provements thereon, but such value shall not be less than that ascertained for the purposes of “The Land and Income Assessment Act, 1891”; (b) the value of all the improvements on the land in existence at the time of the valuation, as provided by paragraph (i) of subsection (3) of section 8 aforesaid.

For such purposes the Public Trustee may appoint a valuer.

The valuer shall report to the Public Trustee,—(a) what is the value of the land in respect of which the application is made for an estate in fee-simple, exclusive of the improvements at the date of the valuation; (b) what is the value of the improvements on the land at the date of the valuation. “Improvements” shall, for the purposes of such valuation, have the same meaning as “substantial improvements of a permanent character,” in section 3 of “The Land Act, 1892.”

If the Public Trustee approves of the value as ascertained by the valuer, his approval shall be final and conclusive.

If the Public Trustee does not approve of such valuation, he shall fix the value himself, and the value as so fixed shall, howsoever arrived at, be final and conclusive.

When the values have been fixed as mentioned in these regulations, then the Public Trustee shall, by notice in writing to the applicant by registered letter, declare that he considers his application ought to be given effect to, and in such notice inform the applicant of the amount at which the land comprised in the application has been valued without the improvements, and the amount at which the improvements on such land have been valued. In such notice the Public Trustee shall specify a time and place at which a meeting shall take place between the applicant and the Native owners of the land comprised in the application, for the purpose of fixing the rent to be paid for the first twenty-one years of the new lease, as provided by paragraph (a) of subsection (3) of section 8 aforesaid.

IN pursuance and exercise of the powers and authorities conferred upon me by “The Land for Settlements Act, 1894,” and “The Land Act, 1892,” I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, do hereby declare that the lands enumerated in the Schedule hereto shall be open for selection on and after the twelfth day of February, one thousand eight hundred and ninety-six; and that the said lands may be selected on lease in perpetuity, subject to the provisions of “The Land Act, 1892”; and I do hereby declare that the rentals at which the said lands shall be leased shall be those mentioned in the said Schedule hereto opposite the description of such lands respectively.

IN pursuance and exercise of the powers and authorities conferred upon me by the nineteenth section of “The Mining Act, 1891,” I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, do hereby appoint the post-office at the under-mentioned place to be a post-office at which miners’ rights and business licenses respectively may be issued by the Postmaster in charge of such post-office, viz.:—
