SIR,—I am directed by the Secretary of State for Foreign
Affairs to transmit to you, to be laid before the Secretary of
State for the Colonies, the accompanying copy of a despatch,
as marked in the margin (Sir F. Lascelles, 132, 24th May,
1901), respecting taxation in Samoa.

MY LORD,—I have the honour to transmit herewith copy
and translation of an Order, published in the Kolonialblatt,
and signed by Dr. Schnee, Acting-Governor of Samoa,
in virtue of which the export duties on copra, cotton, and
coffee, and the capitation-tax on coloured plantation-labourers other than Samoans, are abolished. In accordance
with Article 2 of the same Order, the import duty is raised
from 2 per cent. to 10 per cent. ad valorem on all articles
other than those contained in Article 6, paragraph 2, (A),
Nos. 1-8 of the Final Act of the Samoan Conference of
14th June, 1889.
This Order came into force on 1st April last.

Government Order respecting the Abolition of Duties and
Taxes in Samoa.
The following is herewith ordered, with the sanction of
the Chancellor of the Empire :
§ 1. Of the duties and taxes which, based on § 1, section 2,
of the Government Order of 1st March, 1900 (Samoan Government Journal, p. 4), are still levied at the rate fixed by
the Final Act of the Samoan Conference in Berlin of 14th
June, 1889, the following are abolished :
- The export duties (Article 6, Section 2, B, of the
Final Act). - The capitation-tax on coloured plantation-labourers
other than Samoans (Article 6, Section 2, C, No. 2,
of the Final Act).
§ 2. In the place of the statistical duty of 2 per cent. ad
valorem specified in Article 6, Section 2, A, No. 9, of the
Final Act, an ad valorem tax of 10 per cent. is levied on all
imported wares and goods with the exception of those specified in Article 6, Section 2, A, Nos. 1 to 8.
§ 3. This Order comes into force on 1st April, 1901.

Approving and appointing a Bonding Warehouse.
CUSTOMS.—In exercise of the powers in me for this
purpose vested by "The Customs Laws Consolidation
Act, 1882," I, the Commissioner of Trade and Customs, do
hereby approve and appoint the under-mentioned warehouse
to be a warehouse for the reception of goods under bond,
namely,
Port of Wanganui.
Portion of building built of wood and roofed with iron,
situate on Section 23, Taupo Quay, to be known as
JOHNSTON AND CO.'S BOND.
Given under my hand, at Wellington, this twenty-sixth day of July, one thousand nine hundred
and one.

Notification of Settlement of Claims for Compensation under
"The Mining Act, 1898."
Mines Department,
Wellington, 25th July, 1901.
IN pursuance of the provisions of the 240th section of
"The Mining Act, 1898," it is hereby notified that the
claims for compensation enumerated in the Schedule hereto,
in respect to a Proclamation issued under the hand of His
Excellency the Governor and the Public Seal of the Colony
on the 16th day of July, 1900, declaring the Waikaka River,
with its tributaries, in the Land District of Otago, to be
watercourses into which tailings, &c., may be discharged,
have been settled, and all further claims and remedies in
respect of the said Proclamation are barred, as provided by
the said Act.
