THE following special order, made by the Manganui Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

MANGANUI ROAD BOARD.
Notice is hereby given that the following special order was made on Monday, 11th December, 1899, and confirmed on Tuesday, 9th January, 1900:—
“That, to secure the repayment of a loan of £300 raised under ‘The Government Loans to Local Bodies Act, 1886,’ for the purpose of felling, stumping, forming, and bridging two streams on the Makuri Road, from the western boundary of Section 24, Block XV., Huiroa, to the end of the present formation on Makuri Road West; to pay out of such loan the cost of raising it; to strike as security on this loan a special rate of 1d. in the pound over the following sections—10, 11, 12, 13, 15, Block XI.; 23, 24, Block XV., Huiroa Survey District. Such rate to be an annually recurring rate for twenty-six years, and shall be payable in two half-yearly instalments on the 1st of January and the 1st of July in each year if required.”
I hereby certify that the above special order was duly made in accordance with “The Road Boards Act, 1882.”

MANAWATU COUNTY COUNCIL.
The following is the result of a poll of ratepayers, taken on the 5th January, 1900, on a proposal to raise a loan of £1,870, under “The Government Loans to Local Bodies Act, 1886,” and amendments, for the purpose of forming, trimming, and metalling on the Feilding-Halcombe Road, Stewart’s and Lee’s Line:—
Total number of votes recorded, 71: Total number of votes in favour of proposal, 70; total number of votes against the proposal, 1.
The number of valid votes recorded in favour of the proposal being more than three-fifths of the total number of valid votes recorded, I hereby declare such proposal to be carried.

Regulation for ascertaining Tonnage of Ships, under Section 3 of “The Shipping and Seamen’s Act Amendment Act, 1899.”
WHEREAS it is enacted by subsection (5) of section 3 of “The Shipping and Seamen’s Act Amendment Act, 1899,” that the Minister may from time to time make such regulations as he thinks fit for, amongst other things, defining the manner in which the tonnage of ships shall be ascertained for the purposes of the said section: And whereas it is desirable to make the following regulation:
Now, therefore, I, William Hall-Jones, the Minister having Charge of the Marine Department, do hereby make the following regulation, defining the manner in which the tonnage of ships shall be ascertained for the purposes of the said section.
REGULATION.
The tonnage of ships for the purposes of section 3 of “The Shipping and Seamen’s Act Amendment Act, 1899,” shall be ascertained in the following manner: viz., Measure the length and breadth outside from the inside of the stem to the outside of the sternpost, and the depth inside. Multiply them together and by 0·6, and divide the product by 100. The quotient obtained, added to the product of the measurement of the break, poop, or other closed-in space on the deck, if any, shall be deemed to be the gross tonnage of the ship. From the gross tonnage deduct 25 per cent. thereof for engine-space, and the result shall be deemed to be the register tonnage of the ship.
If there be a break, a poop, or other closed-in space, multiply the mean length, breadth, and depth, and divide the product by 100, and add the quotient obtained to the gross register tonnage.
For ships with raking stem and stern the length shall be taken from the after side of the sternpost on a line with the rabbet of the keel to a plumb line from the fore part of the stem on a line with the gunwale or deck.
