Rural Lands in Wellington Land District open for Sale or Selection.
RANFURLY, Governor.
I N pursuance and exercise of the powers and authorities conferred upon me by section one hundred and thirty-six of “The Land Act, 1892,” and section two of “The Bush and Swamp Crown Lands Settlement Act, 1903,” I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby declare and provide as follows, that is to say:—

The rural lands enumerated in the Schedules hereto are hereby set apart for disposal by way of sale or selection on and after the tenth day of February, one thousand nine hundred and four, at the respective prices specified in the said Schedules.

The said lands may be purchased for cash, or be selected for occupation with right of purchase, or on lease in perpetuity; provided that in the case of land containing or supposed to contain any metal, mineral, or valuable stone, it shall be selected on lease in perpetuity only and shall not be purchased for cash.

For the purposes of “The Bush and Swamp Crown Lands Settlement Act, 1903,” the lands enumerated in the First Schedule hereto shall be deemed to be “heavy-bush land,” and the lands in the Second Schedule shall be deemed to be “scrub land.”

No general rate shall be levied or collected by any local authority from the said lands for the period of four years in the case of heavy-bush land, and two years in the case of scrub land, from the date from which in each case respectively such land is disposed of, and no local authority shall have power to levy or collect any such rate from such land during such period.

After the first half-year’s rent has been paid by the selector the further instalments of rent payable by him for a period of four years in the case of heavy-bush land, and two years in the case of scrub land, shall not be demanded; provided that if at any time during the first five years of his occupancy the selector disposes of his interest in the land the rent so conceded shall be paid by him in full, and thereupon the Land Board may remit such instalments of rent payable by the incoming tenant, not exceeding in the aggregate the amount of rent previously conceded to the selector, as the Board shall think fit.

FIRST SCHEDULE.—HEAVY-BUSH LAND.

This section is situated in the north-west of the Mangapapa No. 1c Block, the access being from Makakaho Road, which is about twenty-nine miles distant from Waitotara Railway-station. The section comprises about 250 acres of good land, the rest being rough and broken. The soil is fair, resting on papa formation. The forest consists principally of rata, tawa, rimu, kahikatea, binau, mahoe, with dense undergrowth of supplejack and scrub. The section is well watered by creeks and by the Upokonui Stream. The elevation ranges from 500 ft. to 1,500 ft. above sea-level. (Litho. 327.)

These sections are situated in the Waimarino District, in Marton No. 3 Block. The access is from Raetihi, which is from about ten to thirteen miles distant, via the Raetihi–Ohura and branch roads, eight miles of which are formed dray-road, the remainder being formed horse-roads, roads under construction, and surveyed roads only. The sections comprise for the most part hilly land, being rough and broken; well watered. The soil is good, resting on papa formation. The forest is of a mixed character, comprising rimu, matai, miro, tawa, &c., with the usual undergrowth. (Litho. 338.)

This block is situated between the Wanganui and the Mangawhero Rivers, and includes Tauakira, the highest point on their common watershed. The access to the western portion is by the Wanganui River to Pitangi Road, opposite Te Rimu, twenty-eight miles from Wanganui; thence by the surveyed but unformed Pitangi Road, which leads into the heart of the block. The access on the eastern side is by the Upokongaro and Field’s dray-road, eighteen miles, and by pack-track and unformed surveyed roads for the remaining distances. The whole area comprises generally high hilly country with sharp ridges intersected by deep gullies, all covered with forest and scrub. There are some small flats and easy slopes in places. The forest consists generally of hinau, tawa, miro, tawhai, tawhero, rewarewa, rimu, and rata, and the undergrowth, which is generally thick, of kowai, manuka, makomako, houhou, rangiora, &c., and a thick growth of supplejacks in the gullies. The soil varies from fair to good, being shallower on the sharp ridges and fairly deep on the flatter tops and in the bottoms. The formation is papa and sandstone, and occasionally shell rock. The land is fairly well watered by numerous small springs and streams. The elevation ranges from about 300 ft. to 2,400 ft. above sea-level. When the bush has been felled and burned, and the land sown down in English grasses, it should form good healthy sheep country, which is a characteristic of the district. (Litho. 347.)

This section is approached from Rangiwahia, and is distant about ten miles from that township, the first two miles being by the Te Parapara dray-road, the next five miles by a horse-road, and the last three miles by a surveyed road only.
The general character of the land is rough and rather inferior, covered with mixed bush, and fairly well watered; the soil being peaty on papa formation.
