the present value of the said life interest shall be deemed to
be accumulated property for the purposes of the Act, except
as provided by sections 3 and 5 of the Amendment Act,
1909. To arrive at the value of the life interest, the net
annual value of the property shall be multiplied by the value
of Β£1 per annum at the required age, reckoning interest at
5 per cent., according to what is called the Carlisle Table of
Mortality. For the purposes of any computation under this
regulation the net annual value of a property shall be deemed
to be the net annual income derivable therefrom, or, in
the absence of any such income, an amount not exceeding
5 per cent. of the capital value of the property after the
deduction of all charges or encumbrances lawfully existing
thereon.
- It shall be the duty of all Government officers and
members of the Police Force to assist claimants in the
preparation and investigation of their pension-claims.
OLD-AGE PENSION REGISTER.

The Old-age Pension Register shall contain particulars
of each Magistrate's certificate received, whether it be a
certificate of establishment or of renewal; and likewise particulars of each transfer warrant received by the Registrar,
and shall be in the form numbered 7 in the First Schedule
hereto. -
In addition to the particulars prescribed in section 32
of the principal Act, the Old-age Pension Register shall contain a "Remarks" column, in which shall be recorded particulars relating to the transfer of a pension-certificate, the
change of office of payment, the issue of a duplicate pension-
certificate, the issue of a warrant, the cancellation of a
warrant or pension-certificate, the forfeiture of any instal-
ment, the death of a pensioner, the alteration in the amount
of a pension, any order of a Court, and any other circumstances affecting the payment of a pension. And the
Registrar shall, in respect of every such record the notification of which is not otherwise provided for in these
regulations, forthwith advise the Commissioner thereof by
telegraph or by notice in the form numbered 8 in the First
Schedule hereto; provided that any record relating to the
payment of any instalment the due date of which has passed
shall be advised by telegraph.
PENSION-CERTIFICATES.

The pension-certificate, which shall be in the form
numbered 9 in the First Schedule hereto, shall set out on the
face thereof the date on which the first instalment is payable, which in the case of the first year's pension shall be
the first day of the calendar month next after the date of
the Magistrate's certificate, and in the case of renewal the
same date in each year thereafter. -
If a pension-certificate is lost, destroyed, or mutilated,
the pensioner or his duly authorised agent appointed under
these regulations may make application by statutory declaration in the form numbered 9A in the First Schedule hereto
to the Registrar or Postmaster, who shall forward the application to the Commissioner with his recommendation. -
After satisfying himself that the original certificate
has been lost, destroyed, or mutilated, as the case may be,
the Commissioner shall issue, a duplicate certificate, which
shall bear across its face the word "duplicate," and he shall
instruct the paying-office to pay on duplicate certificate
only:
Provided that the issue of such duplicate may be delayed
by the Commissioner at his discretion for a period not exceeding one month from the date of the application, to give
an opportunity for the finding of the original;
Provided further that authority may not be given for the
payment on said duplicate of any instalment which at the
date of application has become forfeited.
TRANSFERS.
- The application for transfer of a pension-certificate
from the register in one district to the register in another
shall be in the form numbered 10 in the First Schedule hereto,
and with respect thereto the following provisions shall apply:-
(a.) It shall not be granted unless the Registrar to whom
the application is made is satisfied that the pensioner is about to change or has permanently changed his residence to the new district, nor unless the pension-certificate is lodged with the
application, for which latter a receipt shall be issued as a subsequent means of identification.
(b.) For the purpose of effecting the transfer the Registrar of the district in which the pension is registered shall issue a transfer warrant in the form numbered 11 in the First Schedule hereto, and shall
transmit the same, together with the pension-
certificate and all papers relating to the original granting of the pension and any renewal thereof,
to the Registrar of the new district.
(c.) The Registrar issuing the transfer warrant shall note
the transfer in his Old-age Pension Register, and
shall forthwith forward the application, duly noted
by him, to the Commissioner, who shall issue the necessary instructions to the paying office.
(d.) The Registrar receiving the aforesaid warrant and
pension-certificate shall note the contents of the
warrant in his Old-age Pension Register, and,
after supplying the new number by which it is
recorded, forward it by first mail to the Commissioner, and in exchange for the receipt previously
issued for the pension-certificate shall deliver the
said certificate to the pensioner or to the duly
authorised agent appointed under these regulations, having first noted thereon the new number
and the names of the new district and paying
office.
(e.) The receipt for the pension-certificate shall be
attached to the pensioner's former papers, which
shall be filed by the Registrar.
(f.) No transfer warrant shall be made to date back to
cover an instalment already forfeited.
- If the pensioner or other person duly authorised to
receive payment of the instalments of a pension desires that
the office of payment only shall be changed, either to another
post-office in the district in which the pension is registered
or to a post-office in any other district, or that payment shall
be made through the medium of a non-money-order office by
registered letter, he shall make application in the form numbered 12 in the First Schedule hereto to the Postmaster or to
the Registrar of the district in which he may be residing,
and in support thereof shall produce the pension-certificate.
The officer receiving the application, after noting the change
of office for payment on the pension-certificate, which he
shall return to the applicant, shall forward the application
to the Commissioner, who shall issue the necessary instructions to the paying office.
PAYMENT OF PENSIONS, AND MATTERS RELATING THERETO.

The Commissioner shall, in respect of every pension
granted, provided payment has not been stopped for any
reason, transmit to the paying office in every month a form
of advice of payment of the instalment falling due on the
first day of the following month, and such advice, which
shall be in the form numbered 13 in the First Schedule
hereto, shall constitute the form of receipt for the said
instalment. -
When receiving payment of any instalment of a pension, the payee shall give a receipt for the same on the form
referred to in the last preceding regulation, and when making
the payment the paying officer shall note on the back of the
produced pension-certificate the date and fact of such payment by affixing thereto his signature and office stamp:
Provided that the paying officer shall be required, when
making payments to Maori pensioners, to satisfy himself as to the identity of the payee, and he shall, if necessary, withhold payment where the proof of identification is
not satisfactory, in which case the Commissioner shall be at
once advised.

If the payee is other than the pensioner, the payee
shall in such receipt certify that to his certain knowledge
the pensioner is alive and residing in New Zealand, giving
address, and that the instalment applied for is properly
payable. -
No payment shall be made in respect of any instalment
of a pension which became due while the pensioner was in
gaol or out of New Zealand, and no payment shall be made
on account of a pension after the death of the pensioner
without the special authority of the Commissioner first
obtained. -
The paying officer shall, in every case where the last
instalment covered by a pension-certificate has been paid,
retain the said certificate, and forward it with his accounts. -
Whenever any instalment is payable under a warrant
issued under these regulations, the pension-certificate shall
be produced by the payee at the time of payment, together
with the warrant; and, where the aforesaid warrant relates to
a single instalment, or the last of a series of instalments,
it shall be delivered up to and retained by the paying officer
on payment of such instalment, and forwarded with his
accounts. -
In the event of any instalment being paid on production of a lost pension-certificate after the issue of a
duplicate of such certificate, or on a pension-certificate during
