HIS Excellency the Governor has been pleased to approve, under clause 50, “The Defence Act, 1886,” of the dismissal of
No. 154, Sapper ROBERT HEIGHWAY, and
No. 168, Sapper WILLIAM MORROW TAYLOR,
both of No. 4 Company, New Zealand Engineer Volunteers, they having been convicted at Auckland of an offence against the civil law, and sentenced to imprisonment for three years and two years respectively. Dismissal to date from the 21st November, 1904.

THE SPRINGS ROAD BOARD.
Grass-seed By-law.
A BY-LAW of the Body Corporate called the Inhabitants of the Springs Road District, made on the 13th Day of January, 1905, to regulate the Cutting of Grass-seed on the Roads of the District.
In pursuance of the powers in that behalf conferred upon and vested in them by “The Road Boards Act, 1882,” and its amendments, “The Public Works Act, 1894,” and its amendment, and “The Public Works Amendment Act, 1904,” and every other power them hereto enabling, the inhabitants of the Springs Road District do hereby, by special order, make and ordain this by-law.

The short title of the by-law shall be “The Grass-seed By-law.”

In this by-law—
“Board” means the Springs Road Board :
“Chairman” means the Chairman for the time being of the Springs Road Board :
“Clerk” means the Clerk for the time being of the Springs Road District. -
No person shall, at any time after the coming into operation of this by-law, at any period of the year cut for seed any grass then growing upon any of the roads in the Springs Road District, under the control of the Springs Road Board, without the previous consent in writing of the said Board under the hand of the Chairman or Clerk thereof.

No person shall hereafter, at any period of the year, cut for any purpose whatsoever any grass then growing upon any of the roads in the Springs Road District, under the control of the said Board, without the previous consent in writing of the said Board under the hand of the Chairman or Clerk thereof.

Any person committing a breach of sections 3 or 4 of this by-law shall for every such breach be liable to a penalty not exceeding £10.

The Board shall be, and is hereby, empowered to cut, reap, harvest, thresh, sell, and dispose of all grass for seed, or, if it shall think fit, to sell and dispose of the right to cut and harvest all grass for seed for the time being growing upon any of the roads in the said district under its control to any person or persons whomsoever, and either by public auction, public tender, or private treaty, and upon such terms and conditions in all respects as it shall think fit.

All moneys received by the said Board from the sale and disposition of the said grass for seed, or the right to cut and harvest such grass-seed as aforesaid, shall belong to and form part of the Road Board Fund.

This by-law shall come into operation upon its being gazetted.
