Apportionment of Representation on Hospital and Charitable Aid Boards.
LIVERPOOL, Governor.
ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this ninth day of April, 1913.
Present:
THE HONOURABLE W. F. MASSEY PRESIDING IN COUNCIL.
WHEREAS by Orders in Council made respectively under the Hospitals and Charitable Institutions Act, 1909, on the twenty-fourth day of February, one thousand nine hundred and ten, and published in the Gazette of the twenty-fifth day of February then instant, on the second day of March, one thousand nine hundred and ten, and published in the Gazette of the third day of March then instant, and on the twenty-fifth day of October, one thousand nine hundred and eleven, and published in the Gazette of the second day of November then instant, apportionments were made in regard to the representation of contributory districts on Hospitals and Charitable Aid Boards: And whereas by reason of changes in the population and the value of the rateable property in the said contributory districts, and also by reason of the creation of new contributory districts, it is desirable to revise such apportionments:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, and in pursuance and exercise of the power and authority conferred on him by the said Act, doth hereby make the apportionments set forth in the Schedule hereto, and the apportionments made in the aforesaid Orders in Council are hereby revoked; and doth hereby direct that the regulations made in the Order in Council dated the twenty-fourth day of February, one thousand nine hundred and ten, shall apply as if incorporated in this Order in Council, with the following exceptions:β
(a.) Simultaneously with such elections of representatives of contributory local authorities to Hospital Boards as may herein be fixed to be held on Wednesday, the thirtieth day of April, one thousand nine hundred and thirteen, the present representatives of the Hobson County; the Combined District of Waipa County and Frankton Town District; the Raglan County; the Rangitikei County; the Kiwitea County; the Oroua County; the Combined District of Manawatu County and Foxton Borough; the Kairanga County; the Wairau Road District; the Awatere Road District; the Picton Road District; the Buller County; and the Grey County shall agree among themselves which of the representatives of the district or combined district which they represent shall retire from the Board; and, failing agreement, the matter shall be determined by lot in manner determined by the Board, and none of those representatives shall thereafter be entitled to speak or to vote at a Board meeting, or act in any capacity as a member of the Board, until the necessary reduction is made in the number of representatives for the district or combined district which they represent.
(b.) The date of the first election of an additional representative for the Otamatea County, for the Combined District of Woodville County and Woodville Borough, for Wanganui Borough, for Westport Borough, and for Timaru Borough shall be Wednesday, the thirtieth day of April, one thousand nine hundred and thirteen.
(c.) The first election of representatives for the Combined Districts of Warkworth Town District, Rodney County, Waitemata County, New Lynn Town District, and Helensville Town District; for the Combined District of Franklin County, Manukau County, Pukekohe Borough, Otahuhu Borough, and Papakura Town District; for the Combined District of Waipa County, Frankton Town District, Ngaruawahia Town District, and Te Awamutu Town District; for the Combined District of Kawhia and Awakino Counties; for the Combined District of Taupo East County and Taupo West County; for the Combined District of Kaitieke County and Taumarunui Borough; for the Combined District of Matamata and Rotorua Counties; for the Combined District of Hawkeβs Bay County, Napier South Town District, and Taradale Town District; for the Combined District of Waimate County, Murchison County, and Motueka Borough; for the Combined District of Collingwood County and Takaka County; for the Combined District of Waimairi County and Riccarton Borough; for the Combined District of Kowai County, Amberley Town District, Oxford County, Rangiora County, Eyre County, Ashley County, Kaiapoi Borough, and Rangiora Borough; for Waipara County; for the Combined District of Waimate County and Waimate Borough; and for Southland County shall take place on the date of the next ordinary general election of members of County Councils, and in the meantime the representatives of the districts or combined districts in which they were grouped, or out of which they have been created, shall be deemed to be the representatives of the aforesaid combined districts, provided that a seat does not become earlier vacant under section twenty of the Act.
(d.) Simultaneously with the election of representatives of other contributory districts in the Nelson Hospital District to be held on the next ordinary general election of members of County Councils, the representatives of the Combined District of Nelson City and Richmond Borough shall agree among themselves as to which one of their number shall retire from the Board; and, failing agreement, the matter shall be determined by lot in manner determined by the Board, and none of those representatives shall thereafter be entitled to speak or to vote at a Board meeting, or act in any capacity as a member of the Board, until the necessary reduction is made.
(e.) The date of the first election of representatives for the Combined Districts of Auckland City and Mount Albert Borough; for the Combined Districts of Te Kuiti Borough, Waitomo County, and Ohura County; for the Combined Districts of Bulls Town District, Mangaweka Town District, Hunterville Town District, Marton Borough, and Taihape Borough; for the Combined District of Runanga Borough and Brunner Borough; for the Combined District of Mornington Borough, Maori Hill Borough, and West Harbour Borough; for Dunedin City; and for the Wyndham Town District, Gore Borough, and Mataura Borough shall be Wednesday, the thirtieth day of April, one thousand nine hundred and thirteen, and until that date the present representatives of the combined districts in which they were grouped, or out of which they have been created, shall be deemed to be the representatives of the aforesaid combined districts, providing that a seat does not become earlier vacant under section twenty of the Act.
(f.) The date of the first election of a member for the Waverley Town District shall take place on the day of the next ordinary general election of members of the Waverley Town Board, and simultaneously with such election the three representatives of the Patea County shall agree among themselves which one shall retire from the Board; and, failing agreement, the matter shall be determined by lot in manner determined by the Board, and none of the three aforesaid members shall be entitled to act in any capacity as member of the Board after the election of a representative for Waverley Town Board until the necessary reduction has been made.
(g.) The present representatives of the Waikii Borough, the Dannevirke Borough, the Palmerston North Borough, the Blenheim Borough, and the Greymouth Borough shall continue to hold office until Wednesday, the thirtieth day of April, one thousand nine hundred and thirteen.
(h.) The principal local authority in each of the combined districts in the Schedule hereto shall be that indicated by the letter (p).
