  1. Every person commits an offence against these regulations who,—
    (a.) In any way introduces, attempts to introduce, or is concerned in introducing or attempting to introduce, any fruit, plant, or other thing affected with disease, or who keeps, sells, or exposes or offers for sale or barter such fruit, plant, or other thing, or in any way causes the distribution of the same.
    (b.) Removes or attempts to remove any fruit, or plant, or package, or wrapping containing the same, from any wharf or landing-place within the Dominion without first having obtained a permit from the Inspector in the form set out in the Third Schedule hereto.
