Forbidding Money-order and Postal Correspondence for J. Mcgrigor, Sydney.

THE Postmaster-General of the Dominion of New Zealand having reasonable ground for supposing that the person whose name and address are shown in the Schedule hereunder is engaged in advertising the treatment of diseases of the sexual organs, it is hereby ordered, under section 28 of “The Post and Telegraph Act, 1908,” that no money-order in favour of the said person shall be issued, and that no postal packet addressed to the said person (either by his own or any fictitious or assumed name), or to such address without a name, shall be either registered, forwarded, or delivered by the Post Office of New Zealand.

Notice to Mariners No. 86 of 1908.

THE following Notice to Mariners, received from the Department of Harbours and Lights, Fremantle, Western Australia, is published for general information.

WESTERN AUSTRALIA. — WEST COAST.

A REPORT has been received from Captain Inglis, master of the s.s. “Kolya,” that on the 30th August, 1908, his vessel grazed over a foul patch, when in lat. 16 deg. 20 min. 45 sec. south, long. 122 deg. 56 min. 30 sec. east, Cape Leveque bearing south 30 deg. west (magnetic), distance 1³ miles. Tide exceptionally low at the time, and ship's draught 17 ft. 6 in.

Charts affected : No. 1052, King Sound and the Buccaneer Archipelago; No. 1047, Cape Ford to Buccaneer Archipelago ; No. 1048, Buccaneer Archipelago to Bedout Island.

Notice to Mariners No. 87 of 1908.

DREDGING OVER FALCON SHOAL, PORT NICHOLSON.

Wellington, N.Z., 16th November, 1908.

NOTICE is hereby given that from about the 17th November onward the dredge “Whakarire” will be engaged in dredging on the eastern side of Falcon Shoal, in the entrance to the harbour.

Masters of vessels entering or leaving the harbour are warned to pass to the westward of the dredge, and not to approach closer than two cables' lengths, so as to keep clear of all moorings.

The dredge will show two black balls or shapes in a vertical line one over the other during the daytime, and two red lights in a vertical line one over the other, as well as the usual anchor lights, at night-time.

Notice to Mariners No. 88 of 1908.

DREDGING OPERATIONS OFF OAMARU HARBOUR.

Wellington, N.Z., 17th November, 1908.

NOTICE is hereby given that a dredge-mooring has been laid 600 ft. N. 50° E. from the end of the Breakwater at Oamaru Harbour.

The position is marked by a black buoy.

Vessels passing should give the buoy a berth of at least 150 ft.

Notice to Mariners No. 90 of 1908.

FOG-SIGNAL, CUVIER ISLAND, NORTH-EAST COAST OF NEW ZEALAND.

Wellington, N.Z., 17th November, 1908.

NOTICE is hereby given that on and after Friday, 1st January, 1909, the following fog-signals will be sounded from a position near Cuvier Lighthouse: - Explosions of cotton-powder charges will be made at intervals of five minutes when the land is likely to be obscured at a distance of three miles from seaward by fog, mist, falling snow, or continuous rain.

It is anticipated that these sound signals will be heard at any distance under ten miles, varying according to the state of the atmosphere and the force and direction of the wind.

Attention is drawn to the special warnings to mariners concerning fog-signals published by the Board of Trade (see page 211 in the New Zealand Nautical Almanac for 1908, or 220 to 221 for the year 1909).

Additional Rules for the Examination of Masters and Mates.

IN pursuance and exercise of the powers vested in me by section 23 of “The Shipping and Seamen Act, 1903,” I do hereby make the following additional rules for the conduct of examinations for masters’ and mates’ certificates of competency, and as to the qualifications of candidates; and I do order that these rules shall have force and effect from the date of the publication thereof in the New Zealand Gazette.

RULES.

  1. THESE rules apply only where the candidate has served an apprenticeship in an approved sea-going training-ship with a view to promotion in the service of the company to which the training-ship is attached.

  2. The training-ship must be a sea-going, cargo-carrying, square-rigged sailing-vessel, and the course of study and practical training which the cadets receive must be approved by the Marine Department.

At the end of four years’ service in the training-ship the cadet will be qualified for examination for a certificate as second mate, provided,-

(1.) He can produce a testimonial to the effect that both his conduct and his ability have given satisfaction during the whole period; and

(2.) That he has served at sea for not less than four-fifths of the time—that is to say, has not spent more than one-fifth of the time in home ports.

If the cadet has served previously for two years in either the “Conway” or the “Worcester” training-ship, this time will be allowed to count as one year’s qualifying service, and he will be required to serve for three years only in the company’s training-ship before he can be allowed up for examination for a certificate as second mate (ordinary).

  1. A candidate who has served for four (or three) years on the training-ship may be allowed up for examination for a certificate as first mate (ordinary) when he has served, whilst holding a certificate as second mate, for two years as junior bridge-keeping officer of the watch upon vessels of the company satisfying certain requirements (see paragraph 5).

  2. A candidate who has obtained a certificate as first mate in the above way may be allowed up for examination for a certificate as master (ordinary) when he has served for eighteen months, whilst holding the certificate as first mate, as a senior watch-keeping officer upon vessels of the company satisfying the same requirements (see paragraph 5).

If the candidate has served for eighteen months as senior of the junior officers—that is., the officer next below the junior of the officers in full charge of the watch—whilst holding the certificate as first mate, he may be allowed up for examination for a certificate as master (ordinary) on the understanding that the certificate as master would not be issued to him until he had completed twelve months’ service as senior watch-keeping officer; the service in both cases to be performed on vessels satisfying the same requirements (see paragraph 5).
