APPLICATION having been made to me to register a dealing affecting Lease No. 863, of which MARIA HILL is the Lessee, of Section 3, Block LXXII., Town of Invercargill, and evidence having been lodged with me of the loss of the outstanding duplicate of the said lease, I hereby give notice that I intend to register such dealing, and dispense with the production of the said duplicate lease, unless caveat be lodged forbidding the same within fourteen days from the date of gazetting of this notice.

COUNTY OF KAIKOURA.
SPECIAL ORDER.
By-law No. 4.—Hawkers and Pedlars.

FROM and after the commencement and coming into operation of this by-law, it shall not be lawful for any person to carry on the business of a hawker and pedlar in any place whatsoever within the County of Kaikoura without having previously obtained a license as hereinafter directed.

Every person carrying on such business as aforesaid shall be deemed and taken to be unlicensed unless he or she shall prove to the contrary by the production of his or her license or otherwise.

The words “hawker or pedlar” shall include any person or persons who, with or without horses or carriages, shall carry or convey for sale and immediate delivery from house to house any goods, wares, or merchandise, or who shall seek for orders for the purchase, sale, and delivery at any future time of any goods, wares, or merchandise for sale in any public place within the said county; and shall also include any person or persons who shall within the said county sell, or seek for orders for the sale or purchase of, books or other publications, including prints, engravings, and pictures, either for themselves as principals, or as agents for the publishers of such books or publications, prints, engravings, or pictures, or for any other person whatsoever.

The license shall be issued by the County Clerk to any person applying for the same on payment of the undermentioned fees, which shall be payable to the County Fund for such licenses:—
(a.) License-fee for any person who shall carry his or her goods or samples by hand or in a pack: For a year, ten shillings (10s.).
(b.) License-fee for a person who shall carry his or her goods or samples by means of a pack-horse or pack-horses: For a year, one pound (£1).
(c.) License-fee for a person who shall carry his or her goods or samples by means of a vehicle drawn by one or more horses, mules, or other beasts of burden: For a year, five pounds (£5).
Yearly licenses shall expire on the 31st day of December of each and every subsequent year.
All licenses shall be dated on the first day of the month then current.

- Nothing in this by-law shall render it necessary for a license to be obtained by the following persons, as such:—
(a.) Commercial travellers or other persons selling or seeking orders for goods, wares, or merchandise to or from any person or persons who are dealers therein, or who buy to sell again.
(b.) Persons selling or exposing for sale goods, wares, or merchandise in any public mart, market, or fairly legalised establishment; or any person selling or offering for sale meat, bread, fish, fruit, garden farm or dairy produce.

Any person guilty within the County of Kaikoura of any contravention, omission, or neglect of any of the provisions contained in this by-law shall be and be deemed to be guilty of a breach thereof, and shall on being convicted of every such breach be liable to a penalty not exceeding five pounds, and, in case of a continuing breach, to a further penalty not exceeding five pounds for every day or part of a day (following the day upon which such breach shall have been originally committed) during which such breach shall continue.

This by-law shall come into force on the 1st day of January, 1900.

The by-law relating to hawkers and pedlars passed by the Kaikoura County Council on the 19th day of June, 1890, is hereby repealed.
Passed by the Council at a special meeting of the Council of the County of Kaikoura held for that purpose on the 21st day of October, 1899.
Confirmed by the Council of the County of Kaikoura at a special meeting held for that purpose on the 22nd day of November, 1899, the notice of which had been duly advertised once in each week between the aforementioned meetings, in accordance with the provisions of “The Counties Act, 1886.”
In witness whereof we have, this 22nd day of November, 1899, caused the common seal of the Chairman, Councillors, and Inhabitants of the County of Kaikoura to be hereunto affixed in the presence of—

George Bonnington and Emil Christian Skog as the two members of the Board for the District of Canterbury, and Messrs. Alexander Bagley and Thomas Johnstone as the two members of the Board for the District of Otago; and of the number of votes received by each candidate at the voting taken this day for the election of four members of the Board for the Central District of Wellington—
