lating to officers travelling on the public service. Provided that in the case of elective members the minimum daily allowance (exclusive of cost of transport) shall be 10s.

The receipt of any person to whom the Board may direct any sum accruing in respect to benefits derivable under the Act to be paid shall be an absolute discharge to the fund of all further liability in respect of the amount so paid.

The Board may pay out of the fund all expenses incidental to the management and administration of the fund.
ELECTION OF SUPERANNUATION FUND BOARD.

For the conduct of elections for the Superannuation Fund Board the following provisions shall apply:—

There shall be prepared by the General Manager, and retained at the Head Office in Wellington, three separate alphabetical voting-lists, to wit,—
(a.) One of all members of the First Division resident in the North Island who are contributors to the fund;
(b.) One of all members of the First Division resident in the Middle Island who are contributors to the fund; and
(c.) One of all members of the Second Division who are contributors to the fund;
and all such lists may be inspected by contributors at all reasonable times.

If any contributor wishes to take any objection to any list, particulars of such objection must be communicated, through his immediate superior officer, to the General Manager, Wellington, who shall decide the same, and whose decision shall be final.

No objection shall be entertained unless it reaches the General Manager not later than the third day before the lists are closed. The lists shall be closed for the purposes of each election on the forty-second day before such election, and shall continue closed until the election is completed.

The first ordinary election shall be held on the first Monday in March, 1905, and subsequent ordinary elections shall be held on the same Monday in every third year thereafter.

Special elections shall be held on dates to be fixed by the General Manager, being in no case later than three months after the vacancy occurs, and he shall give to all contributors concerned not less than two months’ previous notice of the date so fixed.

Nominations shall be made in writing by not less than three contributors in the same list as the candidate, and must reach the Returning Officer at Wellington not later than the twenty-eighth day before the election. Any nomination which fails to duly comply with this clause shall be void.

Contributors shall be entitled to vote as under, that is to say,—
(a.) Each contributor entered in the list of the First Division for the North Island shall be entitled to vote for one duly nominated candidate of the First Division for the North Island.
(b.) Each contributor entered in the list of the First Division for the Middle Island shall be entitled to vote for one duly nominated candidate of the First Division for the Middle Island.
(c.) Each contributor entered in the list of the Second Division shall be entitled to vote for three duly nominated candidates of his own Division to represent him on the Board.

Should there be only sufficient contributors nominated to fill the vacancies in either Division or Island, the contributors nominated shall be declared to be duly elected.

In the event of there being more nominations than there are vacancies to fill, a ballot shall be taken.

The Returning Officer for the election shall be the Chief Clerk to the General Manager, Wellington, or other person for the time being performing the duties of such Chief Clerk.

As soon as possible after the date for receiving nominations is past the Returning Officer shall cause separate ballot-papers, in the form or to the effect following, to be printed and supplied to every contributor.
ELECTION OF A CONTRIBUTOR OF FIRST DIVISION [or Second Division] FOR MEMBER (MEMBERS) OF GOVERNMENT RAILWAYS SUPERANNUATION FUND BOARD, NORTH [or MIDDLE] ISLAND, UNDER “THE GOVERNMENT RAILWAYS SUPERANNUATION FUND ACT, 1902.”
Candidates for election—

Directions.—The voter can only vote for one (three) candidate(s). The voter is to strike out, with pen-and-ink or pencil, the name of every candidate for whom he does not intend to vote. The voter must take care not to leave uncancelled the names of more than one (three) candidate(s), or this paper will be invalid. The ballot-paper is to be folded up so that the contents cannot be seen, and then forthwith transmitted to the Returning Officer on or before [Here insert date].

The voter’s name must not be written on the voting-paper.

The ballot-paper shall contain a list of all the persons validly nominated in the Division or for the Island to which the voter to whom it is sent belongs (and of no other persons), arranged alphabetically in order of their surnames. Each paper shall have a number corresponding with that on the list. The number shall be written in the left-hand bottom corner of the paper by the Returning Officer before it is sent out.

The ballot-paper will be sent to each contributor whose name appears on the list; and each contributor shall, immediately on receiving the ballot-paper, sign the receipt-form provided for the purpose.

All ballot-papers shall be transmitted by post or otherwise to the Returning Officer at Wellington, in envelopes which will be provided for the purpose, and must reach him not later than the ordinary course of post computed from the day after the polling-day.

No contributor shall in any case be compelled to record his vote, and no contributor shall canvass for votes or attempt in any way to influence voters.

Immediately after the last day fixed for the receipt at Wellington of ballot-papers, the Returning Officer shall in the presence of the scrutineers proceed to ascertain the total number of votes recorded for each candidate; and the Returning Officer shall cause the result to be published in an official circular, and shall declare the candidates obtaining the majority of votes in the respective Divisions or Islands duly elected. The voting-papers shall, after being counted, be enclosed in a sealed packet, and be retained by the Returning Officer. They shall not be opened unless a scrutiny be demanded, when such scrutiny shall be conducted by the Returning Officer and two scrutineers. The papers will remain in the Returning Officer’s custody for two months, and will then be destroyed. If a scrutiny be demanded, application therefor must be made in writing to the Returning Officer by not less than seven voters within fourteen days after the publication of the result aforesaid.

Whenever there is an equality of votes at the election, and the addition of one vote will entitle any of the candidates to be elected, the Returning Officer shall himself record such additional vote.

In the event of any dispute or question arising as to the meaning of the regulations, or any portion thereof, for the conduct of elections for Superannuation Fund Boards, the same shall be referred to the Minister for determination, and his decision shall be final and conclusive.
ELECTION OF SCRUTINEERS.

Two scrutineers shall be elected by the contributors from among those contributors who are resident in Wellington. Lists giving the names of the contributors eligible for election shall be prepared and distributed by the General Manager not less than thirty days before the date of the election of the scrutineers.

Nominations shall be made in writing by not less than three contributors, and must reach the Returning Officer not later than sixteen days before the date fixed for the election.

Should there be only two contributors nominated, they shall be declared to be duly elected.

In the event of there being more nominations than there are vacancies to fill, a ballot shall be taken in the manner hereinbefore provided for the election of members of the Superannuation Fund Board.

WHEREAS it is, amongst other things, provided by section six of “The Nelson Harbour Board Amendment Act, 1901,” that the Motueka Wharf Board shall have such powers with respect to Motueka Wharf and its approaches by water as are from time to time conferred upon it by regulations which may from time to time be made by the Governor in Council:
