A PROCLAMATION.

IN pursuance and exercise of the powers conferred by section eleven of the Land Act, 1908, I, John Poynder Dickson-Poynder, Baron Islington, the Governor of the Dominion of New Zealand, do hereby, with the consents of the owners of the land described in the Schedule hereto, proclaim as a road the land in Tryphena and Fitzroy Survey Districts described in the Schedule hereto.

Regulations.—Manual and Technical Instruction.

ORDER IN COUNCIL.

At the Government Buildings, at Wellington, this twenty-sixth day of November, 1912.

IN pursuance and exercise of the powers conferred upon him by section one hundred and ninety-four of the Education Act, 1908, and of all other powers enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby make the following regulations for the award of bursaries for the purpose of promoting the study of the subjects comprised in the Home Science and Domestic Arts course of the Otago University.

REGULATIONS.

  1. THE Minister of Education may, on the recommendation of the Council of the Otago University, and subject to the conditions hereinafter expressed, grant bursaries to students attending the Home Science and Domestic Arts course of the said university.

  2. (i.) No person shall be entitled to receive a bursary under these regulations unless and until she has been resident in New Zealand for not less than twelve months before the date of application for a bursary, and produces evidence satisfactory to the Minister as to character, health, and ability to teach.

(ii.) The term of a bursary shall be two years if the holder so long fulfils the prescribed conditions, provided that on a report from the Chairman of the Professorial Board the Minister may extend the term for one year longer.

  1. Every applicant for a bursary under these regulations must also satisfy the Minister—

(a.) That she has passed the Matriculation Examination of the University of New Zealand, or has passed some other examination approved for the purpose by the Minister; or

(b.) That she has obtained at least a partial pass in the examination for the Class D teacher’s certificate; or

(c.) That she has received a higher leaving certificate issued pursuant to the regulations respecting certificates of secondary instruction, or, in the case of an applicant who has completed her course as a pupil-teacher or probationer, that she has received a lower leaving certificate under the last-mentioned regulations.

  1. (i.) Every qualified person desirous of obtaining a bursary under these regulations shall make application therefor on a form provided by the Education Department, and shall, on or before the 1st day of May in any year, lodge her application, together with the necessary certificates, with the Registrar of the Otago University; and the Registrar shall thereupon transmit the same, together with the recommendation of the Council, to the Minister of Education.

(ii.) Every such application shall be accompanied by a declaration that the applicant will, on the completion by her of the prescribed course for the degree or the diploma in Home Science and Domestic Arts (as the case may be) engage in teaching in New Zealand in a public primary, secondary, or technical school, or in any school subject to inspection under the Act, or in a university college, for not less than three years; and the applicant, or some other person approved by the Minister, shall enter into a bond the condition of which shall be that the applicant shall during the continuance of the bursary attend the classes in Home Science conducted by the Otago University, and otherwise faithfully observe the conditions of these regulations, and that in default of such observance the applicant or other obligor, as the case may be, shall forthwith pay into the Public Account a sum equal to the total amount received by the applicant under these regulations.

  1. (i.) A bursary awarded under these regulations shall be of an annual value of £20, in addition to the amount of the fees payable by the holder thereof in respect of the course for the degree or the diploma in Home Science and Domestic Arts, as the case may be.

(ii.) If the holder of a bursary is obliged to live away from her home she shall, in addition to the amount of the bursary and the fees as aforesaid, receive a further allowance at the rate of £30 a year, and the holder of a bursary who lives at home but is obliged to travel more than four miles each way in order to attend the classes shall be entitled to a refund of the actual cost of travelling, not exceeding £10 in any year.

  1. No person who is the holder of a University Junior Scholarship, a Senior National Scholarship, a University Bursary, or any other scholarship or exhibition of the value of £20 a year or upwards shall be entitled to receive or to continue to hold a bursary under these regulations.

  2. If the Chairman of the Professorial Board reports that the holder of a bursary under these regulations has failed regularly to attend the classes in the said Home Science and Domestic Arts course, or has failed to make satisfactory progress in the work of those classes, the Minister may forthwith determine the bursary, unless he is satisfied that such failure was due to illness or other satisfactory cause; and on such determination no further payment or allowance under these regulations shall be made to the holder of such bursary.
