Notice to Mariners No. 14 of 1902.

REFERRING to Notice to Mariners No. 53 of 1901, issued by this Department on the 12th August, 1901, the following Notices, received from the Presidency Port Officer, Madras, are published for general information.

INDIA.—EAST COAST.—ARMEGHON.
In continuation of this office Notice to Mariners No. 46, of 21st June, 1901, it is further notified that the light at Armeghon will be extinguished from and after the 1st February, 1902, for a period of three months, and a dioptric third-order group-flashing white light giving three flashes every ten seconds, visible 15 miles, will be exhibited on 1st May, 1902, instead of on 1st April, 1902. The arc of illumination is from N.E. through W. to S.E. ; bearings are magnetic and from seaward.
During the interval a temporary fixed white light will be shown from the roof of lightkeeper’s quarters, visible 12 miles in all directions seaward.

Vakalapudi Light.
With reference to this office Notice to Mariners No. 48, of 26th June, 1901, it is hereby notified that a dioptric group-flashing white light, giving three flashes every ten seconds, has been exhibited at Vakalapudi from the 15th January, 1902.

Notice to Mariners No. 15 of 1902.
EAST COAST, NORTH ISLAND.—ROCKS REPORTED OFF TUAHINA POINT AND GABLE-END FORELAND.

COMMANDER COMBE, of H.M.S. “Penguin,” reports as follows:—
Much foul ground exists to the southward and eastward of Tuahina Point. The outermost dangers are—
- A rocky patch with a least depth over it of 5 fathoms at L.W.O.S., lying S. 39° E., 1⅓ miles from the extreme of Tuahina Point.
- A rock with 3 fathoms over it at L.W.O.S., lying S. 66° E., 1⅗ miles from the extreme of Tuahina Point.
- A rock with 4 fathoms over it at L.W.O.S., lying S. 80° E., 1⅗ miles from the extreme of Tuahina Point.
These rocks break in a heavy swell. Vessels should not round Tuahina Point at a less distance than 1½ miles.
Ariel Rock has a least depth over it of 6 ft. at L.W.O.S. A bank with general depths over it of from 10 to 20 fathoms extends from the Ariel Rock and in a north-north-easterly direction for a distance of five miles, its width varying from a quarter of a mile to one mile; near its northern end is a rock with 4 fathoms over it at L.W.O.S., from which Gable-end Foreland bears N. 30° W., distance 9⅖ miles, and Tuahina Point bears S. 68° W., distance 13⅕ miles.
Monowai Rock has a least depth over it of 12 ft. at L.W.O.S. It lies in the following position:—
Gable-end Foreland bears N. 1° W., distance 4⅘ miles.
Summit of Whangara Islet bears N. 59° W., distance 2⅘ miles.
Search was made for “Star of the South” rock without success. Two rocks about one cable apart, with less than 6 ft. over them at L.W.O.S., lie to the north-eastward of Gable-end Foreland. The outer one is situated with Gable-end Foreland bearing S. 53° W., distance 1⅕ miles.
All bearings given are magnetic.

Ariel Rock, lat. 38° 43′ 30″ S., long. 178° 18′ 30″ E.
Four-fathom Rock, lat. 38° 40′ 30″ S., long. 178° 21′ 30″ E.
Monowai Rock, lat. 38° 36′ S., long. 178° 17′ E.

Port of Auckland.—Defining Place beyond which Ships shall not pass until Pratique is granted.

Wellington, 12th March, 1902.
IN pursuance of the provisions of the 116th section of “The Public Health Act, 1900,” I hereby give notice that, until pratique is granted by the Health Officer, ships from beyond sea arriving at the Port of Auckland shall not be brought higher up the port than Campbell Point (between Judge’s Bay and St. George’s Bay), on the bearing of south (magnetic).

Order prescribing a Form of License to leave a Ship.—“The Public Health Act, 1900,” Section 121.
DEPARTMENT OF PUBLIC HEALTH.
IN exercise and pursuance of the powers conferred in that behalf by “The Public Health Act, 1900,” I, Joseph George Ward, the Minister of Public Health, do hereby order and prescribe that the form of license to leave a ship ordered into quarantine under the provisions of the said Act, and the conditions attaching to such license respectively, shall be those set forth in the Schedule hereto. Given under my hand, this 10th day of March, 1902.

MOUNT WELLINGTON ROAD BOARD.
BY-LAWS of the body corporate under the name of the Inhabitants of the Mount Wellington Road District, made and enacted by and under special order of the Mount Wellington Road Board passed on Monday, the 13th day of May, 1901, and sealed with the common seal of the said Board on the 13th day of May, 1901, to come into force on being gazetted:—
The undermentioned by-laws shall be in force within and shall affect the whole of the Mount Wellington Road District.
In pursuance of the powers vested in it by “The Road Boards Act, 1882,” and its amendments, “The Public Health Act, 1900,” “The Public Works Act, 1894,” and its amendments, and “The Dog Registration Act, 1880,” and its amendments, and by other statutes it thereunto enabling, the Road Board of the Mount Wellington Road District doth hereby ordain as follows:—
- No person shall ride or lead any horse or other animal, or wheel any barrow or other vehicle, upon or along any footpath constructed for foot-passengers only.
