MISCELLANEOUS.

Use of Government property by Cadets.

  1. The Junior Cadets may, when available, and with the consent of the Defence Department, have the free use of any rifle ranges, training and camping grounds, drill-sheds, and camp gear which are the property of the Government.

Accidents to be guarded against.

  1. The utmost care is to be exercised by all members of the Junior Cadets to prevent accidents on the rifle range, in the train, boat, or other conveyance, at camp, travelling to and from parade or camp, and at training. Regulations for the conduct of target practice contain full instructions on this subject.

Returns, correspondence, &c.

  1. (i.) A return on the prescribed form shall be rendered to Headquarters annually, not later than the 15th December, showing full details of the Government property on issue to the unit at the end of the previous year, and such other information as may be required.

(ii.) At the commencement of these regulations, or as soon thereafter as conveniently can be, the O.C. each unit shall render a statement of the accounts of his unit up to date.

(iii.) O.s C. units shall forward all correspondence intended for higher authority through their battalion commanders, and the latter shall deal with all matters not requiring consideration by the Commandant of Cadets. When any matter is forwarded to Headquarters for consideration the opinion of the battalion commander shall be clearly stated thereon. An annual allowance of official stamps will be made to each battalion commander to enable him to correspond with the companies under his command.

Target-practice registers.

  1. Target-practice registers containing the results of the class-firing and compulsory competitions shall be rendered as laid down in Regulations for Target Practice.

Medals.

  1. Officers of the Junior Cadets who hold substantive commissions shall have their full service counted towards all medals for which officers in the same rank in the Territorial Force are permitted to count their full service. All other officers and members of C.O.T.U., except honorary officers, shall be allowed to count half their service towards such medals. Cadets shall be permitted to count half their service towards such medals. The medals shall, when the qualifying service has been rendered, be awarded accordingly.

Signalling-badges.

  1. Signalling-badges will be awarded to members of Cadet units who qualify as under:-

Each signaller shall read and send a group of not less than 78 letters on-

(a.) Small flag at 5 words per minute.
(b.) Large flag at 4 words per minute.
(c.) Semaphore at 8 words per minute.

N.C.O.s must obtain 85 per cent. and privates 80 per cent. to qualify.

In the verbal examination, each signaller will be examined in-

(a.) Counting words and signs .. .. 20 marks.
(b.) Message-form and its use .. .. 20 "
(c.) Establishing a station, and working same 20 "
(d.) Station calls .. .. .. 20 "
(e.) Duties on stations .. .. .. 20 "

Total .. .. .. .. 100 "

N.C.O.s must gain 85 per cent. and privates 80 per cent. to qualify.

CADET OFFICERS TRAINING UNITS.

To be established at training colleges.

  1. At each of the training colleges of the Dominion there may be established a Cadet officers training unit, composed of all the male students attending such training college.

Regulations of Cadets to apply to C.O.T. units.

  1. The regulations of the Junior Cadets relating to the establishments, appointment, promotion, status, and privileges of officers, instruction and discipline, shall apply equally to Cadet officers training units : Provided that,-

(i.) In making any appointments and promotions of officers the Principal of the College shall be consulted ;

Officers.

(ii.) All officers and non-commissioned officers shall be taken from the male students of the College;

Uniform.

(iii.) A special-pattern uniform, to be approved by the Commandant of Junior Cadets, shall be permitted ;

Duration of training.

(iv.) The times and duration of military drill in connection with the Cadet officers training unit shall be as prescribed by the regulations for training colleges ;

Training to be controlled by Commandant of Junior Cadets.

(v.) After the coming into force of these regulations the military training at all training colleges shall be under the control of the Commandant of Cadets.

Staff officers may be appointed.

  1. The Minister may recommend to the Governor the appointment of a Headquarters staff officer at each training college, whose duty it will be to assist in the training of the unit at the college, for which duty he may be paid an amount equal to that hitherto paid to the college for instruction in military drill.

Any male teacher may be staff officer.

  1. Any male teacher on the staff of any branch of the college may, with the consent of the principal of the college, be appointed as such staff officer without pay.

Function of Cadet officers training units.

  1. The special function of the Cadet officers training unit shall be the training of the male students at the college in the way best calculated to fit them for the positions of officers of the Cadet units at the public schools to which they may be appointed teachers.

Students may be members of Officers Training Corps, under Defence Department.

  1. Students who are members of an Officers Training Corps in the Defence Forces may continue as such if they desire, but shall not thereby be relieved of any part of their training in the Cadet officers training units.

BOY SCOUT BRANCH.

GENERAL CONSTITUTION.

Scout units may be formed.

  1. The Minister may, on the recommendation of the Commandant of Cadets, sanction the formation of a patrol or troop of Scouts in lieu of a Cadet unit at any school: Provided that such Scout units shall be under the entire control, in every respect, of the Minister.

Appointment of scoutmasters.

  1. The scoutmasters of such units shall be appointed in the manner prescribed for the appointment of officers, and may be granted such rank in the Junior Cadets as is approved by the Minister. In the case of troops, patrol leaders and other officials shall be appointed, promoted, and disrated by the scoutmaster in the same way as non-commissioned officers in the Cadet branch are appointed, promoted, and disrated, and in the case of individual patrols the leaders shall be scoutmasters.

Units, including their officers, shall be subject to the Regulations for the Junior Cadet Branch: Provided that the training shall be in accordance with the text-book "Scouting for Boys," with the addition of miniature-cartridge shooting where possible.

  1. Units belonging to the Boy Scout organization composed of boys who are between the ages of ten and sixteen years may be recognised, and when so recognised they shall form a special branch of the Junior Cadets to be known as
