Minister’s Decisions under Tariff Act.

Department of Trade and Customs,
Wellington, 14th October, 1907.

IT is hereby notified for public information that the Hon. the Minister of Customs has decided to interpret the Tariff Act in relation to the undermentioned articles as follows:—

NOTE.—“Not otherwise enumerated” appears as n.o.e.; “other kinds” as o.k.; “articles and materials suited only for, and to be used solely in, the fabrication of goods in the colony” as a. & m.s. Articles marked thus * are revised decisions.

Articles, and how classed. Rate of Duty.
07/1791. Agricultural implements — viz., edge-trimmers, hedge-shears, hoes, rakes, and trowels Free.
07/1532. “Aniline Laundry Blue”; as dyes Free.
07/1594. Apparatus for cutting and searing lambs’ tails; as agricultural implements Free.
07/1704. Artificial strawberry-leaves used in making confectionery; as artificial leaves 25 per cent.
07/1584. Belts of cord for driving separators; as cordage n.o.e. 20 per cent.
07/1691. Bisulphide-of-carbon fumigator, the “Suddeth,” for exterminating rabbits; as spray pumps Free.
07/1519. Blocks, metal, including blocks for boats or ships; as manufactures n.o.e. of metal 20 per cent.
07/1649. Blouse-fasteners, consisting of two strips of textile, one buttonholed and the other with buttons attached; as a. & m.s. Free.
07/1321. Book-metals used in the manufacture of loose-leaf ledgers; as manufactures n.o.e. of metal 20 per cent.
07/1753. Boxed robes cut into shape but not sewn; as drapery n.o.e. 20 per cent.
07/1753. Boxed robes partly made up by sewing; as apparel n.o.e. 25 per cent.
02/844. Brass stamped lacquered husks for the manufacture of gasaliers, brackets, &c.; as a. & m.s. Free.
07/273. Brush-making machine, automatic, for tufting and holing; as machinery n.o.e. 20 per cent.
07/1596. Camphor in blocks; as drugs n.o.e. 20 per cent.
07/1599. Canadian-Pacific Railway Company’s publications, viz.: (1) Annotated Time-table; (2) Handbook and Time-table; (3) What there is to see on the All-red Route; (4) Western Canada, how to reach it: as printed books n.o.e. Free.
07/1126. Coat-stiffeners, “Eureka,” for keeping front of coat from turning back; as minor articles for making up apparel Free.
07/1416. Coffin-furniture; as manufactures n.o.e. of metal 20 per cent.
07/1760. Collar-studs, washed gold; as fancy goods 20 per cent.
07/1736. Coriander-seed, ground or unground; as drugs n.o.e. 20 per cent.
07/1633. Couplings or sockets for wire rope for haulage purposes in a mine; as manufactures n.o.e. of metal 20 per cent.
07/1849. Dental appliances to include aluminium blanks; apparatus for the administration of anaesthetics, including gasometers for the operating-room; articulating-paper; articulators; cavity-caps, pins for tooth-crowns, matrices and matrix-retainers, regulating-apparatus, regulating-screws, springs and swivels for dentures, suction plates and discs, and other articles directly applied to the teeth or mouth for temporary or permanent wear; celluloid-moulding apparatus for dentures; chamois cushions and trays for gold-foil; dental foot-power engine; dental swages; Free.

dentists’ silks and threads, and holders for the same; dentists’ dummy patient or dental phantom; dies and die-plates; draw-press for making shells; flask-presses and moulding-flasks; mouth gags or props; pellet-holders; pestle and mortar of porcelain or glass, if the mortar does not exceed 1⅞ in. in diameter; rubber dam, clamps, holders, and weights; clamps for use with absorbent or non-absorbent fabrics; saliva-ejectors; soldering-lamps, annealing-lamps, and annealing-trays; tooth-separators and separating-sticks; vulcanisers for vulcanising dentures; vulcanising-flasks
The following goods claimed free as above are to be classified as follows:—
Brackets; as manufactures n.o.e. of metal 20 per cent.
Bracket tables; as furniture n.o.e. 25 per cent.
Dental bibs; as apparel n.o.e. 25 per cent.
Dental chairs, head-rests for chairs, dental stools; as furniture n.o.e. 25 per cent.
Dental scissors; as hardware n.o.e. 20 per cent.
Electric motors; as electric motors 10 per cent.
Spittoons and cuspidors, all kinds (self-cleansing or other); as hardware n.o.e. or earthenware, according to kind 20 per cent.
07/1788. Dressing-cases, although containing brushes and mirror as fittings; as fancy goods 20 per cent.
07/1864. Educational apparatus—viz., corks, cut, for kindergarten teaching purposes; chemicals specially imported for educational purposes; colours (water or oil); day-school pictorial lesson sheets or cards; slate-pencil holders; prepared chalk; compasses for chalk; globes; wall maps and diagrams; arithmetical frames; ink-cans; ink-wells; chemical cabinets; cabinets for object-lessons; slate-pencils; drawing instruments; plaster casts, being drawing-models; kindergarten toys; electric apparatus for experimental work at universities; plasticine, Harbutt’s “Kapai,” in tin boxes, 7 in. by 2 in., containing ¼ lb. plasticine and one round tool; plasticine, Harbutt’s “Student’s” box, 7 in. by 2 in., containing ½ lb. plasticine and one set of three tools; plasticine, empty tin boxes for, branded “Kapai” and “Students,” 7 in. by 2 in.; slated paper and slated cloth (“Lapilinum”); slate-eraser, “The Herriot Hill”; stereoscopic views, the Underwood school series—viz., physiography, industries and productions, studies of characteristic features of various countries, history, real children in many lands—complete in case, with descriptive book (the stereoscope to be charged with duty); “Virgil Clavier’s” piano keyboards for pianoforte pupils; examination-papers, science and art; models for schools of art; model of slide-valves for use in International Correspondence Schools; languagephone, records for, solely for teaching languages Free.
07/1757. Electric desk-fan and motor combined; as electric appliances n.o.e. 20 per cent.
