and shall be kept so obstructed while the ship is alongside
such wharf or lighter.
(3.) If the District Health Officer so orders, the whole of
the side of the ship next to the wharf shall during the period
between sunset and sunrise be thoroughly illuminated with
electric or other brilliant lights.
(4.) The landing-stages and all unnecessary nets and gang-
ways shall, unless cargo is being discharged, be removed
during the hours between sunset and sunrise.
(5.) All other necessary and practicable means shall, to the
satisfaction of the District Health Officer, be taken to prevent
the migration of rats to and from the ship.

this twenty-eighth day of March, one thousand
nine hundred and thirteen.
