Auckland Hairdressers’ Assistants.—Recommendation of Conciliation Council.

(Under the Industrial Conciliation and Arbitration Act and its Amendments.)

WHEREAS an industrial dispute has arisen between the Auckland Hairdressers’ Assistants’ Industrial Union of Workers and the Auckland Master Hairdressers and Tobacconists’ Industrial Union of Employers, comprising D. Simmonds, Queen Street, and others, and J. W. Coleman (J. Rothwell, manager), Queen Street, and others.

To the Clerk of Awards at Auckland.

The Council of Conciliation constituted for the hearing of the industrial dispute between the Auckland Hairdressers’ Assistants’ Industrial Union of Workers, applicant, and the Auckland Master Hairdressers’ Industrial Union of Employers and others, respondent, hereby makes the following recommendation for the settlement of the dispute :—

A partial agreement as per Schedule attached, having been adopted by the assessors, is now submitted as the recommendation of the Council in the above dispute. Clauses relating to hours of work, meal-hours, minimum wage, overtime, term of award, and casual workers are referred to the Court of Arbitration.

RECOMMENDATION.

Hours of Work.

  1. Not agreed.

Meal-hours.

  1. Not agreed.

Work in Hand.

  1. No worker shall be allowed to take a customer into his chair after five minutes before closing-time, nor shall he be detained more than five minutes after the closing-hour without allowance for overtime in accordance with clause 5 hereof.

Minimum Wage.

  1. Not agreed.

Overtime.

  1. Not agreed.

Holidays.

  1. The following days shall be observed as full holidays: New Year’s Day, Good Friday, Labour Day, sovereign’s birthday, Christmas Day, and hairdressers’ annual picnic day to be held on third Tuesday in January.

  2. The following holidays shall be observed as partial holidays —namely, 2nd January, Easter Monday, and Boxing Day, from 11 o’clock a.m.

  3. No deduction shall be made from the week’s wage for any of the aforesaid full or partial holidays.

  4. In case of any of the holidays mentioned, whether full or partial, falling on a Sunday, they shall be observed on the Monday following.

Qualification for Journeymen or Journeywomen.

  1. A “journeyman” or “journeywoman” shall mean one who has been employed at the trade for a period of at least five years. If the worker comes from outside Auckland City, he or she shall produce references as to length of service.

Apprentices.

  1. (1.) An employer taking an apprentice to learn the trade shall be deemed to undertake the duty which he agrees to perform as a duty enforceable under this award, and shall pay such apprentice not less than the undermentioned rates of wages—viz., for the first year, not less than 7s. 6d. per week; for the second year, not less than 12s. 6d. per week; for the third year, not less than 17s. 6d. per week; for the fourth year, not less than £1 2s. 6d. per week; for the fifth year, not less than £1 12s. 6d. per week.

(2.) The period of apprenticeship shall be five years, but three months’ probation shall be allowed the first employer of any apprentice to determine his or her fitness, such three months to be included in the period of apprenticeship, and the obligation of an apprentice to serve the employer shall be deemed to be a duty enforceable under this award.
