of the Karikari Special-rating District, comprising all the rateable property within the Awahou Riding and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly in one sum at the county offices, Sanson, on the 1st day of July in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.
“2. That, for the purpose of providing the interest and other charges on a loan of £300 authorised to be raised by the Manawatu county Council, under the provisions of ‘The Local Bodies’ Loans Act, 1901,’ for the construction of the Mangaone Road, such loan to be at the rate of 3½ per centum per annum for a period of forty-one years, the said Manawatu County Council hereby makes and levies a special rate of ⅞d. in the pound upon the rateable valuation of all the rateable property of the Mangaone Special-rating District, comprising part Section 112, in the occupation of F. Price, containing 148 acres 1 rood 9 perches, Sections 113, 114, and part of Section 116, in the occupation of Owen McElroy and owned by Samuel Jenkinson, containing 132 acres 1 rood 24 perches, Block IX., Oroua Survey District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly in one sum at the county offices, Sanson, on the 1st day of July in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.
“3. That, for the purpose of providing the interest and other charges on a loan of £350 authorised to be raised by the Manawatu County Council, under the provisions of ‘The Local Bodies’ Loans Act, 1901,’ for trimming and metalling Main Drain Road and Couper’s Line, such loan being 10 per centum additional on the loan of £3,500 raised under ‘The Government Loans to Local Bodies Act, 1886,’ and amendments, the said Manawatu County Council hereby makes and levies a special rate of 2¼d. in the pound upon the rateable valuation of all the rateable property of the Main Drain Special-rating District, comprising Sections 33, 56 to 75 inclusive, 84 to 115 inclusive, of subdivision Section 384, Blocks VII., XI., XV., XVI., and the northern portion of Sections 120, 121, of subdivision Sections 317, 313, Block XI., containing 301 acres 1 rood, in the occupation of John Mudford, the whole of the sections and blocks enumerated being in the Te Kawan Survey District; and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable yearly in one sum at the county offices, Sanson, on the 1st day of July in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.”

HUTT RIVER BOARD.
CERTIFIED Copy of Special Order passed on the 4th Day of June, 1903.
At a duly convened meeting of the Hutt River Board, held on the 4th day of June, 1903, the following resolution was adopted :—
“That this Board does hereby resolve by way of special order to readjust all loans granted to the Hutt River Board under the provisions of ‘The Government Loans to Local Bodies Act, 1886,’ or any amendment thereof, or under the provisions of ‘The Local Bodies’ Loans Act, 1901,’ by making the currency of such loans a period of forty-one years, and the rate of interest £3½ per centum per annum, in accordance with the provision of section 60 of subsection (1) of ‘The Local Bodies’ Loans Act, 1901.’ ”
Public notice of such resolution was published in the Hutt and Petone Chronicle of the 8th, 15th, 22nd, and 29th May, 1903, copies of which are attached hereto.
The said resolution was duly passed by way of special order.

WEDNESDAY, the 15th day of July next, will be observed as a public holiday in the Government offices throughout New Zealand for the celebration of Arbor Day.
In order that the movement may be made as successful as possible, the Government hopes that the Mayors of the various municipalities and Chairmen of local bodies will place the matter prominently before the people of the colony, and do all they can to encourage the planting of public reserves and other available lands, both public and private, with trees suited to the locality.

CALICUT.—On 1st May, 1903, a provis. F. white lt., elev. 52 ft. above H.W., is to be exh. from a stone lt.-h. 50 ft. high, in 11° 15′ N., 75° 46′ E., on the beach ½ mile nrd. of the old lt.-h. and close to the flagstaff, and the present lt. disc. About 1st June, 1903, this lt. is to be replaced by a group-occ. white lt. every 12 secs., elev. 52 ft. above H.W., R. 12 miles. May.
INDIAN OCEAN.
Bay of Bengal.
VIZAGAPATAM.—On 1st August, 1903, a F. white lt., vis. from N. 10° W., through W., to S. 55° W., elev. 40 ft. above H.W., R. 12 miles, is to be exh. from a stone lt.-h. 52 ft. high in 17° 41½′ N., 83° 17¾′ E., near the fort flagstaff. May.

China.
HONGKONG.—KAULUNG APPROACH.—The buoy in approx. 22° 18′ N., 114° 11′ E., marking Cust Rks., is now red instead of white, and marked “Curt” in black. May.
HUNGHWA SOUND APPROACH.—A rk., awash at L.W., is reported to have been passed in approx. 25° 7¾′ N., 119° 21′ E., in Lam Yit Chan., between Loutz Isl. and Loutz Shoal, with Loutz Isl. summit, S. 89° E., 7 cables. The position of this rk. must be considered doubtful. May.
WUSUNG RIVER.—A new chan., carrying 12½ ft. at L.W. springs. exists over the outer Wusung bar. The following alterations have been made in the Its. to mark the new chan.: (a.) The outer bar lt.-v., exh. a F. red and a F. white lt., moved to the s’n. side of the new ohs”. about 1⅞ cables S. 23° W from her prev. position, and lies with Wusung Lt.-h. S. 80° W., 11½ cables. (b.) Wusung lt. (31° 23′ N., 121° 30′ E.) altered to ‘show F. white, the red and green sectors being disc. (c.) The Wusung Spit buoy, black and red vert., about 1 mile N.-erd. from Wusung lt., withdrawn. (d.) The fort buoy moved 2⅞ cables, S. WE., and is now black, and moored in 16 ft. L.W. springs, with Wusung lt., S. 80° W., 5⅞ cables; this buoy marks the s’n. side of the inner entr. to the “em ohs”. Directions.—To obtain the deepest water in crossing the bar from seaward vessels should pass about ½ cable “rd. of the outer bar lt.-v., and steer s. 32° W. for the fort hoop. A new edition of Chart No. 1601 is to be issued. May.
