications in
respect of the areas affected by the proposed poll. -
The voters roll prepared and signed by the said
Robert Margrie Brookes shall be the voters roll to be used
at the said poll. -
The said poll shall be taken on Tuesday, the eleventh
day of February, one thousand nine hundred and thirteen. -
The said poll shall be taken as nearly as may be in
the manner provided by the Local Elections and Polls Act,
1908, and the Returning Officer hereby appointed shall be
deemed to be a Returning Officer appointed for the pur-
poses of the said Act.
SCHEDULE.
AREA PROPOSED TO BE ANNEXED TO THE BOROUGH OF
MILTON.
ALL that area in the Otago Land District, situated in
Block XI, Tokomairiro Survey District, commencing at a
point on the north-western side of the main South Road,
the said point being the north-easternmost corner of the
Borough of Milton as described in the New Zealand Gazette
No. 96, of the 29th November, 1877, page 1132, and being
bounded thence towards the north-east by a right line across
the said main South Road to the north-eastern side of Duthie
Street; thence towards the north-west by the south-eastern
side of the main South Road aforesaid in a north-easterly
direction a distance of 1300 links; thence again towards
the north-east by a line at right angles in a south-easterly
direction from the aforesaid road, a distance of 1100 links,
to the north-western side of Johnstone Street; thence to-
wards the south-east by the said side of Johnstone Street
and the production of the same across Springfield Road
to the boundary of the said borough as described in the
Gazette aforesaid; towards the south-west and again towards
the north-west by the said borough, as described in the
Gazette aforesaid, to the point of commencement.
