SIR,—I have the honour to acquaint you, for the information of any persons who may be interested in the matter, that an official translation (in French) of the statutes and regulations with regard to the late Dr. Alfred Bernhard Nobel’s bequest, approved by His Majesty the King of Sweden and Norway, has now been published, and that the Chargé d’Affaires for Sweden and Norway at this Court has asked that as much publicity as possible may be given to the contents of the publication,

It is understood that the amount available under the bequest for distribution annually in prizes to meritorious inventors and others is about £40,000; that it is divisible into five equal parts, to be assigned—(1) for the most important discovery in physical science, (2) for the most important discovery or improvement in chemistry, (3) for the most important discovery in physiology or medicine, (4) for the most remarkable literary work, and (5) for the greatest service in the cause of international peace; that the first distribution of prizes will take place on the 10th of December in this year; and that the competition is open to every one without regard to nationality.

From Lord Pauncefote to the Secretary of State
for Foreign Affairs.

WITH reference to your Lordship’s commercial telegram No. 19, in regard to the Philippine Customs tariff, Mr. Hay informs me that an opportunity is being given by the United States Commissioner in the Philippines for all business interests there to be heard. The Secretary of State for War will be sent the results, which will be published in the trade journals, whilst suggestions will be publicly invited on the subject. An offer has been made by Mr. Hay to have any suggestions laid before the Commission which may be made in the interests of British trade.

VICTORIA.

Port of Port Phillip.—South Channel.—Buoy out of Position.

Referring to General Notice to Mariners, Victoria, dated 1st June, 1898, it is hereby notified that No. 7 buoy, South Channel, is out of position. It will be replaced as soon as possible.

Port of Port Phillip.—West Channel.—Gas Buoy replaced.

Referring to Notice to Mariners No. 79, dated 25th April, 1901, it is hereby notified that No. 2 Royal George gas buoy has been replaced in position.

Port of Western Port.—Western Entrance.

Referring to Notice to Mariners No. 73, dated 29th March last, it is hereby notified that the red conical buoy off McHaffie’s Reef has been replaced in position.

Port of Port Phillip.—South Channel.

Referring to Notice to Mariners No. 80, dated 26th April last, it is hereby notified that the No. 7 buoy, South Channel, has been replaced in position.

Point Lonsdale and Shortlands Bluff.—Entrance to Port Phillip.—Intended Alterations to Lights.

With reference to Notices to Mariners No. 31, dated 1st February, 1900, and No. 56, dated 1st November, 1900, it is hereby notified that the establishment of the new occulting white and red light on Point Lonsdale, and the alterations of the western portions of the arcs of visibility of the white lights of the high and low leading-lights on Shortlands Bluff, Queenscliff, will not be effected until on or after the 1st day of February, 1902.

Further particulars will be published on a future date, and before the alterations are effected.

Port of Port Phillip.—Point Gellibrand Light-vessel.

Referring to Notice to Mariners No. 74, dated 30th March, 1901, it is hereby notified that, in addition to the substitution of a gas buoy for the floating light during overhaul of latter, a vessel will also be moored about 70 fathoms to the southward of the present position of such light-vessel, for the purpose of maintaining the system of signalling the position thereof by means of firing rockets in foggy weather. Notice to Mariners No. 84, of the 18th inst., referring to the above, is hereby cancelled.

Plants declared to be Noxious Weeds.—Notice No. 647.

IT is hereby notified, for public information, that the undermentioned local governing bodies have, by special order, declared the plants enumerated opposite the name of each to be noxious weeds within the meaning of “The Noxious Weeds Act, 1900,” in the district under the jurisdiction of each respectively.

By-laws relating to Traction-engines and Heavy Traffic on Roads and Bridges crossing over Railways.

IN pursuance of all powers and authorities enabling me under “The Government Railways Act, 1900,” I, Joseph George Ward, the Minister for Railways, do hereby make the following by-laws for regulating heavy traffic on roads and bridges crossing over railways.

SCHEDULE.

INTERPRETATION.

  1. “HEAVY traffic” in these by-laws means,—
    (a.) The transportation of any vehicle, engine, or machine which weighs, together with the load thereon, if any, more than one and a half tons avoirdupois to each pair of wheels.
