Volunteer Regulations amended.

PLUNKET, Governor.

IN pursuance and exercise of the powers and authorities conferred on me by “The Defence Act, 1886,” and its amendments, I, William Lee, Baron Plunket, the Governor of the Dominion of New Zealand, do hereby revoke and amend, in the manner and to the extent set forth in the Schedule hereto, such of the General Regulations of the Defence Forces of New Zealand, made on the eighth day of February, one thousand nine hundred and six, and published in the New Zealand Gazette of the same date (including all amendments of such General Regulations made prior to the date hereof), as are set forth in the said Schedule. And I do hereby declare that such revocations shall take effect, and such amendments and substituted regulations shall come into force, on the seventh day of May, one thousand nine hundred and eight.

SCHEDULE.

NEW ZEALAND MEDICAL CORPS.

REGULATION 368 is hereby revoked.

Regulations 112 to 127 and all amendments thereto are hereby revoked, and the following substituted in lieu thereof:—

Regulation 112. All officers, non-commissioned officers, and men connected with the medical service of the Permanent Force, Militia, Volunteers, field ambulances, and military sanitary service shall be formed into a corps to be called the “New Zealand Medical Corps.”

(1.) The ranks in the corps shall be the same as in the combatant branches. Officers on joining the corps shall be appointed to the rank of captain.

(2.) All appointments to administrative regimental or sanitary duties shall be made from the officers of the corps, and shall be notified in General Orders.

Regulation 113. (1.) The Officer Commanding the New Zealand Medical Corps shall be called the Director-General of Medical Services.

(2.) He shall be responsible for the efficiency of the personnel and equipment of the New Zealand Medical Corps, and that no officer is appointed to the service or remains in the service who is not fully qualified and of good professional repute.

(3.) He shall recommend to the Defence Council gentlemen for commissions in the Medical Corps, and examine into the qualifications of all persons whose names are submitted to him.

(4.) He shall nominate officers for the following appointments:—
Principal Medical Officers of Districts and Commands;
Principal Sanitary Officers of Districts and Commands;
Medical Inspectors of Recruits;
and shall advise on all promotions and district appointments on the recommendation of Principal Medical Officers.

(5.) He shall visit and inspect, personally or by deputy, when necessary, all units of the New Zealand Medical Corps, and also all medical stores, and shall report to the Defence Council prior to the 1st May in each Volunteer year on the efficiency of the medical service generally, and shall make such recommendations from time to time as seem to him to be for the good of the service.

(6.) All medical equipment in the Dominion shall be under his control, and shall only be issued by the Director of Stores on his authority.

(7.) The Staff of the Director-General shall consist of the Chief Sanitary Officer, and one other medical officer as Secretary.

Regulation 114. (1.) Principal Medical Officers for districts and commands shall be appointed by the Governor on the recommendation of the Director-General and with the advice of the Defence Council.

(2.) They shall be responsible for the efficiency of the medical services and equipment in their district or command, and shall report to the Director-General prior to the 1st April in each year on the personnel and equipment under their charge, and at any time make such recommendations to him as seem to them beneficial to the service.
