Special Order made by the Whakatane County Council.

THE following special order, made by the Whakatane County Council, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1901.”

WHAKATANE COUNTY COUNCIL.
Special Order making Special Rate.

In pursuance and exercise of the powers vested in it in that behalf by “The Counties Act, 1886,” and “The Local Bodies’ Loans Act, 1901,” the Whakatane County Council hereby resolves as follows: That, for the purpose of providing the interest and other charges on a loan of £2,300 authorised to be raised by the Whakatane County Council under the provisions of subsection (c) of section 59 of “The Local Bodies’ Loans Act, 1901,” for road formation and metalling within the proposed special-rating district, the Whakatane County Council hereby makes and levies a special rate of 5/16d. in the pound sterling upon the rateable value of all the rateable property in the proposed special-rating district, comprising the Omataroa Riding, Opouriao Riding, and Sections Nos. 307, 1A, 1B, 1C, 1D, 1E, Waimana Riding, and that such special rate shall be an annual-recurring rate during the currency of such loan, and be payable on the 1st day of April in each and every year during the currency of such loan, being a period of forty-one years, or until the loan is fully paid off.

Made under the seal of the Council of the County of Whakatane, this 20th day of September, 1902, and confirmed at a special meeting of the Council on the 25th October, 1902.

RAGLAN COUNTY COUNCIL.
Result of Poll for Proposed Loan.

THE following is the result of a poll taken on Wednesday, the 12th day of November, 1902, on the proposal of the Raglan County Council to borrow the sum of £4,000 for the purpose of forming and metalling portions of the Tuakau-Raglan Road, and to levy a special rate of 3/4d. in the pound within the Special-rating District of Onewhero as security for the loan:—

Number of valid votes recorded in favour of the proposal, 72; against, 13.

The number of valid votes recorded in favour of the proposal being more than three-fifths of the total number of valid votes recorded, I therefore declare the proposal to be carried.

HEATHCOTE ROAD BOARD.
Notice pursuant to the Provisions of “The Local Bodies’ Loans Act, 1901.”

PURSUANT to the provisions of “The Local Bodies’ Loans Act, 1901,” I hereby give notice that a poll of the ratepayers in respect of properties comprised in the Opawa Ward, in the Heathcote Road District, to decide by vote of the ratepayers whether the proposals for raising a special loan of £3,000 for a period of forty-one years, with interest and sinking fund payable at the rate of £3 10s. per centum per annum, notice of which was published in the Lyttelton Times of the 18th and 25th days of October, 1902, and the 1st and 8th days of November, 1902, should be carried into effect, was duly taken at the Church of England Schoolroom, Opawa, on Thursday, the 20th day of November, 1902, between the hours of 9 of the clock in the forenoon and 6 of the clock in the afternoon of the said day. And I hereby give further notice that at the taking of the said poll the votes of the said ratepayers in the said ward were given as stated in the Schedule hereunder written:—

Name of ward, Opawa: Number of valid votes recorded in favour of the proposal, 63; number of valid votes recorded against the proposal, 2.

The total number of valid votes recorded at the said poll in favour of the said proposal exceeds three-fifths of the total number of valid votes recorded thereat. I therefore declare the said proposal carried.

CUDDALORE. — On 1st Oct., 1902, this lt. (11° 43′ N., 79° 46′ E.) is to be altered from F. red to a group-occ. white lt. with 4 ecls. every min., R. 12 miles. Oct.

EASTERN ARCHIPELAGO, ETC.

BANKA STRAIT.—The spher. buoy, red and black hor., surm. by a cross in approx. 2° 52½′ S., 105° 59½′ E., 4 miles S. 40° W. from Pudi Pt., marking Nemesis Bank, has been replaced by a lt.-buoy, red and black hor., exh. an occ. white lt. every 20 secs., thus: Lt. 10 secs., ecl. 10 secs., R. 6 miles. Sept.

Java.

EDAM ISL. LT.—This F. white lt., in 5° 57½′ S., 106° 50½′ E., Batavia Roads, has been altered to a fl. white lt. every 30 secs., the dura. of fl. being 5 secs. Oct.

CHINA SEA, ETC.

KYAUCHAU BAY.—A beacon, black wood pyra. marked “H.R.,” 13 ft. high, is est. on Horseshoe Reef. Oct.

WEI HAI WEI.—Port Regulations.—The following regulations have been made respecting the use by mercantile vessels of the Admiralty waters at Wei Hai Wei: The Admiralty waters are bounded on the S. by a line from Flagstaff Pt. to Itau Isl.; on the E. by a line from Itau Isl. to the ern. pt. of Hu An Lok Rks.; on the N. by the S. and W. coasts of Leu Kung Tau to Kwoa Pu (the nrn. pt. of Leu Kung Tau) and by a line from thence to a position with Outer Isl., N. by W., one cable; and on the W. by a line from a position with Outer Isl., N. by W., one cable, to the E. pt. of Weigell Cove bearing N. (true), one cable, and from thence S. (true) until it meets the line drawn from Itau Isl. towards Flagstaff Pt. 1. Mercantile vessels may be permitted to use the aforesaid waters by the senior naval officer present, or by his representative. 2. When so permitted they shall anchor or moor in such positions as may be pointed out to them by the said senior naval officer, or by any officer sent by him to place the vessels in the berths assigned to them; and they shall not move to another berth in the Admiralty waters without similar permission being first obtained. 3. Merchant vessels berthed in Admiralty waters shall comply in all respects with any regulations made for the safety of the vessels in the anchorage, and as to the disposal of ashes and other refuse. 4. The anchorage within the said Admiralty waters set apart for vessels of suitable draught placed in quarantine is the space W. of Itau (Sun or Channel) Isl. and S. of the srn. limit (N. 75° W.) of the white ray from Flagstaff Pt. lt., and E. of a line drawn S. from the Joss-house, near east village on Leu Kung Tau, or in 37° 30′ N., 122° 10′ E. Oct.

UEN ISL.—CAPE NDU A.—On 1st Sept., 1902, 2 F. white leading lts. were to be exh. on the cape, Prony Bay approach: The high lt., elev. 620 ft. above H.W., R. 15 miles, from a stone block, 6 ft. high, in approx. 22° 23¼′ S., 166° 56′ E., on the summit of the cape; the low lt., elev. 374 ft. above
