MOA ROAD BOARD.

Special Order.

THAT, to secure the repayment of a loan of £1,500, raised under “The Government Loans to Local Bodies Act, 1886,” for the purpose of forming and metalling the Kaimata Road North, Bristol Road East, Rimutauteka Road, and portion of Mangaone Road from Section 3, Block II., Huiroa S.D., upwards, a special rate of ¹⁵⁄₁₀₀d. in the pound be made and levied over the following lands, which are hereby constituted the “Kaimata North, Bristol East, Rimutauteka, and portion of the Mangaone Roads Special Rating District”: Sections 9, 18, 19, 20, and the eastern portion of 28, Block I., Huiroa S.D.; Sections 3, 4, 5, 6, and the western portion of 7, Block II., Huiroa S.D.; Sections 1, 2, 3, 4, 5, 6, 7 (in two subdivisions), 8, 9, 10, 11, Block XIV., Waitara S.D.; Sections 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, 12, Rimutauteka. Such rate to be an annual-recurring rate for twenty-six years, and to be payable in two half-yearly instalments, on the 1st day of January and the 1st day of July in each year.

RESULT of poll taken on the 27th day of October, 1899, upon the proposal to borrow £1,500 under “The Government Loans to Local Bodies Act, 1886,” and its amendments, for the metalling of certain roads in the Tokomairiro Riding:—

Number of ratepayers on roll, 226; number of votes on roll, 304: Number of ratepayers voting in favour of the proposal, 78; number of votes recorded in favour of the proposal, 108; number of votes against the proposal, 8; votes not recorded, 188.

As a majority of the ratepayers did not vote in favour of the proposal, I hereby declare the proposal lost.

(903.) SOUTH PACIFIC OCEAN.—REPORTED REEF IN LATITUDE 32° 18′ S., LONGITUDE 151° 8′ W.

CAPTAIN H. N. LAMBERT, of the ship “Wachusett,” reports that on 4th June, 1899, about 9 hours a.m., the ship passed over a reef, which appeared to be of coral formation, in latitude 32° 18′ S., longitude 151° 8′ W. The reef appeared to be about 500 ft. wide, and the depth of water on it was estimated to be 5 to 6 fathoms. No soundings were taken. The bottom showed dark grey with deep blue on both sides of the reef. The weather was clear and sea smooth.

(893.) ENGLAND.—SOUTH COAST.—BEACHY HEAD.—NEW LIGHTHOUSE AND TEMPORARY ADDITIONAL LIGHT.

The Trinity House, London, has given notice that, on or about 20th August, 1899, a fixed red light will be exhibited from a staging on the foreshore about 2,200 yards S. 76° E. true (S.E. by E. ⅜ E. mag.) from Beachy Head Lighthouse, on which spot a new lighthouse is being erected.

Approx. position: Lat. 50° 44′ N., long. 14′ 40″ E.

Subsidies to Public Libraries.

NOTICE is hereby given that the sum of £3,000 has been voted by Parliament for distribution to public libraries.

The distribution will take place on the 8th February, 1900, and no claim will be entitled to consideration that shall not have been sent in in due form and received by the Secretary for Education, Wellington, on or before the 31st January, 1900.

A library to be entitled to a subsidy must be public in the sense of belonging to the public, and of not being under the control of an association, society, or club, whose membership is composed of a section of the community only, and if within a borough it must be open to the public free of charge. The receipts for the year must not have been less than £2, exclusive of moneys received from endowments, or from Government, or from Borough or County Councils, or for special building purposes, or as rent, hire, or consideration for the use of any room, or building, or land belonging to the institution, in respect of none of which will subsidy be allowed. The net proceeds of concerts, lectures, or other entertainments on behalf of the current expenses of the
