THE following notice, received from the Chairman of the Stratford Town Board, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1886.”

Juliet Street North Loan of £100.—Result of Poll taken 14th June, 1898.
Number of ratepayers on roll, 9, representing 27 votes: Number of votes recorded in favour, 22; against, nil; number of votes not recorded, 5; number of voters voting in favour, 7; against, nil; not voting, 2.
A majority of ratepayers, exercising a majority of votes, having voted in favour of the proposal, I therefore declare the proposal to be carried.

THE following notice, received from the Chairman of the Spring Creek River Board, is published in accordance with the provisions of “The Local Bodies’ Loans Act, 1886.”

SPRING CREEK RIVER BOARD.
In accordance with “The Local Bodies’ Loans Act, 1886,” “The Regulation of Local Elections Act, 1876,” and the amendments thereof, notice is hereby given that the following is the result of the poll taken on 15th June, at Marlboroughtown, upon a proposal to borrow £2,000 by way of loan to construct protective works along the Wairau and Opawa Rivers, to prevent the water of the same from overflowing the adjoining lands :—
Number of ratepayers on roll, 140, exercising 224 votes: Number of ratepayers who voted for the proposal, 77, exercising 133 votes; number of ratepayers who voted against the proposal, 3, exercising 5 votes; number of ratepayers who voted informally, 2, exercising 4 votes; number of ratepayers who did not record their votes, 58, exercising 82 votes.
As the number of ratepayers who voted and the number of votes recorded in favour of the proposal are in each case a majority of the total number on the roll, I therefore declare the proposal carried.

THE following notice, received from the Chairman of the Manukau Water-supply Board, is published in accordance with the provisions of “The Water-supply Act, 1891.”

MANUKAU WATER-SUPPLY DISTRICT.
Result of Poll for Special Loan.
I, WILLIAM STEPHEN COCHRANE, Chairman of the Manukau Water-supply Board, hereby give notice that the result of the poll of the ratepayers of the Manukau Water-supply District upon the proposal to raise a special loan of £10,000 for the purposes of a water-supply for the said district, which was held on the 15th day of June, 1898, was as follows :—
Total number of ratepayers on the roll, 173, representing 806 votes and £268,308 in rateable value: Number of ratepayers who voted for the proposal, 154, representing 275 votes and £244,888 in rateable value; number of ratepayers who voted against the proposal, 4, representing 5 votes and £4,410 in rateable value.
As more than one-half of the ratepayers entitled to vote, representing more than three-fifths majority in number of all votes recorded at the poll, and more than three-fifths of the rateable value of the property in the said district, recorded their votes in its favour, I declare the proposal to be carried.

In the matter of “The Water-supply Act, 1891,” and “The Counties Act, 1886.”
I, William Stephen Cochrane, Chairman of the Manukau Water-supply Board, do hereby solemnly and sincerely declare that all proceedings required by “The Water-supply Act, 1891,” and “The Counties Act, 1886,” to be taken in or towards obtaining the sanction of the ratepayers of the Manukau Water-supply District to the proposal of the Manukau Water-supply Board to raise a special loan of £10,000 for the purposes of a water-supply for the said district have been duly taken, and that the resolution in favour of the proposal has been duly carried.
And I make this solemn declaration conscientiously believing the same to be true, and by virtue of “The Justices of the Peace Act, 1882.”

WEDNESDAY, the 13th day of July next, will be observed as a public holiday in the Government offices throughout New Zealand for the celebration of Arbor Day.
In order that the movement may be made as successful as possible, the Government hopes that the Mayors of the various municipalities and Chairmen of local bodies will place the matter prominently before the people of the colony, and do all they can to encourage the planting of public reserves and other available lands, both public and private, with trees suited to the locality.

WAIMAKARIRI RIVER.—ERECTION OF TEMPORARY FLAGSTAFF ON SOUTH SPIT.

Wellington, N.Z., 9th June, 1898.
THE Waimakariri Harbour Board has given notice that, owing to changes in the Waimakariri River at its mouth, a temporary flagstaff has been erected on the South Spit, on which bar signals will be shown for the guidance of vessels entering and leaving the river. This flagstaff is about 40 ft. high, and stands about three-quarters of a mile to the eastward of the permanent signal staff. It is near the present bar, and will be shifted as may be necessary for safe navigation.

REFERRING to the notification dated the 25th April, 1898, published in the New Zealand Gazette of the same date, page 681, His Excellency the Governor directs that the following despatch, received from Her Majesty’s Secretary of State for the Colonies, be published for general information, and His Excellency enjoins, on Her Majesty’s behalf, that the rules therein mentioned, and published herewith, are to be obeyed by all persons within the colony.

SIR,—With reference to my telegrams communicating to you the rules for the observance of the duties of neutrality to be in force during the existing state of war between Spain and the United States of America, I have the honour to transmit to you a copy of a letter from the Foreign Office, embodying those rules, together with copies of Her Majesty’s Proclamation of neutrality.
I have to request that you will cause both documents to be immediately published throughout the colony under your government, referring to the Proclamation or notifications you may have already issued on receipt of my telegraphic instructions on the subject, and that you will not fail to conform to Her Majesty’s commands.
