quires to know (a) in which direction the centre of the storm is situated; (b) in which semicircle the ship is situated.

  1. As these points cannot be determined if a vessel is moving with any speed through the water, the first proceeding should be to “stop” or “heave to,” and, as it is always best to assume at first that the vessel may be in the dangerous semicircle, she should be hove to on the starboard tack in the northern hemisphere and on the port tack in the southern.

  2. If an observer faces the wind the centre of the storm will be from twelve to eight points on his right hand in the northern hemisphere and on his left hand in the southern hemisphere—twelve points when the storm begins, about ten points when the barometer has fallen ⅓ in., and about eight points when it has fallen ⅙ in. or upwards.

  3. If the wind shifts to the right the vessel is in the right-hand semicircle, if to the left in the left-hand semicircle, and if the wind is steady in direction but increasing in force she is in the direct path of the storm.

  4. If the seaman has reason to think that his vessel is in the direct path of the storm he should run with the wind on the starboard quarter in the northern and on the port quarter in the southern hemisphere until the barometer has ceased falling. If she is in the right-hand semicircle in the northern hemisphere she should remain hove to on the starboard tack, but if in the southern hemisphere run with the wind on the port quarter; if she is in the left-hand semicircle in the northern hemisphere she should run with the wind on the starboard quarter, but if in the southern hemisphere remain hove to on the port tack.

  5. Should a vessel not have sufficient room to run when in the least dangerous semicircle, she should heave to on the port tack in the northern and on the starboard tack in the southern hemisphere.

  6. If in a harbour or at anchor the seaman should be just as careful in watching the shifting of the wind and ascertaining the direction of the centre, as by so doing he will be able to tell on which side of the path of the storm he is situated, and be able to act according to circumstances.

  7. Should the centre of a storm pass over a vessel, the wind, after blowing furiously in one direction, ceases for a time, and then blows with equal fury from the opposite direction. This makes a confused pyramidal sea, which is especially dangerous.

AFRICA.

RIVER PUNGUE ENTR.—BEIRA.—On 1st June, 1900, the buoyage is to be changed to a uniform system as follows:—Buoys on the starb. side of the chan. in entering will be red, and numbered from seaward, Nos. 2, 6, 8; buoys on the port side of the chan. will be black, and numbered Nos. 1, 3, 4, 5, and 9. The colour only, not the shape or topmark, is the distinctive char. showing on which side the buoy should be passed. In Feb., 1900, No. 5 buoy was found to be then in approx. 19° 55½′ S., 34° 49′ E., with the S. extr. of Massique Pt. N. 29° W., 2¼ miles, and Pt. Jea tower N.E. Also, there were, after passing No. 6 buoy, two nav. chans. to the anchorage, the wrn. of the two, passing close to Massique Pt. and the coast to the nrd., being the deeper and more intricate. The ern. chan., which lies between Nos. 5 and 7 buoys, was, however, the one generally used. In it the depth is about 20 ft. at H.W. The note on the Admiralty chart has therefore been amended. Caution.—As the banks are liable to change, local knowledge is necessary before attempting to enter. May.

MOSAMBIQUE HARB.—All the lts. destroyed in the harb. (15° 1′ S., 40° 45′ E.) by the cyclone in Dec., 1899, are re-exh. as before; the note respecting them has been erased from the Admiralty charts. May.*

Mauritius.

PORT LOUIS LT.-V.—From the 1st to the 30th June, 1900, this Lt.-V. (20° 8′ S., 57° 29′ E.) in Port Louis roadstead is to be replaced by a Lt.-V. exh. 3 white lts. in the form of a triangle at her masthead. May.

ARABIAN SEA.

West Coast of Hindustan.

MURMAGAO HARB.—Two F. white leading lts., R. 12 miles, are exh. from white cyl. columns in the harb.; the front lt. in 15° 24½′ N., 73° 49¾′ E., on Chiquilim Pt., the rear lt. on Secretario Isl., about 14 cables S. 78° E. from the front lt. The above 2 lts. in line S. 78° E. lead into the harb. It is intended to exh. from the extr. of the pier a F. red lt. vis. through an arc. of 76° over the anchorage, R. 4 miles, in place of the lt. now shown on the pier. The black can buoy marking the Murmagao Rk., and the red conical buoy marking the submerged end of the pier, are to be withdrawn. May.

