No person shall remove goods from the wharf without
landing charges having been first paid or satisfied. -
If any goods remain for more than three hours on the
wharf after being landed from any vessel, except between
the hours of 5 p.m. and 8 a.m., the owner or consignee shall
keep the same until payment to the licensee of the expenses
of their removal from the wharf and storage of the same, and
any other charges due to the licensees thereupon, and, in
default of payment, such goods may be sold by the licen
see, after by auction on the Harbours Act, after sail
the same, and after exercise on behalf of the licensees
any lien may be had for such dues and costs. -
All ballast, timber, coal, produce, or cargo of any
description, when in packages or otherwise, landed at any
time and place, and in such order and mode, as may be
required, and, if landed anywhere else, to be removed at once,
if not, to be paid double dues. -
No person shall deposit any ballast, coal, coke, patent
or other fuel, goods, refuse or all dirt whatever without the
permission from the wharfinger. -
All dirt and rubbish or refuse shall be landed on
the wharf until vehicles are brought to remove to relieve
them. -
Those having notice from the licensee or the wharfinger
of the intention to land any rubbish, ashes, or refuse. -
If goods or articles of any description remain, in the
opinion of the wharfinger, are likely to occasion damage to
this wharf, it may then be removed at the owner's risk, if
discharged, in default of the owner in twenty-four hours
died. -
No person shall place or leave upon the wharf, or in
any shed in connection therewith, any vegetable or animal
matter, or refuse which may give rise to a nuisance or be ob
noxious, and the licensee, after notice from the wharf
inger, unfit to remain on the wharf, or harmful to other goods
on the wharf, or if given twenty-four hours' notice, to remove
from the wharf by the licensees, and the consignee or owner
in default of such goods removed, shall be paid double the
cost of such removal. -
It shall not be lawful for any person to remove any
goods from the wharf until he has made out and presented in
the form prescribed by the licensees, and all dues paid in
respect of such goods, and if any person removes any or
all does payable, or an authority to deliver such goods from
the wharf, then such goods shall be paid double dues. -
No wharfinger, foreman, or other officer, employee,
or inflammable character shall be removed by the owner,
licensee, or his servant, or agent, or contractor, or any other
owner, agent, or consignee failing to do so will be paid re
muneration for working on the wharf by person who is not
appointed by the wharfinger or licensee, as the licensee pro
vided for breach of these regulations, and the licensee agrees
to be responsible for any damage or loss which may accrue
to such goods.
Other Water Dues.
- The following fines, tolls, and charges shall be paid
for the use of the wharf, viz :—
On every vessel under 20 tons register lying
alongside the wharf, for each day or part of a
day
On every vessel over 20 tons register lying, each
day or part of day that such vessel lies along
side the wharf, up to five days
On every vessel under 20 tons register under
up to 5 days, if such vessel is moored or
fastened, lying off the wharf with a line
attached thereto, per day or part of a day

- If any person fails to observe or neglects to do anything
by these regulations required to be done, observes, or per
forms any of the acts forbidden to be done, or interferes
with the doing of anything enjoined, required, or authorized
to be done by this behalf, he shall be for every such offence
be paid in each case every case as amended is liable to a
fine not exceeding £5.

Government Guarantee of a Loan of £10,000 for the Construc
tion of Coal-gas Work, Lighting Streets, &c., applied for by
the Hokitika Borough Council.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twelfth day
of October, 1909.
Present:
His EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS the Hokitika Borough Council has made
application to the Minister of Finance for a Go
vernment guarantee of a loan of ten thousand pounds for
the construction of coal gas works, lighting streets, &c.,
pursuant to section three of "The Local Bodies' Loan
Act, 1908":
And whereas the Minister of Finance is satisfied that a
proper gas rate and other provisions for the payment of
sinking fund, and other charges in respect of the said loan,
have been made and given as are required by the said Act
and that the said Council is duly empowered to raise such
same, as required by section seven of the said Act, and it
appears expedient to grant the said application:
Now, therefore, His Excellency the Governor of the
Dominion of New Zealand, in pursuance and exercise of the
and consent of the Executive Council of the said Dominion,
in pursuance of the powers conferred upon him by the
section four of the said Act, and of every other Act or Acts
hereby guarantee the said loan, subject to the provisions of
"The Local Bodies' Loan Act, 1908."

ment guarantee of a loan of twelve thousand pounds for the
purposes of constructing a water-race for gold-mining
races, &c., pursuant to section three of "The Local Bodies'
Loan Act, 1908":
And whereas the Minister of Finance is satisfied that a
special rate has been made sufficient to pay the interest,
sinking fund, and other charges in respect of the said loan,
and that the said Council is duly empowered to raise such
same, and that such rate or provisions as are required by
section seven of the said Act, by the said Act, and it
appears expedient to grant the said application:
