Officer designated to exercise Discretionary Power of sus-
pending certain of the Rules providing for Life-saving
Appliances on Vessels.

IN pursuance of an Order in Council, dated the 28th day
of March, 1893, and published in the New Zealand
Gazette of the 6th day of April, 1893, I, Joseph George
Ward, the Minister having Charge of the Marine Depart-
ment, do hereby designate
ROBERT DUNCAN,
of Wellington, Principal Engineer-Surveyor under "The
Shipping and Seamen's Act, 1877," as the Engineer-Sur-
veyor who shall exercise the discretionary power of relieving
steam-launches, steamers plying in narrow waters, and
ferry-boats from the operation of the whole or part of
Rule (a) in Division E, Class 1, of the Schedule to an Order
in Council dated the 6th day of May, 1895, and published in
the New Zealand Gazette of the 16th day of May, 1895, pre-
scribing the rules for providing life-saving appliances on
vessels.

Notice to Mariners, No. 16 of 1896.
STEWART ISLAND DANGERS.-POSITION OF WARD ROCK.

Wellington, N.Z., 18th June, 1896.
REFERRING to Notice to Mariners, No. 5 of 1896, issued
by this department on the 12th March last, it is
hereby notified that the position of Ward Rock has been
correctly ascertained by Captain Neale, of the Government
steamer "Hinemoa."
The centre of this danger lies in latitude 46° 53' 15" S.
and longitude 168° 13' 10" E., and it consists of a cluster of
pinnacle rocks, half a cable's length in extent, and has a
heavy tide-rip on it. The least water on this patch is 33
fathoms at low-water spring-tides, deepening suddenly to
17 and 20 fathoms all round.
The following are the correct magnetic bearings of distant
objects taken from the centre of the shoal:-
S.W. end of Bench Island, S. 50° E.
Barclay Rock, S. 40° W.
Garden Mound, S. 87° W.
Charts affected.-No. 2553, Sheet 11, Foveaux Strait and
Stewart Island; No. 2541, Paterson Inlet and Port William.

By-laws for the Control of Traffic over the Arahura Railway-
bridge, on the Greymouth-Hokitika Railway (in Substitution
of Regulations previously issued).
IN exercise and pursuance of the powers conferred by
"The Public Works Act, 1894," and "The Public
Works and Government Railways Acts Amendment Act,
1895," I, Alfred Jerome Cadman, the Minister for Railways,
do hereby make the following by-laws for regulating the
traffic on and over the Arahura Railway-bridge, which said
bridge forms part of the railway between Greymouth and
Hokitika, and is used both for ordinary and railway traffic;
and, in further exercise and pursuance of the said powers,
do revoke all by-laws and regulations in force at the date
hereof authorising or regulating traffic on and over the said
bridge.
SCHEDULE.
With respect to traffic on and over the Arahura Railway-
bridge the following by-laws shall apply-namely:-
-
Horses not driven in harness or led by bridle or halter,
and cattle, sheep, pigs, goats, mules, and donkeys, must have
a man behind them; and cattle, sheep, and horses in mobs
must also have a man before them. -
Horsemen or vehicles shall not travel faster than six
miles an hour. -
No person shall take any load upon any cart or other
vehicle upon the bridge which exceeds in the gross weight
one and a half tons upon any one wheel. -
Any person who commits a breach of any of these by-
laws shall be liable on conviction to a penalty not exceeding
£10 for each such breach. -
So far as applicable, and except as modified by these
by-laws, the General By-laws and Regulations for the time
being respectively in force and affecting the traffic on the
New Zealand Government railways shall extend and apply
to the said Arahura Bridge, and to traffic on and over the
same.

Alterations to the Scale of Fares, Rates, and Charges in Force
upon the New Zealand Government Railways.
IN pursuance of all powers and authorities enabling me
under "The Public Works Act, 1894," and any amend-
ment thereof, and also of "The Government Railways Act,
1894," I, Alfred Jerome Cadman, the Minister for Rail-
ways, do hereby make the following alterations in the
scale of fares, rates, and charges in force on the New
Zealand Government railways open for traffic, such altera-
tions to come into force on and after the 29th day of June,
1896:-
PART I.- PASSENGERS: LOCAL FARES AND
REGULATIONS.
GREYMOUTH-BRUNNERTON SECTION.
The following fares will be charged for passengers travel-
ling by the New Zealand Midland Railway Company's
trains between Greymouth and Brunner:-

The single tickets are available only by the New Zealand
Midland Railway Company's trains.
The return tickets are available as follows: On the out-
ward journey, by the New Zealand Midland Railway Com-
pany's trains only; on the return journey, by either the New
Zealand Midland Railway Company's trains or the New
Zealand Government railway trains.
PART II.-LUGGAGE, PARCELS, HORSES, ETC.
Bicycles.
Annual tickets for bicycles, accompanied by passengers,
available over the whole of the New Zealand Government
railways for one year from the date of issue, will be charged
£10 for each bicycle. These tickets are not available by the
New Zealand Midland Railway Company's trains between
Greymouth and Brunner.
Horse-boxes and Carriage-trucks.
The clause stating that persons requiring a horse-box or
carriage-truck must (except at Auckland, Napier, Wanganui,
Wellington, Christchurch, Hornby, Dunedin, and Inver-
cargill Railway-stations), when ordering it, pay a deposit
of 5s., is hereby cancelled.
PART III.-GOODS: REGULATIONS.
(25.) Storage.
Sixpence (6d.) per ton per day storage will be charged on
all goods not removed by consignee within twelve working-
hours of their arrival, except at country stations, when 2s.
per ton per week or fraction of a week will be charged;
minimum charge, 6d.
Where the goods are stored upon railway land and are
not protected in any way by the Department, half above
rates will be charged; minimum charge, 6d.
All stations except those at Invercargill, Port Chalmers,
Dunedin, Oamaru, Timaru, Christchurch, Lyttelton, Hoki-
tika, Greymouth, and the head stations on all other sections,
are deemed to be country stations for the purpose of charging
storage.
PART IV.-GOODS: LOCAL RATES.
DUNEDIN AND PORT CHALMERS TO BENHAR.
White-lead, Cornish stone, flint, calcined bone, baryta,
manganese, borax, metallic oxides, and other raw materials
used in the manufacture of earthenware, Dunedin or Port
Chalmers to Benhar, will be charged Class D.
