and ninety-nine, certain powers were delegated to the Carleton Domain Board, no period being specified :
And whereas by section fifty-four of the said Act the period for which the said Board shall hold office will expire on the twenty-fifth day of August, one thousand nine hundred and eleven :
And whereas it appears expedient to again appoint a Domain Board to control the said domain :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the powers conferred by the said Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby appoint

ROBERT MCLEAN BENNETT,
JOHN GINGAVON,
JOHN CHARLES PAGETT, and
JOHN CROSS,
as from the twenty-sixth day of August, one thousand nine hundred and eleven, to be the Carleton Domain Board, having the control of the lands described in the Schedule hereto for the purposes of and subject to the provisions of Part II of the said Act ; and doth hereby appoint Wednesday, the sixth day of September, one thousand nine hundred and eleven, at a quarter past eight o’clock a.m., as the time when, and the Carleton Hall, as the place where, the first meeting of the said Board shall be held.

SCHEDULE.
CARLETON DOMAIN.
ALL that area in Canterbury Land District, containing by admeasurement 7 acres 2 roods, more or less, being Reserve No. 2808 (in red), Block V, Mairaki Survey District. Bounded northward by a line parallel to the road north of Section No. 4643, and 1250 links distant therefrom, 1000 links ; eastward, southward, and westward by Section No. 15239, distances respectively of 750 links, 1000 links, and 750 links.
Also all that area in Canterbury Land District, containing by admeasurement 6 acres 1 rood, more or less, being Reserve No. 2858 (in red), Block V, Mairaki Survey District. Bounded northward by a line parallel to the road north of Section No. 4643, and 555·6 links distant therefrom, 900 links ; eastward by a right-of-way, 694·4 links ; southward by Reserve No. 2808, 900 links ; and westward by Section No. 15239, 694·4 links.
Be all the aforesaid linkages more or less ; as the same are delineated on the plan marked L. 1068, deposited in the Head Office, Department of Lands, at Wellington, and thereon bordered red.

Letter Insurance.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this thirtieth day of June, 1911.

THE HONOURABLE J. A. MILLAR PRESIDING IN COUNCIL.
WHEREAS by Order in Council dated the fifth day of December, nineteen hundred and ten, regulations were made under the authority of the Post and Telegraph Act, 1908, as amended by the Post and Telegraph Amendment Act, 1910 (hereinafter termed the said Acts), for the insurance of registered postal packets of any description (whether for delivery within or beyond New Zealand), the payment of premiums in respect thereof, and the payment of the amount of the insurance, not exceeding four hundred pounds in respect of any such postal packet : And whereas it is expedient to revoke those regulations and to make other regulations in lieu thereof :
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the said Acts, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the regulations made in the above-recited Order in Council, and in lieu thereof doth hereby make the regulations set forth in the Schedule hereto for the same purpose ; and doth further order that such revocation shall take effect as from, and the regulations hereby made shall come into force on, the first day of July, nineteen hundred and eleven.

SCHEDULE.
INSURANCE OF LETTERS.

LETTERS addressed to any place in the United Kingdom, or in any foreign country (via London) which has the insurance-of-letters system in force, or in New Zealand, may be insured on the conditions mentioned below, and, subject to the following regulations, compensation (not exceeding in any case the sum of £400) shall be paid for the loss in the post of any letter or its contents so insured.

Every letter so insured must contain bank-notes, bonds, coupons, securities, or other documents of the kind. Post-cards, packets of “printed papers” or “commercial papers,” sample packets, or letters which contain articles other than documents as aforesaid shall not be insured.

A letter intended for insurance must be presented at the counter of a post-office. Letters dropped into a letter-box or handed to a postman or a mail-cart driver shall not be insured.

Every letter tendered for insurance must be enclosed in a strong envelope, which must be securely fastened and sealed with fine wax in such a way that it cannot be opened without either breaking the seals or leaving obvious traces of having been interfered with. An envelope with a black or coloured border shall not be accepted for insurance. No labels may be affixed except those of the postal service. Seals must be placed over each flap or seam of the cover of the letter, and at the points where flaps or seams meet ; and if the packet is tied round with string or tape, a seal must be placed on the ends of the string or tape where they are tied.

Insured letters addressed to the United Kingdom, or to any country via the United Kingdom, shall, while this regulation remains in force, be sent via Suez only.
