HIS Excellency the Governor has been pleased to approve of the under-mentioned appointment under amended paragraph 72, Volunteer Regulations:—
New Zealand Volunteer Medical Staff.
James Frederick Carolan to be Surgeon-Captain. Commission to date from the 25th July, 1900.

Notification with Reference to trading with the South African Republic and the Orange Free State.
PROCLAMATION was made by Her Majesty the Queen on the twenty-seventh day of December last, warning persons against aiding the South African Republic or the Orange Free State in hostilities, and against trading with them or with persons resident therein; and, there being reason to believe that some of the terms of this Proclamation have been or may be infringed in New Zealand, His Excellency the Governor directs special attention to such Proclamation, which was originally published in the colony in the New Zealand Gazette of the sixteenth day of March, one thousand nine hundred, and is now republished in this Gazette.
This Proclamation is of general application to British subjects all the world over, and also to foreigners resident or commercially domiciled in any part of Her Majesty’s dominions.
His Excellency calls special attention to that part of the Proclamation which prohibits trading with the said republics, or either of them, or with any persons resident therein. The law of nations prohibits all intercourse between subjects of belligerents which is inconsistent with the state of war between their countries. This includes, —
(1.) Any act or contract which tends to increase the resources of the enemy.
(2.) Every kind of trading or commercial dealing, whether by transmission of money or goods, or orders for the delivery of either, between the countries at war, directly or indirectly, or through the intervention of third persons or partnerships.
(3.) Contracts in any form looking to or involving such transmission, or by insurances upon trade by or with the enemy.
Persons contravening the law will be liable not only to such penalty as it prescribes, but all property of every kind employed in or affected by such trading will be liable to absolute forfeiture. It should also be noted that the ship carrying the property is liable to seizure and forfeiture.

State of War between United Kingdom and South African Republic and Orange Free State.
BY THE QUEEN.—A PROCLAMATION.
VICTORIA, R.
WHEREAS a state of war exists between Us and the South African Republic, and also between Us and the Orange Free State:
And whereas it is therefore expedient and necessary to warn all Our subjects of their duties and obligations towards Us, Our Crown and Government:
Now, therefore, We do hereby warn all Our subjects not to enlist or engage themselves in the military service of the Government of either of the said Republics, or in any way to aid, abet, or assist either of the said Republics in the prosecution of hostilities, and not to carry on any trade with, or supply any goods, wares, or merchandise to, either of the said Republics, or to any person resident therein, or to supply any goods, wares, or merchandise to any person for transmission to either of the said Republics, or to any person resident therein, and not to carry any goods, wares, or merchandise destined for either of the said Republics, or for any person resident therein.
And We do hereby further warn all persons that whoever, in contravention of the law, shall commit any of the aforesaid acts will be liable to such penalty as the law provides.
Given at our Court at Windsor, this twenty-seventh day of December, in the year of Our Lord one thousand eight hundred and ninety-nine, and in the sixty-third year of Our reign.

THE following circular despatch, received by His Excellency the Governor from Her Majesty’s Principal Secretary of State for the Colonies, is published for general information.

SIR,—I have the honour to transmit to you for general information the accompanying copy of a memorandum from the Foreign Office respecting the appointment of British Commercial Agents in Russia, Switzerland, the United States, and Central America, for an experimental period of two years, and the fees to be charged by Her Majesty’s diplomatic missions in consideration of services rendered by commercial agents in making inquiries for private firms.

THE Secretary of State for Foreign Affairs has appointed Mr. Henry Arthur Cooke, Mr. John C. Milligan, Mr. E. Seymour Bell, and Mr. E. H. Melville to be British Commercial Agents in Russia, Switzerland, the United States, and Central America respectively, for an experimental period of two years.
Mr. Cooke’s address is—

The headquarters of the other commercial agents have been fixed at Zurich, Chicago, and Guatemala.
The business of the agents will consist in watching and reporting on the commerce, industries, and products of special districts, and in answering inquiries on commercial subjects.
Individual firms applying for information will have to pay the prescribed fee as hereafter stated.
Communications intended for the commercial agents may be addressed to Her Majesty’s Ambassador at St. Petersburg or Washington, or Her Majesty’s Minister at Berne or Guatemala, as the case may require, in order that the proper fee may be assessed and levied before the desired inquiry is proceeded with.
Simple inquiries can be addressed direct to the commercial agent, accompanied by the fee of 5s.
The following is the scale of fees to be charged by Her Majesty’s diplomatic missions in consideration of services rendered by commercial agents in making inquiries for private firms:—
For ordinary inquiries .. .. .. £ s. d.

For inquiries involving reports as to trades or individuals .. .. .. 1 1 0
For extended inquiries at the discretion of the Ambassador or Minister, not in any case to exceed three months .. £2 2 0 to 5 5 0
If journeys are undertaken the fees will be—
- For agent’s services, per day .. .. 1 1 0
- " for every broken day .. .. 0 10 6
- Subsistence, per night .. .. 1 1 0
together with actual expenses of locomotion.
All fees above 5s. are to be prepaid.
The method employed for levying fees will be as follows:—
In case of an inquiry addressed to the agent which can be answered forthwith, and for which the lowest fee would be charged, he can reply at once, requesting that the sum of 5s. may be sent to the embassy or legation. He will transmit to the mission lists of inquiries so answered, in order that the payments may be checked, and demanded if not already made.
If the fee has been sent with the inquiry he will remit it to the embassy or mission.
In cases of inquiries for which fees of £1 1s. and upwards are to be charged, the agent will forward the information to the mission, for transmission thence in exchange for the fees which may, according to circumstances, be required before the answer is given.
In cases requiring research or a journey the agent will report to the Ambassador or Minister, who will decide whether an offer should be made to procure the information, and, if so, on what terms, or whether it should be stated that the information cannot be procured.
