declare that from and after the date hereof the Board of Governors of the Southland Boys’ and Girls’ High Schools shall be a leasing authority within the meaning of that Act: Provided that the said Board shall not have the powers conferred upon leasing authorities by section seven thereof, save and except that a lease granted by the Board may authorise the lessee to cut timber so far as is necessary to clear the land.

Amending Regulations under the New Zealand State-guaranteed Advances Act, 1909 (Advances to Local Authorities).

At the Government House, at Wellington, this fourth day of July, 1910.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and exercise of the powers and authorities vested in him by the New Zealand State-guaranteed Advances Act, 1909, and of all other powers and authorities enabling him in this behalf, His Excellency the Governor of the Dominion of New Zealand, acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby amend Regulation 15 of the regulations with respect to advances to local authorities made on the fourteenth day of March, one thousand nine hundred and ten, and gazetted on the eighteenth day of March then instant, by adding the following proviso thereto:—
“Provided that the Board may under special circumstances, and with the consent of the Minister of Finance, extend the said period of two years to four years after the date of the application for the loan.”

Amending Regulations as to taking Whitebait.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the fifth section of the Fisheries Act, 1908 (hereinafter called “the said Act”), it is, among other things, enacted that the Governor may from time to time, by Order in Council gazetted, make regulations for the purposes therein mentioned, which shall have force and effect throughout New Zealand, or only in such waters or places as are specified in the regulations:
And whereas by Order in Council dated the sixth day of October, one thousand nine hundred and eight, and published in the New Zealand Gazette No. 76, of the eighth day of the same month, certain regulations regarding the taking of whitebait were made:
And whereas it is desirable to revoke clause two of the said regulations of the sixth day of October, one thousand nine hundred and eight, and to make other regulations in lieu thereof:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in exercise of the power and authority conferred upon him by the said Act, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke clause two of the said regulations of the sixth day of October, one thousand nine hundred and eight, and doth hereby make the following regulations in lieu thereof:—
REGULATIONS.

No person shall use, for the purpose of enabling him to take whitebait, hurdles (either alone or in conjunction with boats moored or held in position in a river or stream), jiggers, or any other device or contrivance which tends to prevent or divert the movement of such fish up or down stream. A jogger is an appliance formed of pieces of metal or other substance attached to a line, and placed in a river or stream for the purpose of turning the fish into nets.

Any person committing a breach of the foregoing regulation is liable to a fine of not less than £1 and not exceeding £20.

Prohibition of Trawling in Kaipara Harbour.

ORDER IN COUNCIL.
At the Government House, at Wellington, this fourth day of July, 1910.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by Order in Council dated the thirty-first day of March, one thousand nine hundred and nine, and published in the New Zealand Gazette No. 32, of the fifteenth day of the following month, regulations were made prohibiting trawling within Kaipara Harbour:
And whereas it is desirable to revoke such regulations, and to make others in lieu thereof:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and exercise of the power and authority conferred upon him by the Fisheries Act, 1908, and of all other powers and authorities enabling him in that behalf, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby revoke the said regulations of the thirty-first day of March, one thousand nine hundred and nine, and doth hereby make the following regulations in lieu thereof.
REGULATIONS.

No person shall trawl or use a trawl net for the purpose of taking fish in Kaipara Harbour inside a right line drawn from the flagstaff at Pouto to a post bearing the words “Trawling Limit” on the south head of that harbour.

Exempting Crescent Road, Roseneath, in the City of Wellington, from the Provisions of Section 117 of the Public Works Act, 1908.

ORDER IN COUNCIL.
At the Government House, at Wellington, this fourth day of July, 1910.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by subsection one of section one hundred and seventeen of the Public Works Act, 1908, it is, inter alia, provided that the said section shall not apply in any case where the local authority having control of a road or street, by resolution, declares that the provisions thereof shall not apply to any specified street or road, or any specified part thereof, and such resolution is approved by the Governor in Council:
And whereas by subsection two of section one hundred and seventeen of the Public Works Act, 1908, it is provided that such approval may be either absolute or subject to such conditions as the Governor, by Order in Council, thinks fit to impose:
And whereas on the twenty-second day of March, one thousand nine hundred and ten, the Wellington City Council, the local authority having control of the street known as Crescent Road, or the Crescent, Roseneath, described in the Schedule hereto, did, by resolution, declare that the provisions of the said section one hundred and seventeen should not apply to the said street:
And whereas it is deemed expedient that such resolution should be approved:
Now, therefore, His Excellency the Governor of the Dominion of New Zealand, in pursuance and in exercise of the powers conferred by the above-in-part-recited Act, and acting by and with the advice and consent of the Executive Council of the said Dominion, doth hereby approve of the said resolution.
SCHEDULE.
ALL that street in the City of Wellington, known as Crescent Road, or the Crescent, Roseneath, commencing at its junction with Grafton Road, and running in a north-westerly and easterly direction along the frontages of Sections 21 to 27, inclusive, Roseneath, until it again junctions with Grafton Road; as the said street is more particularly delineated on the plan marked P.W.D. 26731, deposited in the office of the Minister of Public Works, at Wellington, in the Wellington Provincial District, and thereon coloured red.
