Two months of river or lalke service, in a capacity not
lower than that of third enginee, whils in posession of a
third-class enginee's certificate, may be deeme equivalent
to one month of sea service, provided that—

For a second-class certificate, not less than three months
of the qualifying service must be actual sea service, and
that—

For a first-class certificate, at least six months of the
qualifying service must have been at sea in a grade not
below that of third enginee, where an enginee of a lower
grade is carried. During the last eighteen months of this
service the candidate must have been in posession of a
second-class enginee's certificate of competency.

Service in auxiliary-screw steamsips.

  1. Service performed on board auxiliary-screw whalers,
    and other vese with auxiliary stam-powr, in the capacity
    of enginee, may be allowed to count towards qualifying
    candida for examiation for second-class enginee's certi-f
    ficate of competency to the extent of one-half the time the
    vese is actually at sea, provided he is in posession of a
    third-class enginee's certificate, unless the candidate is
    able to prove a larger amount of time under stam, in which
    case he will be allowed to count the whole of such extended
    time.

Asistant enginee.

  1. Service entered upon a ship's articles as having been
    performed in the capacity of asistant enginee must be
    supported by proof of the candidate having acte as second,
    third, or fourth enginee, as the case may be.

Service in home or coasting trade.

  1. The service required by the regulations to qualif a
    candida for examiation is to be regared as referrig to
    service in the foreign trade only. Service in the home or
    coasting trade must amount to at least half as much again
    as that required by the regulations, to make up for the time
    spent in port—e.g., for every twelv months' service under
    the regulations, eighteen months' service in the home or
    coasting trade will be required. In all cases the length of
    service is deeme to commence on the date of signing of the
    articles of agreement, and to end on the date of dischage.

Service as enginee only accepted as qualifying service.

  1. Service in the engine-rom (afterwards referred to), for
    qualifying a candida to be examied for a second-class
    enginee's certificate, must be only in those capacities
    which afford opportunities of obtaiing practical experience
    as an enginee; and service in the capacity of fireman, stoker,
    donkeyman, greaser, winchman, labouer, enginee's stward,
    or any other capacity than that of enginee, taking watch on
    engine and boiers for propelling, will not be accepted.

Service as third and fourth enginee.

  1. Service as third and fourth enginee in foreign-going
    steame, where more than three or four enginee, as the case
    may be, are carried, their names being all entered on the
    articles in their respecive ratigs, may be accepted equall
    with service as second enginee to qualif a candida for
    examiation for a first-class enginee's certificate, provided
    he has during the whole of such service been in posession
    of a second-class enginee's certificate (Imperil, or under
    Order in Council), and provided also that he was regularly
    in charge of a watch. In the case of fourth enginee, however,
    eighteen months of such service must be prov for every
    twelv months required by the regulations.

Service as second enginee where certificate not required.

  1. If a candidate has served in the engine-rom with a
    second-class certificate in the capacity of a second enginee
    in steamsips which are not required by law to carry a
    certificated second enginee, his service may be accepted
    without reference to the vese's horse-powr, provided he has
    been on the ship's articles as second enginee, and produce
    certific of dischage as second enginee for the required
    period.

Unsuccessf candidate may in certain cases receive certificates
for inferior grade.

  1. In cases where the candidate is already in posession
    of a certificate of service, should he fail to pass the examia-tion for the higher grade, but passes the examiation for the
    lower grade, he may receive a certificate accoringly, but no
    part of the fee will be returned.

Inaccurate statements of service.

  1. It is provided by "The Shippig and Seame's Act, 1877"
    (sec. 132), that every person who makes, or procures to be
    made, or assits in making, any false representation for the
    purpose of obtaiing for himself or for any other person a
    certificate of competency, shall for each offence be deeme
    guilty of a misdemeanour, the punisment for which is
    imprisonment for any period not exceedig twelv months, with
    or without hard labou, or a penalty not exceedig one hundred
    pounds.

