21.—LESLIE FREDERICK DIXON, schoolboy, aged twelve years, residing at Nelson, attempted to rescue Louis Thomas Louisson, aged thirteen years and a half, from drowning on the 19th March, 1900, at Kingdon’s bathing-hole, Maitai River. Dixon, on hearing that a boy was in great danger of drowning, hastened to the spot, and without hesitation undressed and dived into 6 ft. of water, to find, unfortunately, that Louisson was already dead. He raised the body and brought it ashore. Letter of commendation.
22/23.—WILLIAM JOHN SPENCER, carpenter, aged twenty-six years, residing at Wellington, gallantly and at great personal risk, on the 10th February, 1900, in Wellington Harbour, rescued Edward Thain, aged thirteen years, from drowning. Thain, who was on board the yacht “Spray” when she capsized, was one of six of a crew, of which four were unfortunately drowned. Mr. Spencer dived from a whaleboat when at some distance from the lad, seized him, and was swimming back to the whaleboat when he was seized with a cramp. At this critical moment Edgar McMillan Wylie, law clerk, aged twenty-one years, jumped off the whaleboat, and at very great personal risk gallantly went to the rescue of Spencer and Thain, which he happily accomplished. It was with very great difficulty the rescued and rescuers reached the boat, owing to a very heavy sea running and the water being very cold. Silver medal in each case.
24.—BERT OSGOOD, aged twenty-three years, painter, residing at Blenheim, at personal risk rescued Hilma Silvine, aged eighteen, domestic servant, from drowning on the 13th February, 1900. The girl Silvine threw herself from a stringer of the Opawa Railway-bridge, a distance of from 15 ft. to 18 ft. Osgood, who was in the neighbourhood, hastened to the scene, plunged into the water, which was over 15 ft. in depth, with a fair current running, caught hold of the girl and held her until relieved by a boat. Osgood was considerably exhausted by his efforts. Mr. G. W. McIntosh, of the National Bank of New Zealand, deserves credit for the assistance he rendered in the rescue. Certificate on vellum.

WAITARA WEST ROAD BOARD.
Special Order.
THAT, for the purpose of providing the interest and other annual charges on a loan of £100 for forming and metalling a portion of the Richmond Road, authorised to be raised by the above Board under the provisions of “The Government Loans to Local Bodies Act, 1886,” and the amendments thereof, do hereby make and levy a special rate of 1½d. in the pound upon the rateable value of all rateable property comprising the following lands: Sections 116, 117, 118, 206, and 207, Block XIII., all of which are situated in the Waitara Survey District, Taranaki County. That such rate shall be an annual-recurring rate for a period of twenty-six years, and shall be payable in one instalment at the office of the said Board on the 1st day of January of each and every year during the currency of the loan.
I hereby certify that the above special order has been made and confirmed by the Waitara West Road Board in accordance with the provisions of “The Road Boards Act, 1882.”

THE following is the result of a poll taken on the 6th August, 1900, at the county offices, Eketauna, on a proposal to raise a loan of £100 for the work of metalling a portion of South Road No. 2, Parkville:—
Number of ratepayers on special roll, 5; number of pollable votes, 5: Number of ratepayers who voted for the proposal, 3, exercising 3 votes; number of ratepayers who voted against the proposal, nil; number of ratepayers who did not record their votes, 2, being entitled to exercise 2 votes.
As the number of ratepayers who voted and the number of votes recorded in favour of the proposal are in each case a majority of the total number on the roll, I therefore declare the proposal carried.

THE following is the result of a poll taken on the 6th August, 1900, at the county offices, Eketauna, on a proposal to raise a loan of £50 for the work of forming a portion of the road leading towards the Mangatainoka River from the north end of Nireaha Road, generally known as Mari’s Road:—
Number of ratepayers on special roll, 5; number of pollable votes, 5: Number of ratepayers who voted for the proposal, 1, exercising 1 vote; number of ratepayers who voted against the proposal, nil; number of ratepayers who did not record their votes, 4, being entitled to exercise 4 votes.
As the ratepayer who voted and the vote then recorded in favour of the proposal constitutes a majority, I therefore declare the proposal carried.

The number of valid votes recorded in favour of the proposal being more than three-fifths of the total number of valid votes recorded, I hereby declare the proposal to be carried.

WHEREAS a poll of the ratepayers of the County of Hutt was taken on the 8th day of August, 1900, in accordance with the provisions of “The Local Bodies’ Loans Act, 1886,” and any and every enabling Act in that behalf, upon a proposal to raise a loan to purchase the county offices and site: And whereas the said proposal was to be deemed to be carried if a majority of three-fifths of the valid votes recorded at the poll were in favour of the proposal: Now, I hereby give notice that the number of votes recorded upon the taking of the said poll for and against the said proposal was as follows, viz.:—
For the proposal, 211; against the proposal, 169; informal votes, 4.
And I accordingly declare the said proposal to be rejected, as the required number of votes in favour of it were not polled.
