SPECIAL ORDER.

THAT this Board resolve that a special rate of ½d. in the pound be struck on the rateable value of the following sections, viz.: 47, 48, 49, 50, 51, 52, 61, 62, 63, 64, 65, 66, 67, 68, 69, and 70, Subdivision C; 30, 31, and 32, Subdivision H; 16, part 18 (4), part 15 (1), part 15 (6), part 15 (5), Subdivision O; and Sections 161, 168, 169, Mugby Junction, in the Manchester Road District, to be called No. 5 Special Rating District, for the purpose of providing interest on a loan of £150, to be borrowed under “The Local Bodies’ Loans Act, 1886,” and “The Government Loans to Local Bodies Act, 1886,” and their amendments, for regrading and widening formation of Proctor’s Hill, on the Bunnythorpe Road; such rate to be annually recurring for twenty-six years, and payable at the Board’s office, in two equal instalments, on the 1st day of April and October in each year.

Alterations to the Scale of Fares, Rates, and Charges in Force upon the New Zealand Government Railways.

IN pursuance of all powers and authorities enabling me under “The Public Works Act, 1894,” and any amendment thereof, and also of “The Government Railways Act, 1894,” I, Alfred Jerome Cadman, the Minister for Railways, do hereby make the following alterations in the scale of fares, rates, and charges in force on the New Zealand Government railways open for traffic, such alterations to come into force on and after the 1st day of April, 1897:—

PART I.—PASSENGERS: GENERAL FARES AND REGULATIONS.

TECHNICAL SCHOOLS COMMUTATION TICKETS.

Twenty-trip commutation tickets, available for three months from date of issue, will be issued to bonâ fide students and scholars attending technical schools or classes (including music-schools) registered with the Minister of Education.

The name of the purchaser must be duly inscribed on the ticket, which will be available only for use by the purchaser when travelling to or from the technical school or class for the purpose of receiving tuition. If used for any other purpose the ticket will be forfeited.

Any portion of the ticket punched, detached, or not used before the date on which the ticket expires will not be available for use.

The tickets are not transferable.

They will be charged as follows:—

Applications must be accompanied by a certificate in the following form, signed by the director of the technical school or class:—

“I hereby certify that A.B., residing at __, is a bonâ fide student or scholar in attendance at __ Technical [Music] School [Class], duly registered with the Minister of Education, and that present age is __ years __ months.”

These tickets will be issued conditionally on a roll of attendance being kept at each technical or music school or class, such roll to be open for inspection by any officer of the Railway Department deputed for that purpose.

PART II.—LUGGAGE, PARCELS, HORSES, ETC.

LEFT PARCELS.

Any parcel not claimed within three months may be sold.

MISCELLANEOUS.

When goods, live-stock, parcels, and luggage specified in Part V. as at “owners’ risk” are charged at the ordinary rates, such goods, live-stock, parcels, and luggage will be received, held, and conveyed at the sole risk of the owner; but they may be received, held, and conveyed at the risk of the Railway Department, subject to the following limitations, upon the consignor specifying in the consignment-note “At railway risk,” in which case the rate will be increased by one-sixth of the ordinary rates.

In accordance with the 189th section of “The Public Works Act, 1894,” the liability of the Minister for loss or damage is limited in respect to certain classes of goods termed “special goods,” unless such goods are declared by the consignor to be “special goods,” and the value is stated in the consignment-note.

The following are the limitations in value, viz.:—

Goods declared to be “special goods” are specified in Part V. Any package or animal which exceeds in value the sum of £500 is also declared to be “special goods,” and will be carried under special contract only. When goods are declared in the consignment-note to be “special goods,” and the value is also stated therein, a charge of 1 per cent. on such value will be made for insuring the same, except in the case of horses or other live-stock, for which the charge for insurance shall be 5 per cent. on the declared value. The value of each package must be separately stated.

The Minister reserves the right to inspect all goods and live-stock before insuring or accepting same for transit. For this purpose, if considered necessary, any package must be opened by the sender at his own expense.

PART III.—GOODS: REGULATIONS.

(5.) CLASS F.—HAY, TURNIPS, FIREWOOD, ETC.

Lime (native produce) from local kilns will be charged as Class Q if cheaper than Class F. The minimum quantity to be charged as Class Q will be 4 tons; any less quantity will be charged as such minimum or as Class E (actual weight), single rate.
