Any article subject to examination under these regulations which is introduced into the colony by post may be intercepted and examined by an Inspector, and if found infected with any injurious insect or plant-disease shall be destroyed or cleansed at the discretion of the Inspector. All expenses of treatment shall be paid by the addressee.

On the Inspector being satisfied, with respect to a consignment, that all the regulations and conditions herein set forth have been duly complied with, he shall issue a certificate to that effect to the consignee, and before the issue of such certificate the consignment shall be under the Inspector’s control for the purpose of these regulations.

The Government does not hold itself responsible for any loss or damage that may result from the destruction of articles under the provisions of these regulations, or from any process or detention that may be considered necessary to cleanse or disinfect the articles or to discover the existence or otherwise of any injurious insect or plant-disease.
Regulations relating to the Introduction of Poultry and Pigeons into South Australia.—Notice No. 1115.

IT is hereby notified for public information that the State of South Australia has declared that the provisions of “The Stock Diseases Act, 1888,” shall apply to poultry, including cocks, hens, capons, turkeys, ducks, geese, and pigeons, and has made the following regulations restricting their importation into that State.

REGULATIONS RELATING TO THE INTRODUCTION OF POULTRY AND PIGEONS.
Definitions.
- In these regulations,—
“Poultry” shall mean and include cocks, hens, capons, turkeys, ducks, geese, and pigeons.
“Disease” shall mean and include poultry tick-fever (or argads), fowl or chicken cholera, gapes, scabies, favus, roup, diphtheria, tuberculosis, and chicken-pox.
“Authorised person” shall mean any person appointed by the Commissioner of Crown Lands or the Chief Inspector of Stock to carry out the provisions of any Stock Diseases Act and any of these regulations, and shall include every Inspector.
Method of Introduction.
- Pure-bred poultry and pigeons intended for breeding or exhibition at agricultural or poultry shows and pigeons intended for homing or shooting purposes may be introduced into South Australia when consigned to Adelaide and Mount Gambier by rail, or to Port Adelaide by sea.
Notice of Introduction.
- Any person wishing to introduce into South Australia pure-bred poultry or pigeons shall give not less than forty-eight hours’ notice in writing to the Chief Inspector of Stock, at Adelaide, and, if by rail, to the Inspectors of Stock at Serviceton or Cockburn, and, if consigned to Mount Gambier, to the Inspector of Stock at Mount Gambier also, with particulars of the poultry or pigeons he desires to introduce and the date and time of arrival of the train at Adelaide or Mount Gambier, or vessel at Port Adelaide, by which they are to be conveyed.
Declaration.
- No poultry or pigeons shall be introduced into South Australia unless accompanied by a declaration by the owner that they are free from poultry tick-fever and any other disease, and that the premises from which they come are free from fowl-tick, and a certificate signed by a Government Inspector of the State, colony, or country from whence they come; nor unless the crates or other receptacles in which they are caged are new and free from poultry-tick.
Removal without Permission prohibited.
- Upon arrival in Adelaide, Mount Gambier, or Port Adelaide of any poultry or pigeons the subject of these regulations, the person concerned shall not remove the same from off the railway premises or the vessel in which they arrive until written permission has been given by an Inspector of Stock or authorised person of the Stock Department of South Australia to remove the said poultry or pigeons, crates or receptacles.
Power to destroy.
- In the event of any poultry or pigeons, or the crates or other receptacles in which they have been conveyed, being found to have been infected with poultry tick-fever, or infected with any disease, the Inspector of Stock or authorised person may forthwith destroy the poultry, pigeons, crates, or other receptacles, or otherwise deal with them as the Commissioner of Crown Lands shall direct; and the owner thereof shall have no claim to compensation or other payment in respect thereof.
Penalties.
- Any person who shall commit, or attempt to commit, or be concerned in committing or attempting to commit, a breach or violation of, or shall neglect to comply with, any of the foregoing regulations shall for every such offence, upon conviction thereof, be liable to a penalty of not less than five pounds nor more than one hundred pounds.
