Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power conferred by “The Stamp Act, 1882,” and of all other powers enabling him in this behalf, and acting with the advice and consent of the Executive Council of the said colony, doth hereby revoke the above-recited regulations of the twenty-second day of March, one thousand eight hundred and eighty-two, and doth hereby make the following regulations in lieu thereof, viz.:

REGULATIONS.

  1. A commission in the form of discount will be allowed on all purchases of stamps by the persons hereinafter mentioned according to the following scale:—

To licensed dealers and to depositaries, a discount at the rate of £1 5s. per cent. on all purchases of two pounds’ worth and upwards of stamps above the nominal value of 2s. each, and a discount of £2 10s. per cent. on all purchases to the amount aforesaid of stamps of the value of 2s. each and under.

  3. To all other persons, a discount at the rate of £1 5s. per cent. on all purchases of twenty pounds’ worth of stamps or upwards.

Warrant apportioning the Cost of Maintaining the Makuri-Pongaroa Road, from the Main Road near Pahiatua to the County Boundary, between the Counties of Pahiatua and Akitio.

RANFURLY, Governor.

WHEREAS by section eight of “The Public Works Acts Amendment Act, 1900,” it is enacted that in any case where a road in one district is largely used by or for the purpose of traffic to or from any other district or districts, and affords access to or from such district or districts, and the Governor is of opinion that it is equitable that the latter district should contribute towards the cost of constructing or maintaining the whole or any portion of such road in the former district, the Governor may from time to time apportion the cost of constructing or maintaining the whole or any part of such road among the local authorities of the respective districts as he thinks fit; and for that purpose, and to enable effect to be given thereto, the provisions of sections one hundred and thirteen and one hundred and fourteen of the principal Act shall, mutatis mutandis, apply:

And whereas the Council of the County of Pahiatua has made application to the Governor to apportion the cost of maintaining the road described in the Schedule hereto (and hereinafter referred to as “the said road”) between the said Council and the Council of the County of Akitio:

And whereas by section one hundred and fourteen of “The Public Works Act, 1894,” it is, inter alia, provided that the Governor may, with the view of determining what proportion, if any, of the cost of maintaining any work should be borne by any local authority, direct any person to be a Commissioner to inquire and report to him upon any matter which he shall deem necessary to enable him to determine any such question as aforesaid:

And whereas a Commissioner was appointed, and an inquiry duly held: And whereas such Commissioner did report to the Governor, after due inquiry, his opinion thereon:

And whereas the Governor is of opinion that the said road should be maintained:

Now, therefore, I, Uchter John Mark, Earl of Ranfurly, Governor of the Colony of New Zealand, in pursuance and in exercise of the power and authority vested in me by the said Acts, do hereby apportion the cost of maintaining the said road between the Council of the County of Pahiatua and the Council of the County of Akitio in the following proportions—viz., the Council of the County of Pahiatua shall contribute three-fourths, and the Council of the County of Akitio one-fourth, of the cost of maintaining the said road.

And I do hereby direct that any contribution hereby required to be made as aforesaid by the Council of the County of Akitio shall be paid from time to time in the proportion hereinbefore prescribed out of the funds of the said county within a period of thirty days after demand in writing made by or on behalf of the Council of the County of Pahiatua; and all such payments shall be made from time to time to the Clerk of the said Council for and on account of such Council.

SCHEDULE.

ALL that road known as the Makuri-Pongaroa Road from its junction with the Main County Road near Pahiatua to the boundary between the Pahiatua and Akitio Counties, a distance of twenty-five miles or thereabouts.

As witness the hand of His Excellency the Governor, this first day of February, one thousand nine hundred and four.

Branding Registration Districts of New Plymouth and Wanganui abolished, and Branding Registration Districts of Clifton, Waitara, New Plymouth, Opunake, Stratford, Strathmore, Manaia, Hawera, Patea, Waitotara, Wanganui, and Moawhango constituted; also Registrars and Registration Offices appointed.—Notice No. 852.

RANFURLY, Governor.

WHEREAS it is expedient that the New Plymouth and Wanganui Branding Registration Districts should be abolished, and that new branding registration districts, to be known as the Clifton, Waitara, New Plymouth, Opunake, Stratford, Strathmore, Manaia, Hawera, Patea, Waitotara, Wanganui, and Moawhango Branding Registration Districts, should be constituted:

Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in pursuance and exercise of the powers and authorities vested in me by “The Stock Act, 1893,” do hereby abolish the New Plymouth and Wanganui Branding Registration Districts, and do hereby constitute the Clifton, Waitara, New Plymouth, Opunake, Stratford, Strathmore, Manaia, Hawera, Patea, Waitotara, Wanganui, and Moawhango Branding Registration Districts, and declare that the said districts shall hereafter be comprised as described in the Schedule hereto, and also do hereby appoint the persons and places named in the said Schedule to be the Registrars and registration offices of the said districts respectively.

SCHEDULE.

Branding Registration District. Registrar. Place of Registration Office.
Clifton Branding Registration District. To comprise the County of Clifton. Robert Rowan New Plymouth.
Waitara Branding Registration District. To comprise all that area situated in the Taranaki Land District, bounded towards the north-east by the Waitara River from the sea to the Junction Road; thence towards the south-east generally by the Junction Road to the Durham Road, and by the Durham Road to the Egmont National Park; thence towards the south-west by the said Egmont National Park to the Mangorei Road; thence towards the west by the Mangorei Road and Avenue Roads to Elliott Street, Borough of New Plymouth; thence by Elliott Street to the sea; and thence towards the north-west by the sea to the point of commencement. Robert Rowan New Plymouth.
New Plymouth Branding Registration District. To comprise all that area situated in the Taranaki Land District, bounded towards the east from the sea by the Waitara Branding Registration District, hereinbefore described, to the Egmont National Park; thence towards the south-east by the said Egmont National Park to the Kahui Road; thence towards the south by the Kahui Road to the sea; thence towards the north-west generally by the sea to the point of commencement. Robert Rowan New Plymouth.
Opunake Branding Registration District. To comprise all that area situated in the Taranaki Land District, bounded towards the north generally from the sea by the New Plymouth Branding Registration District, hereinbefore described, to the Egmont National Park, and by the said Egmont National James Budge Stratford.