KANARA COAST.—The following rks. have recently been discovered off the coast: 1. A rk., carrying 15 ft., in approx. 13° 58¾′ N., 74° 28¾′ E., with the summit of Jali Kund or Hog Isl. N. 10° W., 18 cables. 2. A rk., carrying 12 ft. in approx. 13° 57¼′ N., 74° 30¾′ E., with Bhatkal Lt.-H. N. 34° E., 11 cables, and Alvagudda Fort S. 62° E. A red can buoy marks its wrn. edge. 3. A rk., carrying 18 ft., in approx. 13° 52¾′ N., 74° 31′ E., with the srn.-most of Two White Rks. N. 64° E., 9 cables. 4. A rk., carrying 30 ft., with the srn.-most of Two White Rks., N. 60° E., 16 cables, and Single White Rk. N. 16° E. 5. A rk., carrying 11 ft., with the srn.-most of the Two White Rks. N. 10° W., 5⅒ miles, and Yelgetty Guda N. 67° E. All depths at L.W. springs. Caution.—The above are the outer rks. discovered during the survey of this coast; there are others inshore of them not marked on the chart. Mariners are therefore cautioned not to approach this part of the coast, especially in the vicinity of Single White Rk. and Two White Rks. March.

MULPY (MALPE) LT.—On 15th Sept., 1900, the present F. white lt. (13° 21′ N., 74° 42′ E.) is to be replaced by a F. white lt., vis. from all directions seaward, elev. 64 ft. above H.W., R. 9 miles, exh. annually from 15th Sept. to 31st May, from a lantern on a white rk., in 13° 21′ N., 74° 40′ E. May.

MANGALORE.—On 1st May, 1900, a F. white lt., elev. 33 ft. above H.W., R. 11 miles, is to be exh. from a grey Lt.-H., in 12° 50¾′ N., 74° 49½′ E., on the srn. part of the Marine Yard, Mangalore. The lt. (F. white) exh. on the hill above the town at Mangalore has been disc., and until the exh. of the new lt., a temp. F. white lt., vis. from N. through E. to S. 40° E., elev. 40 ft. above H.W., R. 8 miles, was to be exh. at the Port Office Flagstaff (12° 51½′ N., 74° 49′ E.). May.*

INDIAN OCEAN.

Bay of Bengal.

MANAPAD PT.—A group-fl. white lt., showing 2 fls. every 10 secs., elev. 140 ft. above H.W., R. 18 miles, is to be exh. from a white Lt.-H. now in course of constr. on Manapad Pt. (8° 22¾′ N., 78° 3¾′ E.). On the exh. of the new lt., the present F. red lt. will be disc., and its Lt.-H. removed.

KISTNA LT.—A group-fl. white lt., showing 2 fls. every 10 secs., elev. 140 ft. above H.W., R. 18 miles, is to be exh. from a white Lt.-H. now in course of constr. in 15° 47′ N., 80° 59′ E., between False Pt. Divi and Pt. Divi. On the exh. of this lt., Divi Pt. lt. (F. white) will be disc., but the Lt.-H. will remain as a landmark.

MASULIPATAM RIVER ENTR.—An occ. white lt., elev. 33 ft. above H.W., R. 11 miles, is to be exh. from a white Lt.-H. to be constr. in 16° 9′ N., 81° 10′ E., on the coast just nrd. of the river-entr. On the exh. of this lt. the F. white lt. now exh. from a flagstaff at Masulipatam will be disc.

KUTABDIA LT.-H.—The burning of a blue lt. every 15 mins. near the Lt.-H. (21° 52½′ N., 91° 50′ E.) is disc. Feb.

ARAKAN RIVER.—AKYAB HARB.—An 11-ft. rk. lies in approx. 20° 5½′ N., 92° 54½′ E., in the harb., with Savage Island Lt.-H. S. 43° W., 5½ cables, and casuarina tree S. 66° E. Feb.

KRISHNA LT.-V.—This Lt.-V. is replaced on her station (15° 37′ N., 95° 37′ E.), and the temp. Lt.-V. has been withdrawn. May.*

Bonus for the Production of Mineral Manure.—Notice No. 580.

Department of Agriculture,
Wellington, 12th December, 1899.

THE following sum is hereby offered as a bonus for the discovery and working within the colony of a deposit or deposits of marketable mineral manure, viz.:—

£500 IF FOUND ON CROWN LANDS;
£250 IF FOUND ON FREEHOLD LANDS.

The following are the conditions under which the bonus is offered and will be paid:—

  1. That the raw material is easily accessible, and within reasonable distance of a railway or seaport.

  2. That the committee appointed by the Minister for Agriculture to examine the deposit is satisfied that there is sufficient to meet all ordinary demands for five years.

  3. That the manure can be disposed of at a price which will allow of it being remuneratively used for agricultural purposes.

  4. That the composition of the phosphate shall average not less than 40 per cent. of phosphate of lime (tricalcic phosphate); provided, however, should a phosphate of a lower average composition be discovered, the committee may recommend that a portion of the bonus be granted.

The terms of payment will be—

One-fifth on the committee reporting favourably of the discovery;

One-fifth on delivery of first 200 tons;

The remaining three-fifths by equal payments on delivery of each additional 150 tons.

Applications addressed to “The Hon. the Minister for Agriculture, Wellington,” will be received up to and including the 1st day of July, 1900.
