The Board shall meet for the transaction of business on the last Wednesday in each month, at three o’clock p.m., at the Selwyn County Council Office, Christchurch, or at such other time or place as may from time to time be fixed by the Board. The first meeting shall be held on Wednesday, the twenty-eighth day of April, one thousand eight hundred and ninety-seven.

Special meetings may be convened by the Chairman or by any two members of the Board, provided that two days’ notice of such meeting be given to each member, specifying the business to be transacted at such special meeting; and no other business than that so specified shall be transacted at such meeting.

Any three of the said Board shall form a quorum. Any meeting may be adjourned from time to time.

The members of the Board shall, at their first meeting, and thereafter at an annual meeting to be held on the last Wednesday in January in every succeeding year thereafter, elect one of themselves to be Chairman, who may join in the discussion, and shall have an original as well as a casting vote. The Chairman shall hold office until the election of his successor.

If at any meeting the Chairman is not present at the time appointed for holding the same, the members present shall choose some one of their number to be chairman of such meeting.

If, by resignation, death, or incapacity, or otherwise, the office of Chairman shall be or become vacant, the members may at any monthly or special meeting appoint a Chairman.

All questions shall be determined by the majority of votes of the members of the Board present at a meeting.

SCHEDULE.
All that parcel of land in the Canterbury Land District, containing by admeasurement 20 acres, more or less, being Section No. 3048 (in red), Block XII., Leeston Survey District. Bounded towards the north by a road-line, 1170·5 links; towards the east by Section No. 19, Block X., Reserve 959, 2088·5 links; towards the south by Section No. 18 of said block, 728·3 links; and towards the west by a road-line along the River Selwyn, 2143·2 links: be all the aforesaid linkages more or less; as the same is delineated on the plan deposited in the office of the Chief Surveyor, Christchurch.

Regulations under “The Alcoholic Liquors Inspection Act, 1896.”

ORDER IN COUNCIL.
At the Government House, at Wellington, this twelfth day of April, 1897.

His Excellency the Administrator of the Government in Council.
WHEREAS by the third section of “The Alcoholic Liquors Inspection Act, 1896,” it is among other things enacted that the Governor may from time to time, by Order in Council, make regulations in order to define the powers and functions of special Inspectors, and to give full effect to the purposes of the said Act: Now, therefore, His Excellency the Administrator of the Government of the Colony of New Zealand, in pursuance and exercise of the powers and authorities conferred upon him by the said Act, and by and with the advice and consent of the Executive Council of the said colony, doth hereby make the regulations set forth in the Schedule hereto, for the several purposes mentioned in the said Act.

SCHEDULE.

The duties of the special Inspectors are to prevent and detect violations of “The Licensing Act, 1881,” and the sale of adulterated liquors; and for the purpose of enabling them the more effectively so to do, they shall have the powers and functions hereinafter set forth.

Every special Inspector shall be deemed to be an Inspector of Licensed Premises duly appointed under “The Licensing Act, 1881.”

With respect to all licensed premises inspected by a special Inspector, he shall in each case satisfy himself that the same are properly kept and conducted as regards accommodation, cleanliness, sanitary arrangements, food, attendance, fire-escapes, and otherwise; and also that all closets, urinals, cesspools, and drains attached to or connected with such licensed premises are clean and properly kept.

He shall report to the Minister of Justice any case that comes under his notice of any licensee being guilty of any infringement of any Act in force relating to the registration of trade-marks.

The standard strength to which spirituous liquors may be reduced by an admixture of pure water, without being deemed to be adulterated, is 25 degrees under proof for brandy, whiskey, or rum, and 35 degrees under proof for gin; but such spirituous liquor shall be deemed to be adulterated if reduced below such standard strength.

In every case where a special Inspector obtains any samples of liquor from the licensee or other person in charge of any licensed premises for the purpose of analysis under section 180 of “The Licensing Act, 1881,” and pays or tenders payment for such samples, the following provisions shall apply:—
(a.) He shall be deemed to have purchased such samples within the meaning and for the purpose of sections 17 and 18 of “The Adulteration Prevention Act 1880 Amendment Act, 1883.”
(b.) He shall make the notification and offer prescribed by the aforesaid section 17, and dispose of the samples in manner prescribed by the aforesaid sections 17 and 18: Provided that in every case he shall, in the presence of such licensee or person in charge, seal with his own seal, and also, if such licensee or person so desires, with the seal of such licensee or person, every part into which such samples are divided, as prescribed by the aforesaid sections 17 and 18.
- Every special Inspector shall report monthly to the Minister of Justice the result of his inspections, showing the names of the houses inspected and of the licensees thereof, and also the result of every analysis made by him during the month, together with such other particulars as he thinks fit or the Minister directs. In such monthly report he shall also make such suggestions or recommendations as he deems expedient for the better administration of the Licensing Acts.

Extending Time for Preparation of Valuation List of the Borough of Birkenhead.

WHEREAS it has been made to appear that the preparation of the valuation lists for the Borough of Birkenhead cannot be completed by or within the time mentioned in “The Rating Act, 1894”:
Now, therefore, His Excellency the Administrator of the Government of the Colony of New Zealand, in exercise of the powers vested in him by the said “Rating Act, 1894,” and by and with the advice and consent of the Executive Council of the said colony, doth hereby extend the time for completing the preparation of the valuation lists of the said borough until the fifteenth day of April, one thousand eight hundred and ninety-seven; and doth also extend the time during which such valuation lists shall lie open for inspection and during which objections thereto may be made, until the fifteenth day of May, one thousand eight hundred and ninety-seven.
