thousand nine hundred and six; that the name of such borough shall be the Borough of Levin; that the said borough shall be an undivided borough; and that the number of Councillors to be elected thereto shall be nine, exclusive of the Mayor.
And I do further proclaim and declare that Phillip Wharton Goldsmith, of Levin, shall be the Returning Officer to conduct the first election of Mayor and Councillors of the said borough, and also the Town Clerk, and the person to prepare the district electors roll for the purposes of the said first election.
And, lastly, I do proclaim and declare that the first election of Mayor and Councillors of the said borough shall be held on Wednesday, the twenty-fifth day of April, one thousand nine hundred and six; and that the first meeting of the Council of the said borough shall be held on Wednesday, the second day of May, one thousand nine hundred and six, at two o’clock in the afternoon, at Hudson’s Chambers, Levin.

BOROUGH OF LEVIN.
All that area in the Wellington Land District situated in Block 1, Waiopehu Survey District, bounded towards the north-east by the south-western side of Kawi Road from Tirotiro Road to Bartholomew Road; thence towards the south-east by the north-western side of the said Bartholomew Road and the north-western side of that road produced to the south-western boundary-line of Subdivision No. 10, Horowhenua Block; thence towards the south-west by the south-western boundary-line of the said Subdivision No. 10 to the Wellington–Manawatu Railway Reserve; thence by a right line across the said railway reserve and the main road to the north-eastern side of the Horowhenua Beach Road; thence by the north-eastern side of the said Horowhenua Beach Road to a point in line with the north-western boundary-line of Allotment No. 107, Weraroa Township; thence towards the north-west by a right line to the westernmost corner of the said Allotment No. 107; thence by the north-western boundary-lines of Allotments Nos. 107, 106, 105, and 104, Weraroa Township aforesaid, and the production of the last-mentioned boundary-line across the Makomako Road to the north-eastern side of that road; thence again towards the south-west by the north-eastern side of the said Makomako Road to Tirotiro Road; and thence again towards the north-west by the south-eastern side of the said Tirotiro Road to its junction with the Kawi Road aforesaid, the place of commencement.

A PROCLAMATION.
By virtue and in exercise of the powers and authorities vested in me by section one hundred and seventy-two of “The Land Act, 1892,” and section two of “The Bush and Swamp Crown Lands Settlement Act, 1903,” and of every other power and authority enabling me in that behalf, I, William Lee, Baron Plunket, the Governor of the Colony of New Zealand, do hereby proclaim and declare that the land described in the Schedule hereto is set aside for disposal by way of selection as a small grazing-run under Part V of “The Land Act, 1892”; and also that in the disposal thereof the provisions of paragraphs (a) and (b) of section two of “The Bush and Swamp Crown Lands Settlement Act, 1903,” shall apply. And I do further proclaim and declare that for the purposes of the last-mentioned Act the land in the said Schedule shall be deemed to be “scrub land.”

Regulations under “The Mining Act Amendment Act, 1905.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this eighth day of February, 1906.
Present:
His Excellency the Governor in Council.
In pursuance of the provisions of “The Mining Act Amendment Act, 1905” (hereinafter termed “the said Act”), relating to gold-buyers, His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby make the regulations hereinafter set forth for the purchase and sale of gold and the registration of gold-buyers within the Colony of New Zealand.
REGULATIONS FOR THE PURCHASE AND SALE OF GOLD AND THE REGISTRATION OF GOLD-BUYERS.
- (1.) Any person, other than an incorporated bank, desirous of obtaining a gold-dealer’s license shall, at least thirty days before the hearing, lodge with the Warden an application in duplicate in the Form No. 1 in the Schedule hereto, together with a fee of £2.
(2.) The duplicate shall, on the day of the receipt thereof by the Mining Registrar or Clerk of the Court, be posted in a conspicuous place either within or without the Court, and shall be kept posted, legible, and intact till the day of hearing of the application.
(3.) The applicant shall forthwith cause a copy of his application to be published in three consecutive issues of a local newspaper, and shall also keep a copy posted until the hearing in a conspicuous place on the building in which he intends to carry on his business as a licensed gold-dealer.

Any person may, either before or at the hearing of an application, object to the issue of a gold-dealer’s license to any applicant: Provided that any objection may be communicated to the Warden or to the Minister by ordinary letter through the post; and, for the purpose of making due inquiry into the grounds of such objection, the Warden or Minister may defer dealing with the application for such period as may be necessary.

If the Minister decides to grant to any such applicant a gold-dealer’s license he shall cause a license in the Form No. 2 in the Schedule hereto to be issued to such person. When any such license has been granted, and has been registered in the Register of Licensed Gold-dealers at the office of the Department of Mines in Wellington, it shall be forwarded to the Warden for delivery to the licensee.

(1.) An incorporated bank may, at any time during the month of December, apply in writing to the Minister for a general gold-dealer’s license, and, on receipt of a fee of £5, together with £1 1s. in addition for each branch at which gold-dealing is to be carried on, such license may be granted in the Form No. 3 in the Schedule hereto.
(2.) Such license shall authorise the bank to deal in gold at every branch specified therein.
(3.) The manager, accountant, or officer in charge for the time being at every such branch shall be deemed to be a “licensee” within the meaning of the said Act.
