notice in writing of any defect or want of repair in such wharf, requiring the licensee, within a reasonable time, to be therein prescribed, to repair the same, the licensee shall with all convenient speed cause such defect to be removed or such repairs to be made.

Nothing herein contained shall authorise the licensee to do or cause to be done anything repugnant to or inconsistent with any law or regulation relating to the Customs, or any regulation of the Commissioner of Trade and Customs, or with any provisions of “The Harbours Act, 1878,” or its amendments, or any regulations made thereunder, and that are now or may hereafter be in force.

The ballast of all vessels loading at the said wharf shall be taken away by the licensee and deposited above high-water mark.

The rights, powers, and privileges conferred by or under this Order in Council shall continue in force for fourteen years, computed from the date of this Order in Council, unless in the meantime such rights, powers, and privileges shall be altered, modified, or revoked by competent authority; and the licensee shall not assign, charge, or part with any such right, power, or privilege without the previous written consent of the Minister first obtained.

The said rights, powers, and privileges may be at any time resumed by the Governor, without payment of any compensation whatever, on giving to the licensee six calendar months’ previous notice in writing. Any such notice shall be sufficient if given by the Minister and delivered at or posted to the last known address of the licensee.

The licensee shall be liable for any injury which the said wharf may cause through any default or neglect on his part.

In case the licensee shall—
(1.) Commit or suffer a breach of the conditions hereinbefore set forth, or any of them;
(2.) Cease to use or occupy the said wharf for a period of thirty days;
(3.) Become bankrupt or be in any manner brought under the operation of any Act for the time being in force relating to bankruptcy,
then and in any of the said cases this Order in Council, and every license, right, power, or privilege, may be revoked and determined by the Governor in Council without any notice to the licensee, or other proceedings whatsoever; and publication in the New Zealand Gazette of an Order in Council containing such revocation shall be sufficient notice to the licensee, and to all persons concerned or interested, that this Order in Council, and the license, rights, and privileges hereby granted to the licensee, have been revoked and determined.

ORDER IN COUNCIL.
At the Government House, at Wellington, this fourth day of June, 1892.

