NEW ZEALAND GAZETTE

British Neutrality on Occasion of War between Russia and Japan: Further Rules to be observed during such War.

WHEREAS by a notification dated eleventh February instant, and published in a Supplement to the New Zealand Gazette of the same date, respecting the neutrality to be observed during the war which now exists between the Empire of Russia and the Empire of Japan, certain rules to be observed during that state of war were set out in the Second Schedule to the said notification:

And whereas His Majesty the King has made further rules to be observed during the said state of war:

Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in pursuance of further instructions received from the Secretary of State for the Colonies, do hereby notify all persons residing or being within the said Colony of New Zealand that His said Majesty has made the rules set out in the Schedule hereto in addition to the rules numbered 1 to 4 set out in the Second Schedule to the said notification, and has directed amongst other things that the said additional rules shall be in force in New Zealand forthwith when I shall have notified and published the same, stating in such notification that the said rules are to be obeyed by all persons within New Zealand: And in accordance with such direction I do hereby publish the said additional rules (being the rules numbered 5 and 6 in the Schedule hereto) and notify that they are to be obeyed by all persons within New Zealand.

As witness my hand, at Government House, Wellington, this sixteenth day of February, one thousand nine hundred and four.

SCHEDULE.

Additional Rules to be observed during the War between Russia and Japan.

  1. During the continuation of hostilities no coal shall be supplied to warships of either belligerent power, except on the written authorisation of the competent port authorities specifying the amount of coal which may be supplied.

  2. Before issuing any authorisation for the supply of coal to a belligerent warship the port authorities shall obtain a written declaration duly signed by the officer commanding such warship of the destination to which she is proceeding and the amount of coal already on board.
