And whereas it pleased Her late Majesty Queen Victoria to make an arrangement of the nature contemplated by the said enactment, by and in virtue of a declaration signed and sealed by Her Majesty’s Ambassador at Paris on the 17th day of March, 1884, duly conveying the accession of Great Britain and Ireland to the International Convention and Protocol for the Protection of Industrial Property, signed by representatives of certain Powers on the 20th day of March, 1883, and duly ratified on the 6th day of June, 1884, power being reserved to Her Majesty to accede thereafter to the provisions of the said convention and protocol on behalf of the Isle of Man, the Channel Islands, and any of Her Majesty’s possessions, which declaration of accession was duly accepted by the French Government on behalf of the signatory powers by and in virtue of a declaration dated the 2nd day of April, 1884:
And whereas by various Orders in Council Her late Majesty Queen Victoria was pleased to declare that the hereinbefore-recited provisions of the said Act should apply to the several foreign countries named in the said Orders parties to the said convention and protocol:
And whereas on the 14th day of December, 1900, an additional Act was agreed upon between Her late Majesty Queen Victoria and the Government of the foreign countries parties thereto for the purpose of modifying certain of the provisions of the said international convention and the protocol annexed thereto, the ratifications of which additional Act were duly effected except as regards the Dominican Republic and Servia:
And whereas by section 1 of “The Patents Act, 1901,” it is enacted as follows: 1. (1.) In the first proviso to subsection 1 of section 103 of “The Patents, Designs, and Trade-marks Act, 1883” (which section relates to the time for making applications for protection under international arrangements), the words “twelve months” shall be substituted for the words “seven months.” (2.) An application under that section shall be accompanied by a complete specification, which, if it be not accepted within the period of twelve months, shall, with the drawings (if any), be open to public inspection at the expiration of that period:
And whereas on the 1st day of May, 1903, the German Empire duly acceded to the said international convention, protocol, and additional Act:
Now, therefore, His Majesty, by and with the advice of His Privy Council, and by virtue of the authority committed to him by the above enactments, doth declare, and it is hereby declared, as follows:—

The provisions of section 103 of “The Patents, Designs, and Trade-marks Act, 1883,” as amended by section 6 of “The Patents, Designs, and Trade-marks (Amendment) Act, 1885,” and by section 1 of “The Patents Act, 1901,” shall apply to Germany.

This order shall take effect from the 1st day of May, 1903.

PETONE BOROUGH COUNCIL.
Special Order.
I, GEORGE THOMAS LUNDON, Mayor of the Borough of Petone, do hereby certify that at a special meeting of the Council of the Borough of Petone held on the 8th day of September, 1905, the resolution hereinafter set out was duly passed by way of special order, and after the same had been duly advertised in accordance with “The Municipal Corporations Act, 1900,” regulating the making of special orders; such resolution was duly confirmed at an ordinary meeting of the said Petone Borough Council held on the 9th October, 1905, such resolution being in the words and figures following:—
In pursuance of the powers vested in it in that behalf by “The Municipal Corporations Act, 1900,” “The Hutt Road Act, 1903,” and “The Local Bodies’ Loans Act, 1901,” the Council of the Borough of Petone does hereby resolve by way of special order as follows: That, for the purpose of providing the interest and sinking fund and other charges on a loan of £1,000, authorised to be raised by the Council under the provisions of and in the manner provided by “The Hutt Road Act, 1903,” for the purpose of enabling the said Council to bear its proportion of the money expended in reconstructing the road referred to in such last-mentioned Act, the Council of the said Petone Borough hereby makes and levies a special rate of ¼d. in the pound sterling on the unimproved rateable value of all the rateable property within the boundaries of the said Borough of Petone, as set out in the Proclamation creating the said borough published in the New Zealand Gazette of the 5th day of May, 1888; and such special rate shall be an annually recurring rate during the currency of such loan, and be payable on the 1st day of August in each and every year during the currency of such loan, being a period of twenty years, or until the loan is fully paid off.

STRATFORD COUNTY COUNCIL.
Special Order making Special Rate.
In pursuance and exercise of the powers vested in it in that behalf by “The Local Bodies’ Loans Act, 1901,” the Stratford County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £2,000, authorised to be raised by the Stratford County Council, under the above-mentioned Act, for re-forming and metalling the Bird Road from the Mountain Road to Skinner Road, the said Stratford County Council hereby makes and levies a special rate of 3¼d. in the pound upon the rateable value of all rateable property of the Bird Road Special-rating District, comprising the southern half of Section 45; the southern halves of those portions of Sections 46 and 47 north of the Bird Road; the southern half of Section 48, Sections 49, 50, 51, 114, 116, 120, 122, 123, and those portions of Sections 46 and 47 south of the Bird Road, of Block II.; the southern half of Section 77; the southern half of that portion of Section 14 north of the Bird Road; the northern half of Section 1, Sections 7 and 8 (with the exception of the southern 20 acres and 20¼ perches of those sections occupied by Mr. Webber), Sections 9, 10, 11, 12, 13; and the northern half of that part of Section 14 south of the Bird Road, of Block VI.—both blocks being in the Ngaiere Survey District: and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly on the 1st day of February in each and every year during the currency of such loan, being a period of twenty-six years, or until the loan is fully paid off; the rate of interest to be 5 per cent. per annum.
The above special order was instituted at a special meeting of the Council held on the 20th day of September, 1905, and confirmed at a meeting held on the 18th day of October, 1905.
