that effect shall have been given by Her Majesty's Representative to the President of the Republic of Costa Rica within one year from the date of the exchange of ratifications of the present Convention.
ARTICLE III.
The present Convention shall be ratified, and the ratifications shall be exchanged in London as soon as possible.
It shall come into operation one month after the exchange of ratifications, and shall remain in force until the expiration of one year from the day on which either party may give notice of its intention to terminate it.
In witness whereof the undersigned Plenipotentiaries have signed the same, and have affixed thereto the seal of their arms.
Done in duplicate at Guatemala, the 5th day of March, 1898.

THE following is the result of a poll taken at the County Offices, Eketauhuna, on the 12th day of January, 1901, upon a proposal to raise a loan of £400, under “The Local Bodies’ Loans Act, 1886,” and its amendments, for the purpose of forming and metalling part of Central Mangaone Road West (No. 2) :—
Number of ratepayers on special roll, 3 ; number of pollable votes, 3 : Number of ratepayers who voted for the proposal, 3 ; number of ratepayers who voted against the proposal, nil; number of ratepayers who did not exercise their votes, nil.
As the number of ratepayers who voted and the number of votes recorded were in each case the total number on the roll, I therefore declare the proposal carried.

MANGANUI ROAD BOARD.
RESULT of poll of ratepayers of the Stanley Road Special District, taken on Wednesday, 7th November, 1900, upon the proposal to raise a loan of £1,200 under “The Government Loans to Local Bodies Act, 1886,” and its amendments; the loan to be for a term of twenty-six years, and the rate of interest to be 4½ per cent. per annum, as set out in subsection (1) of section 2 of “The Government Loans to Local Bodies Act Amendment Act, 1899”; for the purpose of forming, grading, and metalling the Stanley Road from the end of the present metal to the first bridge opposite Section 22, Block 15, Huiroa; and to spend £100 of this loan on the Manawawiri Road, to give access to Section 16, Block 15; to pay out of such loan the cost of raising it; to strike, as security on this loan, a special rate of 2d. in the pound over the following lands—namely, Sections 16, 17, 19, 20, 21, 22, 23, Block 15, Huiroa Survey District :—
Number of ratepayers on special roll, 6 ; number of votes exercisable, 10 : Number of votes recorded for the proposal, 7 ; number of votes recorded against the proposal, 1.
I therefore declare the proposal carried.

MANGANUI ROAD BOARD.
Special Order for Monmouth Road Loan of £850.
In pursuance and exercise of the powers vested in them in that behalf by “The Road Boards Act, 1882,” the Manganui Road Board do hereby resolve as follows: That, for the purpose of providing the interest and other charges on a loan of £850, authorised to be raised by the Manganui Road Board under the provisions of “The Local Bodies’ Loans Act, 1886,” and its amendments, for the construction of a portion of the Monmouth Road, do hereby make and levy a special rate of 1d. (one penny) in the pound for twenty-six years over the following lands—namely, Sections part 41 (17 acres), 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, Block XIII., Huiroa Survey District; 52, 53, 64, 65, 66, 67, 68, 69, 70, 71, 73, 75, 77, 79, 80, Block I., Ngaiire Survey District—and that such special rate shall be an annual recurring rate during the currency of such loan, and be payable half-yearly on the 1st January and 1st July in each and every year during a period equal to the currency of such loan, being a period of twenty-six years or until the loan is fully paid off, the rate of interest to be 4½ per cent.
I hereby certify that the above special order was made on Monday, 3rd December, 1900, and confirmed on Monday, 7th January, 1901, in accordance with “The Road Boards Act, 1882.”

INDIA.—EAST COAST.
On a date to be hereafter fixed, a triple-flashing white light of the second order, giving three flashes every 10 seconds, will be exhibited on a rock at Seven Pagodas or Mahabalipuram, latitude 12° 37′, longitude 80° 11′, instead of the fixed red dioptric light of the fourth order now displayed there.
- The new light will be visible eighteen miles in clear weather. The arc of illumination is from N.E. through E. to S.S.W. (191° 30′). Bearings are magnetic, and from seaward.
