THE following special order, made by the Westland County Council, is published in accordance with the provisions of “The Counties Act, 1886.”

WESTLAND COUNTY COUNCIL.
SPECIAL order of the County Council of Westland, made in accordance with “The Counties Act, 1886,” and its several amendments :—
“That in pursuance of the power and authority vested in them under the provisions of ‘The Counties Act, 1886,’ the County Council of the County of Westland ordain by special order as follows, that is to say :—
“That the boundaries of the several ridings of the County of Westland, as at present constituted, be readjusted as follows: Arahura Riding, to remain with the same boundaries as at present, from the Teremakau River to the Arahura River ; Kanieri Riding, to remain with the same boundaries as at present, from the Arahura River to the H. O. Line ; Totara, Okarito, and Jackson’s Bay Ridings, as at present defined, to be amalgamated in one riding, to be called the Southern Riding, extending from the H. O. Line to the Awarua or Big Bay, Province of Otago.
“That this special order shall have such force and effect as provided by section 83 of ‘The Counties Act, 1886’—viz., shall come into full force at the next general election of the Council, to be held on the 11th day of November, 1896 ; but such special order shall come into force on the making thereof in so far and to such extent as may be necessary for preparing any roll or rolls, or otherwise providing for such election.”
Made by special order of the Westland County Council, at a special meeting, duly called for the said purpose, and held at the County Chambers, Sewell Street, Hokitika, on Wednesday, the 11th day of March, 1896 ; confirmed at a subsequent meeting duly called for the said purpose, and held at the County Chambers, Sewell Street, Hokitika, on Wednesday, the 15th day of April, 1896 ; and sealed with the common seal of the Westland County Council on Wednesday, the 15th day of April, 1896.

THE following special order, made by the Manawatu Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

MANAWATU ROAD BOARD.—SPECIAL ORDER.
For the payment of interest on loan of £165, at 5 per cent., for twenty-six years, under “The Government Loans to Local Bodies Act, 1886,” and “The Local Bodies’ Loans Act, 1886,” and the respective amendments, to clear, form, and metal the Long Melford Road from College Street to the termination of the Long Melford Road, the Board doth hereby levy an annual special rate of ¾d. in the pound for twenty-six years on the rateable value of the following properties : viz., Lots 1, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, and 13 of Section 372, Block X., Kairanga ; part of the said Section 372, containing 30 acres 1 rood 16 perches, now in the occupation of George Muller ; and part of Section 373, Block X., Kairanga, containing 8 acres, now in the occupation of Mrs. C. M. Slack : such rate to be payable by equal instalments on the 1st days of February and August in each year, at the Board’s office, Palmerston North. Cost of raising loan to be paid out of loan.
I certify that the above special order was made at the regular monthly meeting of the Manawatu Road Board held on the 14th day of April, 1896, and was made in conformity with the requirements of “The Road Boards Act, 1882.”

THE following special order, made by the Eketauna Road Board, is published in accordance with the provisions of “The Road Boards Act, 1882.”

EKETAHUNA ROAD BOARD.
SPECIAL order made by the Eketauna Road Board regulating heavy traffic within the Eketauna Road District :—
“That the following special order be now made, and the same be presented for confirmation at the next ordinary meeting of the Board, to be held on the 7th March, 1896 :—
“That the Eketauna Road Board, in respect of all roads, bridges, ferries, and fords under its care, control, or management, in pursuance of every power thereto it enabling, doth make and ordain the following by-law regulating heavy traffic :—
“1. In the construction of this by-law the words ‘heavy traffic’ shall mean the transportation of any vehicle, engine, or machine which shall itself, or together with any thing or things being transported thereon, weigh more than one and a half tons avoirdupois to each pair of wheels.
“2. The width of the tires of all vehicles engaged in heavy traffic, whether plying for hire or not, shall not be less than five inches.
“3. It shall not be lawful for any person to conduct any heavy traffic with or by means of any vehicle, whether plying for hire or not, of which the tires are of a less width than five inches.
“4. No goods of a weight greater than shall, with the weight of the vehicle wherein the same shall be carried, weigh more than one and a half tons avoirdupois to each pair of wheels, shall be carried in any vehicle the tires of which are of a width less than five inches.
“5. A yearly license-fee of £25 shall be paid to the Eketauna Road Board on every vehicle or machine engaged in heavy traffic.
“6. No person shall in any year conduct any heavy traffic with or by means of any vehicle or machine until the license-fee for the current year has been paid to the Eketauna Road Board in respect of such vehicle or machine.
“7. Every person guilty of any offence against this by-law shall be liable for each such offence to such penalty, not exceeding £5, as the Court inflicting the same shall in its discretion think fit.
“8. This by-law shall apply to all the roads, bridges, ferries, and fords under the control or management of the Eketauna Road Board, and to heavy traffic thereon, and to vehicles and machines employed in heavy traffic upon such roads, bridges, ferries, and fords, and not beyond or otherwise.”
Made at the ordinary meeting of the Board held on the 1st February, 1896 ; confirmed, 7th March, 1896.
The common seal of the inhabitants of the Eketauna Road District was affixed hereto by Alexander Anderson, Chairman of the Road Board, in the presence of—R. P. Greville, Clerk.