  2. These provisio will be stricly enfored by the Marne
    Department, and any candidate for a certificate of compe-tency as first, second, or third enginee who shall, for the
    purpose of obtaing any such certificate, present to the
    examiner any "application to be examied for a certificate
    of competency" (Exn. 3), or statuory declaratio, containing
    any false or designedly inaccurate statement of service, and
    any other person who shall make or prepare, or assist in
    making or preparig, any such false or inaccurate statement,
    will be prosecuted.

If after passing examiation services are found to have been
insufficien.

  1. If after a candidate has passed his examiation it is
    discovere, on further investigation, that his services are
    insufficien to entitle him to receive a certificate of the
    grade for which he has passed, it will not be granted to
    him; but, if the Marne Department are satisfie that the
    error in the calculatio of his services did not occur
    through any fault or wiful misrepresentation on his part, the
    certific may be issued to him, or he may be allowed to go up
    for re-examiation without payment of further fee when he
    has performed the amount of service in which he was defi-cient, as the Marne Department may direct.

Certificate of a lower grade may be granted on certain conditions.

  1. If in such a case the applicat's services are sufficient
    to entitle him to receive a certificate of a lower grade, pro-vid as aforesaid he has not wifull misrepresented the amount
    of his services, an inferior certificate may be granted to
    him, and the difference between the fee paid by him for the
    superior certificate and the fee payabl for the inferior
    certific may be placed to his credit.

May have to be re-examined for certificate of higher grade.

  1. In such a case, when the applicat has by further service
    made up the time in which he was found to be short, he may
    be required, before he can receive the higher cer-tificate, to
    be re-examined in all the subjects.

  2. If any certificate of competency issued by the Marne
    Department which has been defaced so as to become illegal, or
    has been seriously injured by wear or te, is presented to a
    Superintende of Merchantile Marne in the course of duty, the
    same should at once be transmitted by the Superintende to
    the Secretary of the Marne Department, together with the
    usual form of application for renewl of certificate, dule
    filled up, in order that a renewed certificate may be issued.
    This will be done free of charge in those cases where it is
    satisfactorily shown to the Marne Depart-ment that due care
    has been taken of the original. This power will have to be
    exercised with great discreto by the Superintendents of
    Merchantile Marne, so as not to interfere with any engagments
    for sea service which the possessor of the injured certificate
    may have entered into.

  3. When the holder of a certificate passes the examia-tion
    for a certificate of a higher grade, his certificate of the
    lower grade will be withdrawn and retained by the Marne
    Department.

QUALIFICATIO FOR CERTIFICATO OF COMPE.NCY.

Quaification for third-class enginee's certificate. Provisio.

  1. Third-class Enginee.—Section 6 of "The Shippig and
    Seame's Act Amemdment Act, 1896," provides that—

"Every applicat for a third-class enginee's certificate
shall, before being admitted to examiation, satisf the
Minister that he is at least twety years of age, and has
worked as apprentice for at least five years in a worksho
or shos where engine are manufacured or repaired, or where
other work of a similar class is performed.

"Provided that the Minister may exemt from examia-tion any
applicat, —

" (1.) Who, at the date of the coming into operation of
this Act has saile and served as enginee on board a steamsip
for a period of not less than twelv months; or

" (2.) Who is the holder of the degree of Bachelo of Science
in Engineeig, granted by the New Zealnd University, or by
any university which is recognised by the New Zealnd
University as entitling the holder to admissio ad eundem
gradum; or

" (3.) Who has worked for at least three years in a work-sho
as hereinbefore prescrib, and has also attende the engineeig
class for at least two years in any college affiliated to the
New Zealnd University, or in any university recognised by
the New Zealnd University as aforesaid. "

  1. A candidate must compl with the following require-ments:—

(a.) He must produce proof of having served for at least
five years as an apprentice in a worksho or shos where engine
are made or repaired or where work of a similar nature is
performed, and also testi-moials of character and sobriety.