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.
WHEREAS by “The Factories Act, 1891” (hereinafter termed “the said Act”), it is enacted that the Governor may from time to time divide New Zealand, or any portion thereof, into such districts as he shall think fit, and notice of the constitution of every such district shall be given in the Gazette as occasion requires:
Now, therefore, I, James Prendergast, the Administrator of the Government of the Colony of New Zealand, in pursuance and exercise of the power and authority conferred upon me by the said Act, do hereby divide the portions of the said colony enumerated in the Schedule hereto into districts for the purposes of the said Act, the descriptions and boundaries whereof shall be those set forth in the Schedule hereto; and I do hereby declare that for the purposes of the said Act each of such districts shall be known by the name set over the description of each such district respectively.
SCHEDULE.
AKAROA FACTORY DISTRICT.
BOUNDED generally towards the north, east, and south by Port Lyttelton and the ocean; and towards the north-west generally by Lake Ellesmere, by Kaituna River, by a road passing through Section No. 35530, by the road to Akaroa and Little River, and by a road passing Trig. Stations VV and UU to Purau Bay, in Lyttelton Harbour.
RANGIORA FACTORY DISTRICT.
Bounded towards the west by the Makerikeri River; towards the north-west generally by a road-line north-west of Sections Nos. 7812, 3999, 3020, 3019, and continuing on past Sections Nos. 2870, 2859, and 8106, by Marshman’s Road and Rangiora and Leithfield Road, and by Sections Nos. 2501, 7856, 3137, and 2537; towards the north-east by a road-line north-east of Sections Nos. 2545, 2420, 5981, 8908, and on through Sections Nos. 716 and 715, and again towards the north generally by the north bank of Ashley River; towards the east by the ocean; towards the south generally by the production of Lee’s Road, and by Lee’s Road, by the North Road, by a road to the south of Section No. 134; again towards the east by the road north-west of Sections Nos. 318, 237, 319, by the north branch of Waimakariri River, by the Amberley-Bluff Railway-line, by the Borough of Kaiapoi to the Waimakariri River, and by that river; towards the south generally by Kaikainui Creek, by Sections Nos. 2387 and 127, by Cherry Road, by Sections Nos. 816, 854, 8077, and 22443, by Sections Nos. 1979 and 1848, by the Oxford Tramroad; towards the west and north-west by the Cust Road, a road east of Sections Nos. 10360 and 10416, by a road passing through Sections Nos. 3979 and part 6914 and 4102; towards the south-west generally by the Oxford and Kaiapoi Road, a road south-east of Section No. 19646, and passing through Reserve No. 397, the Oxford and Ohoka Road, and that road continued past Sections Nos. 6251, 5099, 4484, and 4286; again towards the west by the road-line past Sections Nos. 927 (reserve), 362 (reserve), 5897, 14883, 6843, 7746, and 23065; towards the north generally by Sections Nos. 23267 and 33994, and by the Ashley River to the north-west corner of Section No. 10449; and again towards the west by a right line to the south-west corner of Section No. 21720.
KAIKOURA FACTORY DISTRICT.
Bounded towards the north-west by the summit of the seaward Kaikouras to a point due west from the source of Buebue River; towards the north by a due east line; towards the east by the left banks of the Buebue River and Hapuka River; towards the south-east by the ocean; and towards the south-west generally by the Kahautara River and Cribb Creek, and a due north line from the source of that creek to the summit first mentioned.
OXFORD FACTORY DISTRICT.
Bounded towards the north-west by a right line from Trig. Station R to Oxford Hill; towards the north by a due east line to Ashley River, and by that river; towards the east generally by a road-line passing Sections Nos. 32764, 21713, 20778, 10836, through Section No. 4898, by Powles’s Road, McJarrow’s Road, a road past Sections Nos. 7109, 9022, and 30412, Starvation Road, across the Eyre River, and by a road past Sections Nos. 33466 and 24130; towards the south-west generally by the Woodstock Road, by a road bounding Sections Nos. 21126 and 34732, across the south branch of the Eyre River, and by that branch to the north-west corner of Section 20, Block I., Oxford Survey District, and by a right line to Trig. Station R.
LEESTON FACTORY DISTRICT.
Bounded towards the north-west by the road-line bounding Sections Nos. 33572, 33571, 23445, 28852, 30753, 32289, and on part 23215, all in Selwyn Survey District; towards the north-east by the Hororata and Selwyn Rivers; towards the east by Lake Ellesmere; towards the south-east by the ocean; towards the south-west by the middle of the Rakaia River; and again towards the north-west by a line to the road-line first mentioned, on the left bank of the Rakaia River.
RAKAIA FACTORY DISTRICT.
Bounded towards the north-west by a road-line bounding Sections Nos. 17503, 15399, 15327, and 15593; towards the north-east by the Rakaia River; towards the south-east by a line in production of the north-west boundary-line of Section No. 7133, and by that section and Sections Nos. 1113 (reserve), 18446, 18307, and 24542; and towards the south-west by Mainwaring’s Road, Kyle Road, and a road south-west of Sections Nos. 15646, 30885, 27118, 26107, 16143, and 16141.
LINCOLN FACTORY DISTRICT.
Bounded towards the south-west generally by Lake Ellesmere and Selwyn River; towards the north-west generally by a road being the north-west boundary of Section No. 29770, Block V., Leeston Survey District, and its production to the Selwyn River, by that road continued past Sections Nos. 30113 and 1176 (reserve), by Burnham Road, by a road bounding Sections Nos. 32004, 31462, and 8257, by a road bounding Sections Nos. 8039 and 7499, by Maddison’s Road, Haskett’s Road, Carpenter’s Road, Pound Road, Yaldhurst Road, and Avonhead Road, and by a road passing through Section No. 24 to Waimairi Creek; towards the north-east by that creek, and by the road to the east of Sections Nos. 12 and 85, and to the south of the last-named section, by the Lincoln and Riccarton Junction Road, by the River Heathcote to the Plantation and Road Reserve near Cashmere, by the road passing through Sections Nos. 814 and 549; continuing past 551, intersecting
