Native Land proposed to be taken for Drainage-works in the Manawatu Drainage District.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twentieth day of September, 1897.
Present:
His Excellency The Governor In Council.
WHEREAS the land mentioned in the Schedule hereto is required to be taken for a public work, to wit, the construction of a drain in the Manawatu Drainage District:
And whereas the said land is held or occupied by Native owners under a title which is not derived from the Crown:
And whereas a map in duplicate has been prepared of the said land by the Manawatu Drainage Board, as required by the eighty-eighth section of "The Public Works Act, 1894":
Now, therefore, in pursuance and exercise of the powers vested in him by the eighty-eighth section of the said Act, and of all other powers in anywise enabling him in this behalf, His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby declare that the land shown upon such map, and described in the Schedule hereto, shall be deemed to be taken for the purpose of the said drain, and the said land shall vest in the Manawatu Drainage Board as from the thirtieth day of October, one thousand eight hundred and ninety-seven.

Extending Time for Elections, Borough of Greymouth.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twentieth day of September, 1897.

His Excellency The Governor In Council.
WHEREAS the Returning Officer for the Borough of Greymouth failed to take the necessary steps for holding the annual election of Councillors for the said borough on the second Thursday of the present month of September, as provided by "The Municipal Corporations Act, 1886," and it is expedient to extend the time for holding such election:
Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance of the power vested in him by the said "Municipal Corporations Act, 1886," and by and with the advice and consent of the Executive Council of the said colony, doth hereby order and declare that the time for holding the said election of Councillors for the Borough of Greymouth shall be and the same is hereby extended to Thursday, the fourteenth day of October, one thousand eight hundred and ninety-seven.

Regulations under "The Government Railways Department Classification Act, 1896."

ORDER IN COUNCIL.
At the Government House, at Wellington, this twentieth day of September, 1897.

His Excellency The Governor In Council.
In pursuance and exercise of the powers conferred upon him by "The Government Railways Act, 1894," and of all other powers and authorities him enabling in this behalf, His Excellency the Governor of the Colony of New Zealand, acting by and with the advice and consent of the Executive Council of the said colony, doth hereby revoke the respective regulations made under subsection five of section nine of the first-mentioned Act on the fourth day of March, one thousand eight hundred and ninety-five, and under section six of the same Act on the eighth day of May, one thousand eight hundred and ninety-five, and gazetted respectively on the seventh day of March and the thirtieth day of May, one thousand eight hundred and ninety-five, and doth hereby make the regulations set forth in the Schedule hereto.
SCHEDULE.
REGULATIONS.

  1. In these regulations—"department" means that branch of the public service employed in connection with the Government railways open for traffic; "Minister" means the Minister for Railways; "member" means any person in the permanent employment of the department.
    Admission to the Service.
  2. No person shall become a member of the department unless he makes application in that behalf in his own handwriting, on the form to be obtained from the General Manager of the New Zealand Railways, Wellington, or from the officers in charge of the various districts throughout the colony, which form must be properly filled in, and supported by the following documents:—
    (a.) Registrar's certificate of birth, or duly-stamped statutory declaration of date of birth.
    (b.) Originals of education certificates.
    (c.) Two satisfactory testimonials as to character from well-known individuals.
    (d.) A satisfactory testimonial from last employer (if any) as to ability and character, or satisfactory explanation why such testimonial is not procurable.
  3. No person shall become a member if three or more persons belonging to his family are already members (family to include father, mother, and their children).
  4. No person shall become a member unless he possesses the educational qualification following, that is to say,—
    In the case of a labourer or platelayer, the Third Standard of the Government schools, or its equivalent;
    In the case of a cadet, the Sixth Standard of the Government schools, or its equivalent;
    In every other case, the Fifth Standard of the Government schools, or its equivalent.
  5. For the purpose of determining the educational qualifications of every applicant the certificate of the Education Department shall be accepted:
    Provided that in the absence of such certificate it shall be sufficient if the applicant furnishes a certificate from the proper authority that he has passed an equivalent examination elsewhere than in a Government school.
  6. Applications must be addressed to the General Manager, Wellington, and will be recorded in the General Manager's office.
  7. Applications will lapse after being on hand for six months unless renewed before the expiration of that period, and if so renewed they shall continue to rank as on the date when they were first recorded.
  8. No person shall become a member until and unless he passes a satisfactory medical examination (fee to be paid by the department) by a medical officer named by the department, and also finds such guarantee of fidelity as the Minister requires.
  9. The age of the applicant at the time of his becoming a member shall not be less than the minimum nor greater than the maximum following:—
    In the First Division— Age at Entry.
    As a cadet . 14 to 17 years last birthday.
    In the Second Division—
    As a junior porter . 16 to 18
    platelayer 16 to 18
    striker . 16 to 18
    machinist 16 to 18
    labourer 16 to 18
    rivet-boy . 16 to 18
    cleaner . 18 to 19
    platelayer . 24 to 34
    labourer . 24 to 34
    As an apprentice . 15 to 16½ years of age.
  10. No person shall become a member without the approval of the Minister, and all appointments to Subdivision I. of the First Division shall be made by the Governor.
    Probation.
  11. Except in the case of apprentices, every person who becomes a member after the date of these regulations shall be deemed to be on probation during the first three years.
