Now, therefore, I, John Poynder Dickson-Poynder, Baron Islington, the Governor of the Dominion of New Zealand, do hereby, in exercise and pursuance of the powers and authorities vested in me by the Public Reserves and Domains Act, 1908, aforesaid, declare my intention to change the specific purpose of the portion of the reserve described in the second column of the Schedule hereto from that named in the first column of the said Schedule to that named in the third column of the said Schedule.

All that area in the Nelson Land District, containing by admeasurement 12 acres 3 roods 17 perches, more or less, being Section 1318, Town of Reefton. Bounded towards the north by William Street, 1100 links; towards the east by Donovan Street, 1168·7 links; towards the south by Shiel Street, 1100 links; and towards the west by Bridge Street, 1168·7 links: be all the aforesaid linkages more or less: as the same is delineated on the plan marked L. 5444/18, deposited in the Head Office, Department of Lands, at Wellington, and thereon bordered red. Set apart as a reserve for public utility in the Nelson Provincial Gazette No. 24, of the 5th day of August, 1875. All that area in the Nelson Land District, containing by admeasurement 36 perches, more or less, being Section 1343, Town of Reefton, and being a block of land 150 links square. Bounded towards the south by Shiel Street, from a point in continuation of the west side of Ross Street; towards the west by Section 1342; and towards the north and east by Section 1318: as the same is delineated on the plan marked L. 5444/15, deposited in the Head Office, Department of Lands, at Wellington, and thereon bordered red. Site for a mechanics' institute.

Regulations under the Factories Act, 1908, and the Factories Amendment Act, 1910.

ISLINGTON, Governor.

WHEREAS by section seventy of the Factories Act, 1908, the Governor is authorized from time to time to make regulations for the purposes of the said Act: And whereas in pursuance and exercise of that power regulations were made on the twenty-fourth day of March, nineteen hundred and ten, and published in the Gazette of the thirty-first day of March, nineteen hundred and ten: And whereas it is expedient that those regulations should be revoked, and that other regulations should be made in lieu thereof:

Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power hereinbefore referred to, doth hereby revoke the said regulations, and doth hereby make the following regulations in lieu thereof:—

REGULATIONS.

  1. In these regulations the forms referred to shall be those specified in the Schedule hereto, or forms to the like effect.
  2. The form of certificate of the appointment of an Inspector under the Act shall be that contained in the form F 1A.
  3. The application to the Inspector for registration under section 11 of the Act shall be in the form F 2A, and the particulars to be specified with such application shall be in either of the forms F 2B or F 2C, as the Inspector may require.
  4. The certificate of registration of a factory shall be in the form F 2D; and the particulars to be entered in the register shall be such of the information contained in the forms F 2 or F 3 as may be required.
  5. The application to the Inspector for the renewal of registration under sections 11 and 16 of the Act, and the particulars to be specified with such application, shall be in such of the forms F 3A, F 3B, or F 3C as the Inspector may require.
  6. The notice to be given to the Inspector under section 15 of the Act shall be in the form F 4A.
  7. The notice required to be exhibited in a factory under section 17 of the Act, as amended by the Schedule to the Amendment Act, 1910, shall be in the form F 5A.
  8. The record to be kept by the occupier of a factory under section 2 of the Amendment Act, 1910, shall be in either of the forms F 5B or F 5C, at the option of the occupier.
  9. The warrant for overtime under section 24 of the principal Act and section 3 of the Amendment Act, 1910, shall be in the form F 6A.
  10. The certificate of fitness under section 29 of the Act shall be in the form F 7A.
  11. The label to be affixed to garments or other articles as specified in section 30 of the Act shall be at least 2 in. square, made of cardboard, printed in type as follows, and filled in :—

UNREGISTERED FACTORY.

Any person unlawfully removing or defacing this label will be prosecuted.

  1. The certificate of employment under section 33 of the Act shall be in the form F 8A.
  2. The book to be kept by the occupier of a factory under the same section shall be in the form F 8B.
  3. The notice of accident to be served by the occupier of a factory under section 41 of the Act shall be in the form F 9A.
  4. The space to be reserved for the use of each person working in a factory shall be not less than 250 cub. ft. of air-space where persons are employed during the hours between 6 o’clock in the morning and 6 o’clock in the evening, and not less than 400 cub. ft. of air-space where persons are employed between 6 o’clock in the evening and 6 o’clock in the morning. By a written permit the Inspector may allow persons to be employed in a factory where there are less than 400 cub. ft. of air-space for each person employed between 6 o’clock in the evening and 6 o’clock in the morning; provided such factory is lighted by electricity, and by no other artificial light, at all times during such hours as artificial light is needed while persons are employed therein.
  5. The notice of appeal, under section 66 of the Act, from a requisition by an Inspector shall be in the form F 10A.
  6. The notice to be given by the Clerk of the Court pursuant to the same section shall be in the form F 10B.
  7. Any person committing a breach of or failing to perform or observe the provisions of any of the foregoing regulations shall be liable on conviction to a penalty not exceeding £5.
