Postmaster appointed to take and receive Statutory Declarations.
PURSUANT to the authority conferred upon me by the eighth section of "The Justices of the Peace Act Amendment Act, 1888," I, David, Earl of Glasgow, the Governor of the Colony of New Zealand, do hereby notify and declare that
HERBERT OSMUND COOPER,
being a person holding the office of Postmaster under "The Post Office Act, 1881," at Kirikiri, is authorised to take and receive statutory declarations under the two hundred and thirty-fourth section of "The Justices of the Peace Act, 1882."

HAWERA COUNTY COUNCIL.
Re loan of £800, under the provisions of "The Government Loans to Local Bodies Act, 1886," and its amendments, for forming and metalling the Hastings Road, from the Eltham Road to a point half way between the Finnerty Road and the north-east corner of Section 32, Block VIII., Kaupokonui.
Notice is hereby given that the poll of ratepayers taken on the 27th September, 1895, resulted as follows:—
Number of voters on roll, 9; number of votes exercisable, 12: Number of voters for proposal, 7; numbers of votes for proposal, 10; number of voters against proposal, nil; number of votes against proposal, nil.
I therefore declare the proposal to be carried.

Re loan of £900, under the provisions of "The Government Loans to Local Bodies Act, 1886," and its amendments, for metalling the Duthie Road from the Eltham Road to the Stratford County boundary.
Notice is hereby given that the poll of ratepayers taken on the 28th September, 1895, resulted as follows:—
Number of voters on roll, 13; number of votes exercisable, 13: Number of voters for proposal, 10; number of votes for proposal, 10; number of voters against proposal, nil; number of votes against proposal, nil.
I therefore declare the proposal to be carried.

Special Order made by the Eketahuna Road Board, County of Wairarapa North.

THE following special order, made by the Eketahuna Road Board, is published in accordance with the provisions of "The Road Boards Act, 1882."

SPECIAL ORDER.
That, for the purpose of securing payment of the sum of £50, being 10 per cent. additional to the sum of £500 already borrowed by the Board under "The Government Loans to Local Bodies Act, 1886," for the purpose of formation on Norling's Road, a special rate of 1/2d. in the pound be made and levied on the rateable value for the time being of the
following properties: Sections 7, 9, 10, 53, Block X.; Sections 41, 48, Block XI.; Section 52, Blocks X. and XI.; 20 acres of Section 4, Block X., cut off at the eastern end of section by a line at right angles to the section-line between Sections 4 and 5; the western half of portion of Section 8, Block X., south of the Alfredton Road, as divided by a line at right angles to the section-line between Sections 8 and 9; that portion of Section 51, Block X., north of the back line, containing 182 acres 1 rood 24 perches: all in the Mangaone Survey District. Such special rate shall be an annually-recurring rate, and shall be paid in two half-yearly instalments for twenty-six years, on the 1st day of February and the 1st day of August in each year, until the debt is liquidated.
I hereby certify that the above special order has been duly made.

By-laws for the Control of Traffic over the Teremakau Railway-bridge, on the Greymouth-Hokitika Railway (in Substitution of Regulations previously issued).
IN exercise and pursuance of the powers conferred by "The Public Works Act, 1894," and "The Government Railways Act, 1894," I, Alfred Jerome Cadman, the Minister for Railways, do hereby make the following by-laws for regulating the traffic on and over the Teremakau Railway-bridge, which said bridge forms part of the railway between Greymouth and Hokitika, and is used both for ordinary and railway traffic; and, in further exercise and pursuance of the said powers, do revoke all by-laws and regulations in force at the date hereof authorising or regulating traffic on and over the said bridge.
SCHEDULE.

Horses not driven in harness or led by bridle or halter, and cattle, sheep, pigs, goats, mules, and donkeys, passing over the Teremakau Railway-bridge must have a man behind them; and cattle, sheep, and horses in mobs must in addition have a man before them.

Horsemen or vehicles shall not travel over the said bridge faster than six miles an hour.

No load shall be taken over the said bridge greater than 1½ tons gross per wheel.

Any person or persons offending against any of these regulations shall for every such offence be liable to a penalty not exceeding £10.

So far as applicable, the general by-laws and regulations for the time being respectively in force and affecting the traffic on the New Zealand Railways shall extend and apply to the said Teremakau Bridge and to traffic on and over the same.

Notice to Mariners, No. 41 of 1895.
Buoy to mark Position of Wreck of Barque "Thurso," Greymouth.

Wellington, N.Z., 7th October, 1895.
REFERRING to Notice to Mariners, No. 34 of 1895, issued by this department on the 4th ultimo, the Greymouth Harbour Board has notified that a black buoy is moored in the Grey River, outside the wreck of the barque "Thurso," in 13ft. of water at low-water spring-tides, leaving a clear passage on the river of 225ft. between the buoy and the South Breakwater. The buoy is on the port hand entering the river. A red flag is exhibited on the South Breakwater opposite the wreck. The least water on the wreck is 6ft.
