My Lord,—I have the honour to acknowledge your telegram of the 19th December, and to inform you that the Queen has been pleased to approve of the retention of the title of “Honourable” by Mr. Joseph George Ward on his quitting office after more than three years’ service as a member of the Executive Council of the Colony of New Zealand, and that a notification to this effect will be published in the London Gazette.

SOUTH AFRICAN REPUBLIC.—ALIENS LAW.

WHEREAS it has been found necessary to make regulations with regard to the admission of aliens into this republic, it is hereby made known that, in accordance with Article 6 of the Grondwet, the following regulations have been made:—

Article 1.—All foreigners, other than natives, will be admitted into this republic, provided they are furnished with a proper foreign passport, given by or on behalf of the Government of the country to which they belong, and viséd by a Consul or consular official of the republic.

Article 2.—Such passports must show that the said foreigner has sufficient means of subsistence, or can obtain such by his work.

Article 3.—Failing the possession of a passport as aforementioned, foreigners may be admitted on letters of indication, or even on mere mention of their names, provided, however, they can prove their identity, and can show that they can fulfil the conditions laid down in Article 2 to the satisfaction of the authorities named hereafter.

Article 4.—Admission is granted by the Field-cornet at the place of first arrival, or, on crossing the frontier, by the official appointed by the Government, through the issue of a travelling- and residing-passport.

Article 5.—Such travelling- and residing-passport shall be valid for a period of three months, but can each time be renewed for a further three months by the Field-cornet of the place where the foreigner is residing.

Such renewal can only be refused through non-fulfilment of the requirements laid down in Article 2.

The decision of the Field-cornet shall be subject to an appeal to the Government.

Article 6.—Foreigners, who, when applying for a renewal of their travelling- and residing-passports, declare that they intend to settle in the Republic, need only renew their travelling- and residing-passports once a year, provided always that they give the required guarantee that they will be obedient to the laws of the country, by making a sworn or other declaration to the satisfaction of the Field-cornet.

Article 7.—The above regulations shall not be applicable to foreigners who may be already residing in the Republic on the coming into force of this law, or who have been duly registered according to law at the Field-cornet’s office, or who may so register themselves within one month.

Article 8.—Travelling- and residing-passports, as mentioned in this law, must be shown on demand to any Landdrost, Mining Commissioner, Resident Justice of the Peace, or Field-cornet.

Article 9.—Foreigners who are residing within the republic contrary to the conditions of this law, and who are not in possession of the necessary travelling- and residing-passports, can be expelled from the country according to Law No. 25 of 1896.

Article 10.—This law shall come into force on the 1st of January, 1897.

to be a Registrar of Brands for the Wanganui Branding District, and to be Chief Registrar of Brands for the New Plymouth, Wanganui, and Rangitikei Branding Districts, in terms of “The Stock Act, 1893,” to date from the 1st October, 1896, vice R. Hull, resigned.

Revocation of Appointment of Sufferance Wharves, and of Places for the Examination of Goods.

CUSTOMS.—In exercise of the power in me for this purpose vested by “The Customs Laws Consolidation Act, 1882,” I, the Minister acting for the Commissioner of Trade and Customs, do, by this order under my hand, revoke and annul the appointment of sufferance wharves appointed at Wellington for the loading and unloading of free and duty-paid goods and New Zealand produce, and of the buildings appointed to be places where goods may be deposited for examination on the landing thereof, as appointed and described in Commissioner’s Order No. 384, of the 29th day of January, 1891.
