by ratepayers, shall be held in such manner as may be prescribed by the special Act, and if no provision is made in that behalf, then in such manner as the Governor in Council shall from time to time direct by regulations to be made for such purpose:
And whereas regulations providing for the manner of electing members of Harbour Boards where no provision had been otherwise made as to the manner of holding such elections were made by the Governor in Council on the sixth day of January, one thousand eight hundred and ninety-two, and published in the New Zealand Gazette of the seventh day of the same month:
And whereas it is desirable to revoke the fifth clause of such regulations, and to make a new regulation in lieu thereof:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in him by the said recited Act, and by and with the advice and consent of the Executive Council of the said colony, doth hereby order and direct that the fifth clause of the said regulations of the sixth day of January, one thousand eight hundred and ninety-two, be and the same is hereby revoked, and in lieu thereof the following regulation shall take effect for the election of members of Harbour Boards other than those to be made by ratepayers:—
“5. The chairman of the meeting shall have a deliberative vote, and in the case of there being an equality of votes he shall also have a casting-vote.”

Declaring a certain Road in Ngaire Survey District, Stratford County, to be a County Road.

ORDER IN COUNCIL.
At the Government House, at Wellington, this thirtieth day of January, 1903.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
IN pursuance and in exercise of the powers vested in him by section one hundred and two of “The Public Works Act, 1894,” and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby order that the road described in the Schedule hereto shall, on and after the date of this Order in Council, become a county road.
SCHEDULE.
ALL that road, known as Victoria Street, commencing at Swansea Road, forming a portion of the eastern boundary of the Borough of Stratford, and passing in an easterly direction for a distance of about 6134 links through Sections 14, 17, 18, and 19, Block II., Ngaire Survey District, all in the South Riding of Stratford County, in the Land District of Taranaki; as the said road is delineated on the plan marked P.W.D.20101, deposited in the office of the Minister for Public Works, at Wellington, in the Provincial District of Wellington, and thereon coloured sepia; the said parcel of land having been taken for a road by a Proclamation under the said Act, and dated the 12th day of December, and published in the New Zealand Gazette of the 18th day of December, 1902.

Consenting to closing Roads in Matakohe Road District.

ORDER IN COUNCIL.
At the Government House, at Wellington, this thirtieth day of January, 1903.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by section twelve, subsection one, of “The Public Works Acts Amendment Act, 1900,” it is enacted that a local authority shall not declare any county or district road to be stopped, and such road shall not be deemed to be stopped, until the consent thereto of the Governor by Order in Council gazetted is obtained:
And whereas the Matakohe Road Board has applied for such consent in respect to the roads described in the Schedule hereto:
Now, therefore, in pursuance and in exercise of the above-in-part-recited Act, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby consent to the Matakohe Road Board closing the parts of the roads mentioned in the Schedule hereto.

Notifying Lands in Auckland for Sale by Public Auction.

IN pursuance of the powers and authorities conferred upon me by the one-hundred-and-thirteenth section of “The Land Act, 1892,” I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, do hereby appoint Friday, the third day of April, one thousand nine hundred and three, as the time at which the lands enumerated in the Schedule hereto shall be sold by public auction; and I do hereby fix the prices at which the said lands shall be sold as those mentioned in the said Schedule hereto opposite the description of such lands respectively.
