Additional Rules for the Examination of Masters and Mates.

IN pursuance and exercise of the power vested in me by section 23 of “The Shipping and Seamen Act, 1903,” I do hereby make the following rules for the conduct of examinations for certificates of competency for masters and mates of foreign-going ships (ordinary certificates), and do order that the same shall come into force on the 1st day of January, 1909.

RULES.

EVERY candidate for a certificate of competency as master or mate of a foreign-going ship must comply with the requirements of clause 3 of these rules before he is examined in navigation and seamanship.

Courses of instruction in first-aid to the injured will be held at Auckland, Wellington, Christchurch, and Dunedin.

Attendance at the course of five St. John Ambulance Association lectures by candidates is compulsory; and each candidate must produce the authorised certificate, signed by the surgeon-instructor or surgeon-instructors, as the case may be, and also a certificate in the approved form of the association from the surgeon-examiner that he has attended the full course, and has successfully passed the required examination showing that he is qualified to render first-aid to the injured.

Candidates who cannot attend the full course of five lectures may take the lectures in such order of procedure and at such port or ports as they may find possible, but no candidate will be allowed to present himself for examination in this branch who has not been certified to by the surgeon-instructor or surgeon-instructors as having attended the full course of five lectures.

A full week must have elapsed between the date when a candidate has attended one lecture and the date when he presents himself for attendance for another lecture.

Candidates may, at their option, attend the ordinary class of the St. John Ambulance Association or the special classes for instruction.

Candidates must make their own arrangements with the local secretary of the centre of the branch of the St. John Ambulance Association for their attendance at either the ordinary or special classes for the purpose of receiving the necessary instruction and training to enable them to pass the required examination.

Candidates must arrange with the local secretary of the branch of the St. John Ambulance Association as to the amount of fees to be paid for instruction to the surgeon-instructors, and also as to the amount of fees to be paid for examination, and all such fees must be paid before a candidate will be allowed to attend the classes or present himself for examination.

Full information as to the hours and places at which the ordinary and special classes and lectures are held, and the names of the instructor-surgeon and surgeon-examiner at each principal port may be obtained from the Superintendent of Mercantile Marine at each such port.
NOTE.—Attendance twice at the same lecture will not be allowed to count as two attendances, the candidate being required to attend each of the five different lectures.
Defining Bluff Extended River Limits for Tugs and Pilot Vessels.
IN pursuance and exercise of the power and authority conferred upon me by section 189 of “The Shipping and Seamen Act, 1903,” I, John Andrew Millar, Minister of Marine, do hereby define the Bluff restricted limits within which extended river tugs and pilot vessels propelled by steam, gas, oil, fluid, electricity, or any mechanical power other than steam may ply to be within a radius of twenty miles from the light on Sterling Point, the eastern extreme of the Bluff.

Notice to Mariners No. 77 of 1908.
AUCKLAND HARBOUR.—YACHTS AND OTHER VESSELS PROHIBITED FROM ANCHORING OR MOORING IN CHANNEL.

THE Auckland Harbour Board has notified that yachts and other vessels must not anchor or have moorings in a channel, 400 ft. wide, extending northward from points 200 ft. east and west from the centre of Leyland and O’Brien’s Timber-wharf, Mechanic’s Bay.
Transit-posts will be erected near the shore to mark the eastern and western line of the channel.
