Notice to Mariners No. 76 of 1908.

THE following Notice to Mariners, received from the Marine Board Office, Hobart, is published for general information.

WRECK OF THE SHIP “LOCH FINLAS.”

MASTERS of vessels navigating Banks Strait are advised to have a good lookout kept for wreckage from the ship “Loch Finlas,” recently lost near Foster Island, as reports are being received that wreckage is floating between Cape Portland and Eddystone Point.

Additional Rule for Examination of Masters and Mates.

IN pursuance and exercise of the power vested in me by section 23 of “The Shipping and Seamen Act, 1903,” I do hereby make the following additional rule for the conduct of examinations for certificates of competency for masters and mates of foreign-going ships, and do hereby order that the same shall form part of the rules which were made by Warrant dated the 9th instant; and I do hereby further order that this rule shall come into force on the 1st day of January, 1909.

RULE.

THE certificate of proficiency in first-aid issued by the St. John Ambulance Association, and which is referred to in the rules dated the 9th instant, cannot be accepted as showing that a candidate for a certificate as master or mate possesses the required knowledge of first-aid unless the certificate of proficiency was obtained within three years of the date of the examination for the certificate as master or mate, and is an adult certificate—that is, was obtained when the candidate was not less than sixteen years of age.

Appointment of Statutory Closing-day under “The Shops and Offices Act, 1908,” in the Featherston Town District.

WHEREAS on the 16th day of September, 1908, a poll of the electors of the Featherston Town Board was taken, under the provisions of section 17 of “The Shops and Offices Act, 1908,” to determine what working-day should be appointed as the statutory closing-day in that district: And whereas a majority of the votes given at such poll were in favour of the appointment of Thursday as the statutory closing-day:

Now, therefore, in pursuance of the provisions of subsection (10) of the said section 17, I, John Andrew Millar, Minister of Labour, do hereby appoint Thursday as the statutory closing day for the Featherston Town District; and I do hereby notify that, under subsection (11) of the said section 17, this appointment will take effect on and after the 1st day of June, 1909.

Notice fixing Closing-hours of Hairdressers and Tobacconists’ Shops in the Borough of Invercargill under the Shops and Offices Act.

WHEREAS a requisition in writing, signed by a majority of the occupiers of all the hairdressers and tobacconists’ shops in the Borough of Invercargill, has been forwarded to me, desiring that all such shops in the borough shall be closed at 1 p.m. Wednesdays, 10.30 p.m. Saturdays, and 7 p.m. Mondays, Tuesdays, Thursdays, and Fridays; Christmas Eve, New Year’s Eve, and Saturday to be exempt:

And whereas the Invercargill Borough Council has certified that the signatures to such requisition of tobacconists represent a majority of the occupiers of all hairdressers and tobacconists’ shops, combined and separately, within the Borough of Invercargill:

Now, therefore, I, John Andrew Millar, the Minister of Labour, in pursuance of section 25 of “The Shops and Offices Act, 1908,” do hereby direct that from and after the 26th day of October, 1908, all hairdressers and tobacconists’ shops in the Borough of Invercargill shall be closed in accordance with such requisition. (The weekly half-holiday is on Wednesday, from 1 o’clock in the afternoon.)
