Land declared to be Crown Land subject to “The Land for Settlements Act, 1894.”

A PROCLAMATION.
WHEREAS the land described in the First Schedule hereto is hereby given in exchange for the freehold land described in the Second Schedule hereto, under the provisions of “The Land for Settlements Act, 1894” (hereinafter termed “the said Act”), and such exchange thereof has been concluded as by the said Act is provided: And whereas it is enacted by the said Act that all land so acquired shall be proclaimed as Crown land subject to the provisions of the said Act:
Now, therefore, I, Uchter John Mark, Earl of Ranfurly, the Governor of the Colony of New Zealand, in exercise and pursuance of the power and authority conferred by the said Act, do hereby proclaim and declare that the land described in the Second Schedule hereto shall, on the date of the publication hereof in the New Zealand Gazette, be and be deemed to be Crown land subject to the provisions of “The Land for Settlements Act, 1894.”
FIRST SCHEDULE.
All that area in the Canterbury Land District, containing by admeasurement 333 acres, more or less, situated in Burke and Tengawai Survey Districts, being Section No. 36218; as the said area is coloured yellow on the plan hereinafter mentioned.
SECOND SCHEDULE.
All that area in the Canterbury Land District, containing by admeasurement 199 acres 1 rood, more or less, situated in Burke Survey District, being Sections Nos. 34431, 34481, 34430, and part of Section No. 29564; as the said area is coloured red on the plan hereinafter mentioned.
As the areas described in the above Schedules are delineated upon the plan marked S.G. 18979, deposited in the Head Office of the Department of Lands and Survey, at Wellington, in the Wellington Land District, and thereon coloured as above noted.
Given under the hand of His Excellency the Right Honourable Uchter John Mark, Earl of Ranfurly; Knight Commander of the Most Distinguished Order of Saint Michael and Saint George; Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies; and issued under the Seal of the said Colony, at the Government House, at Christchurch, this sixteenth day of February, in the year of our Lord one thousand eight hundred and ninety-eight.

Powers delegated to the Waikouaiti Domain Board under “The Public Domains Act, 1881.”

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this fifteenth day of February, 1898.
Present:
THE RIGHT HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
WHEREAS by the twelfth section of “The Public Domains Act, 1881,” it is, inter alia, enacted that the Governor, by Order in Council, may from time to time delegate all or any of the powers by the said Act conferred, save as is therein mentioned, to any person or persons, for any period, and subject to such stipulations as may be specified in such Order, and that every such delegation may from time to time in like manner be altered or revoked: And whereas, pursuant to “The Public Reserves Act, 1881,” by an Order in Council of even date herewith, the land described in the Schedule thereto, being Section No. 2, Block XXIV., Township of Waikouaiti, is declared to be brought under the operation of and to be subject to the provisions of the said “Public Domains Act, 1881”:
Now, therefore, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth by this present Order delegate all the powers conferred by the Act first above mentioned, except the powers under or conferred by sections five and twelve thereof, to
The Waikouaiti County Council,
which shall be known as the Waikouaiti Domain Board (hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the last Friday in each month, at the County Council Office, Hawksbury, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Friday, the twenty-fifth day of March, one thousand eight hundred and ninety-eight.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The Chairman of the Waikouaiti County Council shall be the Chairman of the Board. He may join in the discussion, and shall have an original as well as a casting-vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

ORDER IN COUNCIL.
At the Government Buildings, at Wellington, this fifteenth day of February, 1898.

THE RIGHT HONOURABLE R. J. SEDDON PRESIDING IN COUNCIL.
IN exercise and pursuance of the powers and authorities vested in him by “The Public Domains Act, 1881,” His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council thereof, doth hereby revoke a certain Order in Council, dated the seventeenth day of February, one thousand eight hundred and ninety, making delegation of certain powers in manner as therein appears; and doth, with the like advice and consent, by this present Order, delegate, but only with respect to the piece or parcel of land described in the Schedule hereto, all the powers conferred by the Act aforesaid, except the powers under or conferred by sections five and twelve thereof, to the under-mentioned persons, who shall be known as the Hirstfield Public Domain Board, namely,—

JOHN FORBES,
LEONARD CROSS,
HENRY McQUILLAN, Jun., and
FREDERICK HERMAN WILSON
(hereinafter referred to as “the Board”), subject to the stipulations hereinafter contained, that is to say,—

The Board shall meet for the transaction of business on the third Saturday in each month, at noon, at Hirstfield, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Saturday, the nineteenth day of March, one thousand eight hundred and ninety-eight.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the third Saturday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote.
